Members are reminded of the need to be vigilant to stand aside from decision making
when a conflict arises between their role as a member and any private or other external
interest they might have.
The Auckland Council Code of Conduct for Elected Members (the Code) requires elected
members to fully acquaint themselves with, and strictly adhere to, the provisions of
Auckland Council’s Conflicts of Interest Policy. The policy covers two classes of conflict of
interest:
i. A financial conflict of interest, which is one where a decision or act of the local board could reasonably give rise to an expectation of financial gain or loss to an elected member
ii. A non-financial conflict interest, which does not have a direct personal financial component. It may arise, for example, from a personal relationship, or involvement with a non-profit organisation, or from conduct that indicates prejudice or predetermination.
The Office of the Auditor General has produced guidelines to help elected members
understand the requirements of the Local Authority (Member’s Interest) Act 1968. The
guidelines discuss both types of conflicts in more detail, and provide elected members with
practical examples and advice around when they may (or may not) have a conflict of
interest.
Copies of both the Auckland Council Code of Conduct for Elected Members and the Office
of the Auditor General guidelines are available for inspection by members upon request.
Any questions relating to the Code or the guidelines may be directed to the Relationship
Manager in the first instance.

10 Extraordinary Business
Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
“An item that is not on the agenda for a meeting may be dealt with at that meeting if-
(a) The local authority by resolution so decides; and
(b) The presiding member explains at the meeting, at a time when it is open to the public,-
(i) The reason why the item is not on the agenda; and
(ii) The reason why the discussion of the item cannot be delayed until a subsequent meeting.”
Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
“Where an item is not on the agenda for a meeting,-
(a) That item may be discussed at that meeting if-
(i) That item is a minor matter relating to the general business of the local authority; and
(ii) the presiding member explains at the beginning of the meeting, at a time when it is open to the public, that the item will be discussed at the meeting; but
(b) no resolution, decision or recommendation may be made in respect of that item except to refer that item to a subsequent meeting of the local authority for further discussion.”

2020 Takapuna Anzac Day Parade and Service

Purpose of the report
1. To approve the location and additional budget for the 2020 Takapuna Anzac Day service and parade.

Executive summary
2. Hurstmere Road in Takapuna will be undergoing substantial upgrades, which will increase the amount of traffic on the neighbouring roads that need to be closed during the Anzac Day commemorations.
3. Auckland Transport has advised that the closure of The Strand and part of Lake Road, in addition to the restrictions on Hurstmere Road to accommodate the Takapuna Anzac Day parade and service, has potential to create health and safety risks and significant transport network disruptions.
4. Staff have considered all relevant factors and recommend that the 2020 Takapuna Anzac Day service and parade be moved to Takapuna Primary School. The parade will commence at The Terrace, then turn left onto Killarney Street with one lane closure, and the Takapuna Primary School grounds will be used for the service afterwards.
5. The relocation of the Takapuna Anzac Day service and parade will require an additional budget of $2,000 to be allocated from the local board’s budget due to a new traffic management plan being required.
Recommendation/s That the Devonport-Takapuna Local Board Community Forum: a) approve Takapuna Primary School as the location for the Takapuna Anzac Day service in 2020. b) approve the allocation of $2,000 from the its community grants budget to fund a new traffic management plan to support the delivery of the Anzac Day parade and service at Takapuna Primary School. |

Context
6. The local board funds the annual delivery of the Anzac Day service and parade in Takapuna.
7. The Takapuna Anzac parade has historically begun at Sanders Avenue, turning onto Lake Road, then turning onto The Strand and ending at the Takapuna War Memorial at which time the service takes place. A partial closure of The Strand remains in place throughout the service.
8. Hurstmere Road in Takapuna will be undergoing substantial upgrades in April 2020 that will increase the amount of traffic on the neighbouring roads that would need to be closed during the Anzac Day commemorations.

Analysis and advice
9. Council’s Events team has worked with Auckland Transport to identify an alternative site for the delivery of the 2020 Takapuna Anzac Day service and parade.
10. Staff recommend that the Takapuna Anzac Day service and parade in 2020 is moved to Takapuna Primary School. The parade will commence at The Terrace, then turning left onto Killarney Street with one lane closure and use the Takapuna Primary School grounds for the service. A map is included as Attachment A to this report detailing the route.
11. This location requires minimal impact on traffic as Killarney Street can remain open with one lane of traffic during the parade. The one lane closure will be reopened once the service within the school grounds commences.
12. There is sufficient parking around this location to support the event. The route of the parade is suitable for veterans with mobility requirements.
13. The proposed area for the service at Takapuna Primary School can comfortably accommodate 2000 people. This is the expected attendance in 2020 based on figures from previous years.
14. Takapuna Primary School has a flagpole, that can be utilised as a substitute for the War Memorial. Wreaths can be laid at the base of the flagpole. There is a school hall where refreshments can be served at the conclusion of the service.
15. Takapuna Primary School has consented to providing the grounds and buildings for the purpose of the Anzac Day commemorations.
16. The new traffic management plan needed for this location will require an additional $2,000 to the existing budget allocated to this event.
Other alternatives considered:
One lane closure at The Strand
17. Staff considered maintaining the usual location for the Anzac Day service and parade, with an adjustment to the traffic management plan i.e. one lane of traffic on The Strand being kept open at all times, rather than full closure as in previous years.
18. This is not recommended because The Strand cannot accommodate the expected number of attendees with only one lane of road open to traffic and the impact on the surrounding road networks could be significant. Gibbons Road cannot be closed to assist with overflow of attendees. This is a one-way road and residents have previously had issues with access to their properties
Dawn service at The Strand
19. Staff have scoped the option to maintain the usual location for the Anzac Day service and parade, with an adjustment to the time of the service. The service could be moved to an earlier time of 6am, with road closures from 4.30am to 8am.
20. This is not recommended because, historically, the service is held at 11am and the change in time may cause considerable confusion for attendees and will clash with other dawn services in the region.
21. This option also does not include a parking resolution, as on street car parks were to be used for the event. Therefore, owners of cars that were already parked on The Strand could cause disruption if they chose to move their cars during the service interrupting the event and causing a health and safety risk to veterans and attendees.

23. Auckland Transport has worked with council’s Events team to identify an alternative site at Takapuna Primary School for the 2020 Takapuna Anzac Day service and parade.
24. Auckland Transport will approve any traffic management plans associated with the event at this location.

Local impacts and local board views
25. Local people can remember fallen servicemen and women through a meaningful and respectful commemoration.
26. The 2019 Takapuna Anzac Day service and parade was affected by the consolidation of services due to the event in Christchurch on 15 March 2019.
27. The commemoration of Anzac Day is of significance to the local board and community, therefore, ensuing this event is delivered in 2020 is particularly important.
28. Health and safety risks are of primary importance, particularly given the numbers and ages of those who attend the Anzac parade and service.
29. Traffic impacts on the wider road network have been assessed and it is considered that the relocation of the event to Takapuna Primary School is the best option available at this time.

Financial implications
31. The 2019/2020 work programme has an allocated budget of $32,550 to deliver the Anzac Day services in both Devonport and Takapuna.
32. The relocation of the Takapuna Anzac Day service and parade will require an additional budget of $2,000 to be allocated due to a new traffic management plan being required for this new route.
33. This is a one-off requirement due to the change in location for the parade and service.
34. All operational budgets have been allocated as part of the local boards 2019/2020 Work Programme. The only discretionary budget where funds can be reallocated is the Community Grants Budget. There is currently $134,820 in the community grants budget.

Risks and mitigations
35. Health and safety risks have been identified with holding the Anzac Day service and parade at the Takapuna War Memorial in 2020, due to the proposed upgrade of Hurstmere Road. And the resulting impacts on the road network.
36. Staff recommend moving the location to Takapuna Primary School in order to mitigate these risks. Dependent on the development of the Hurstmere Road project there is potential for the event to relocate back to The Strand in 2021.
