Minutes of an Inaugural meeting of the Ōtara-Papatoetoe Local Board held in the Ngā Kete Wānanga Marae, Manukau Institute of Technology, NC Block, Gate 12, Otara Road, Otara on Tuesday, 5 November 2019 at 6:30PM.

Ōtara-Papatoetoe Local Board

05 November 2019

 

 

 

The recently elected Ōtara-Papatoetoe Local Board members, their whānau/families, supporters, invited guests and members of the community were welcomed on to Ngā Kete Wānanga Marae with a pōwhiri. Tangata whenua of Ngā Kete Wānanga Marae and mana whenua of Ngāti Tamaoho, Ngāti Te Ata and Waikato Tainui welcomed the manuhiri (visitors) onto the marae with karanga, karakia, whaikōrero and waiata; the call onto the marae, prayer, speeches of welcome and song.

 

At the conclusion of these formal proceedings, there was hongi and harirū (handshakes) between the local board members and tangata whenua, followed by hākari (shared kai) for all participants, lifting the tapu (sacredness) of the pōwhiri. Following this, the inaugural meeting proceeded as outlined in these minutes.

Note:   Ngā Kete Wānanga Marae advised the locations of the emergency exits and         conveniences.

 

Note:   Victoria Villaraza, Relationship Manager chaired the meeting for items 1, 2, 3, 4, 5, 6 and 7. From item 7 onwards, the newly elected Chairperson chaired the meeting. Phil Wilson, Governance Director witnessed the members declarations.

Declaration by Local Board Members

The following Local Board Members made their declarations pursuant to Schedule 7, clause 14, of the Local Government Act 2002:

Election of Chairperson

 

Victoria Villaraza, Relationship Manager, explained to the meeting that the board intended to split the 2019-2022 triennium for the chairperson’s role.

 

 

Resolution number OP/2019/153

MOVED by Chairperson L Fuli, seconded by Member R Autagavaia:  

That the Ōtara-Papatoetoe Local Board:

a)         agree to split the 2019-2022 triennium for the chairperson’s role into the following fixed term periods:

i)      period one Tuesday 5 November 2019 to Friday 30 April 2021. 

ii)     period two Saturday 1 May 2021 to end of the 2019-2022 political term.

Victoria Villaraza, Relationship Manager, gave an overview of the voting systems and requested a mover and seconder.

 

Resolution number OP/2019/154

MOVED by Chairperson L Fuli, seconded by Member D Trenberth:  

That the Ōtara-Papatoetoe Local Board:

b)      elect a Chairperson for the 2019 - 2022 political term, utilising System B of Schedule 7, Part 1, Clause 25 of the Local Government Act 2002.

CARRIED

 

Victoria Villaraza, Relationship Manager called for nominations for each of the fixed term periods for the position of chairperson.

Member Trenberth nominated Member Fuli as chairperson for the period of Tuesday 5 November 2019 to Friday 30 April 2021. Member Autagavaia seconded the nomination.

Member Fuli nominated Member Autagavaia as chairperson for the period of Saturday 1 May 2021 to end of the 2019-2022 political term. Member Choudhary seconded the nomination.

There were no further nominations.

MOVED by Member D Trenberth, seconded by Member R Autagavaia:  

That the Ōtara-Papatoetoe Local Board:

c)         elect Member Lotu Fuli as chairperson for the period of Tuesday 5 November 2019 to Friday 30 April 2021 for the 2019-2022 political term.

The motion was put to the vote and was declared CARRIED by 7 votes to 0.

That the Ōtara-Papatoetoe Local Board:

d)         elect Member Apulu Reece Autagavaia as chairperson for the period of Saturday 1 May 2021 to the end of the 2019-2022 political term.

The motion was put to the vote and was declared CARRIED by 7 votes to 0.

Declaration by Chairperson’s

 

A copy of the Chairperson’s declarations are publicly available on the Auckland Council website as a minutes attachment.

 

 

 

The Chairperson for period one from Tuesday 5 November 2019 to Friday 30 April 2021, Lotu Fuli, made her declaration pursuant to Schedule 7, clause 14 of the Local Government Act 2002 and assumed the Chair.

 

The Chairperson for period two from Saturday 1 May 2021 to the end of the 2019-2022 political term, Apulu Reece Autagavaia, made his declaration pursuant to Schedule 7, clause 14 of the Local Government Act 2002. The declaration will be held on file until they take up the position.
