That the Waiheke Local Board:

a)         confirm the ordinary minutes of its meeting, held on Wednesday, 4 December 2019 as a true and correct record, subject to the following change to item 16, Notice of Motion – Paul Walden – Public access to local board workshops, Resolution number WH/2019/220 to remove clause b) as this clause was not approved as follows:

a)       hold all workshops, including for committees, open for the public, subject to the provisions of section 48 of the Local Government Official Information and Meetings Act 1987 (Right of local authorities to exclude members of the public).

b)       Staff to deliver an options paper to explore opportunities for greater transparency of board deliberations.

Auckland Transport Report January 2020

MOVED by Member P Walden, seconded by Member R Tucker:  

That the Waiheke Local Board:

a)         receive the Auckland Transport Report January 2020.

b)        notes minor changes underway for the Mātiatia trial listed in the presentation.

c)         request Auckland Transport to initiate the Mātiatia trial public survey at the earliest opportunity.

d)        request Auckland Transport to communicate with the Waiheke community on agreed changes for the Mātiatia trial.

e)         request Auckland Transport share the data from the feedback of the Mātiatia trial with the local board along with all summary data as it is collated.

f)          seek a formal report from Auckland Transport to be presented to the local board meeting in March 2020 to:

              i.        outline the position of  Auckland Transport with respect to managing apparent  anti-competitive practices at the Downtown and Mātiatia ferry terminals, including signage for tourism operators, and equal opportunity to promote businesses.

            ii.        outline how Auckland Transport are providing for competition of our ferry services.

           iii.        detail the commercial rent paid by Fullers for access to ticketing booths  at both  downtown and Waiheke termini.

Matiatia Plan - Next Steps

 

Resolution number WHK/2020/11

MOVED by Deputy Chairperson B Upchurch, seconded by Member R Tucker:  

That the Waiheke Local Board:

a)      confirms its overall governance role over the Mātiatia Plan, that it will make decisions over Mātiatia land that is not part of the road reserve and will agree final transport aspects of the Mātiatia Plan with Auckland Transport in accordance with the Memorandum of Understanding signed by both parties.

b)      confirms its expectation that transport and non-transport aspects of the Mātiatia Plan are developed and consulted on as far as possible as one project noting that some matters may be more or less developed depending on progress made with key stakeholders and that engagement is programmed to commence in February 2020.

c)      supports Direction Mātiatia Incorporated allocating funding it holds for community engagement to enable the consultants leading on the transport business case for Mātiatia, to develop non-transport collateral. 

d)      requests that the Governing Body allocate up to $300,000 in One Local Initiative funding to progress the Mātiatia non-transport masterplan and business case in 2019/20 and 2020/21 noting that Mātiatia was specifically identified in the Long-term Plan process for One Local Initiative funding as a backup if self-funding alternative sources were not available.

e)      allocates up to $90,000 from its Locally Driven Initiative Mātiatia Masterplan opex budget to undertake preliminary urban design and landscape work on non-transport aspects of the final Mātiatia Plan as this will precede, and be required to support a subsequent One Local Initiative funding request to the Governing Body.

2019/2020 Arts and culture response programme

That the Waiheke Local Board:

a)      approve the allocation of $10,000 from the 2019/2020 arts and culture response programme (work programme line 566) for a Kāhui Creative Waiheke coordinator role with a two-year funding agreement under the umbrella of Community Networks Waiheke.

Rangihoua Reserve and Onetangi Sports Park Management Plan - re-appointing committees and appointing members

 

Resolution number WHK/2020/13

MOVED by Member R Tucker, seconded by Member K Matthews:  

That the Waiheke Local Board:

a)      re-appoint the Rangihoua Reserve and Onetangi Sports Park Reserve Management Plan Development Committee.

b)      appoint to the Development Committee: Chairperson C Handley (as chair) and the Aotea / Great Barrier Local Board chair, I Fordham, and Members R Tucker and K Matthews.

c)      delegate to the Development Committee the Waiheke Local Board’s responsibilities, duties and powers necessary to:

i)       approve the scope of the Rangihoua Reserve and Onetangi Sports Park management plan.

ii)      determine whether to declare and classify any part of Rangihoua Reserve.

iii)     publicly notify and seek comments and objections on the draft plan.

d)      re-appoint the Rangihoua Reserve and Onetangi Sports Park Reserve Management Plan Approvals Committee.

e)      appoint to the Approvals Committee: Chairperson C Handley (as chair) and the Aotea / Great Barrier Local Board chair, I Fordham, Members R Tucker and K Matthews and an independent hearings commissioner appointed by the Minister of Conservation.

f)       delegate to the Approvals Committee the Waiheke Local Board’s responsibilities, duties and powers necessary to:

i)       hear objections and comments from submitters

ii)      consider the extent to which they would be allowed or accepted or disallowed or not accepted

iii)     seek, where required, the Minister of Conservation’s comments and/or approval of the management plan

iv)     approve the Rangihoua Reserve and Onetangi Sports Park management plan

g)       note that the Rangihoua maunga and landscape amenity area are co-managed with Ngati Paoa under the Rangihoua and Tawaipareira Committee.

Improved Public Accessibility to the governance function of Waiheke Local Board

That the Waiheke Local Board:

a)        agree that item 14: Improved Public Accessibility to the governance function of Waiheke Local Board be deferred until the next meeting of the Waiheke Local Board scheduled to be held on Wednesday, 26 February 2020 at 5.15pm.

Purchase of an additional beach access mat

a)      allocate $5,685 from the Locally Driven Initiative capex budget to purchase an additional 10m beach mat to provide low-tide wheelchair access at Oneroa Beach.
