The meeting was chaired by the Chief Executive until His Worship the Mayor made his statutory declaration.

Statutory Declaration – Mayor

 

His Worship the Mayor made an oral declaration and signed a written declaration which was attested by the Chief Executive.

The Mayor then gave his inaugural speech.

Copies of the Mayor’s speech and the signed declaration have been attached to the official minutes and are available on the Auckland Council website as minutes attachments.

Adjournment of Meeting

Resolution number GB/2019/100

MOVED by Mayor P Goff, seconded by Deputy Mayor BC Cashmore:   

That the Governing Body:

a)         agree to adjourn the meeting until 9.30am on Tuesday 5 November 2019, at the Reception Lounge, Auckland Town Hall.

Maiden Speeches

 

Cr R Hills entered the meeting at 9.36 am.

 

New councillors were given the opportunity to address the meeting.

The order of speaking was as follows:

Councillor Pippa Coom – Waitematā and Gulf ward

Councillor Angela Dalton – Manurewa-Papakura ward

Councillor Shane Henderson – Waitākere ward

Councillor Tracy Mulholland – Whau ward

MOVED by Mayor P Goff, seconded by Cr C Darby:  

That the Governing Body:

a)         receive the Mayor’s inaugural speech at the Governing Body meeting on 1 November 2019 and the maiden speeches of Councillor Pippa Coom, Councillor Angela Dalton, Councillor Shane Henderson and Councillor Tracy Mulholland.

b)        acknowledge the achievements, public service and contribution of former councillors Ross Clow and Mike Lee.

Auckland City Centre Advisory Board End of Term Report

That the Governing Body:

a)      note the advice provided by the Auckland City Centre Advisory Board over the 2016-2019 term, and thank the board members for their significant contribution.

b)      note the report on the Auckland City Centre Advisory Board for the 2016-2019 term.

Set up of the Advisory Panels for the 2019-2022 term

 

Note:   changes were made to clause c), and new clauses d) and e) were added with the agreement of the meeting.

 

Resolution number GB/2019/105

MOVED by Mayor P Goff, seconded by Cr C Casey:  

That the Governing Body:

a)      endorse the Mayor’s proposal to establish the following six demographic advisory panels during the 2019-2022 term:

i)       Disability Advisory Panel

ii)      Ethnic Peoples Advisory Panel

iii)     Pacific Peoples Advisory Panel

iv)     Rainbow Communities Advisory Panel

v)      Seniors Advisory Panel

vi)     Youth Advisory Panel

b)      endorse the Mayor’s proposal to establish the following three sector advisory panels during the 2019-2022 term:

i)       Auckland City Centre Advisory Board

ii)      Heritage Advisory Panel

iii)     Rural Advisory Panel

c)        agree that the appointment process of the Chair and Deputy Chair of the Auckland City Centre Advisory Board remain unchanged in the board’s terms of reference

d)        agree that the Heritage Advisory Panel meet bi-monthly

e)         agree that other changes in the report be reflected in the updated terms of reference for the demographic and sector advisory panels.

Note:   Pursuant to Standing Order 1.8.6, Cr A Filipaina requested that his dissenting vote against a) vi) in regards to the reduced number of Youth Advisory Panel members be recorded.

Governing Body decision-making during the 2019/2020, 2020/2021 and 2021/2022 Christmas recess periods

 

Cr A Filipaina left the meeting at 12.15 pm.

 

Resolution number GB/2019/106

MOVED by Cr W Walker, seconded by Cr E Collins:  

That the Governing Body:

a)      delegate to any two of either the Mayor or Deputy Mayor, and a chairperson of a committee of the whole, the power to make urgent decisions on behalf of the Governing Body or its committees, between:

i)       the last scheduled Governing Body meeting in December 2019 and the first meeting of the Governing Body or other relevant committee in 2020.

ii)      the last scheduled Governing Body meeting in December 2020 and the first meeting of the Governing Body or other relevant committee in 2021.

iii)     the last scheduled Governing Body meeting in December 2021 and the first meeting of the Governing Body or other relevant committee in 2022.

b)      agree that if a matter of major significance arises during any of the Christmas recess periods listed in clause a), an extraordinary meeting of the Governing Body will be called.
