Acknowledgement - Kura

 

In September 2018, ‘Kura’ was the winner of the ‘TVNZ 2018 New Blood Competition’ where filmmakers James Watson and Vince McMillan (from Papakura) won 45.7% of the public vote with their pilot episode and won $100,000 to make ‘Kura’ into a series. ‘Kura’ is set in Papakura. The series has been completed and the five episodes are now available on TVNZ on demand.

Acknowledgement -  Dame Noeline Taurua

 

At the February 2020 Halberg Sports Awards, Dame Noeline (Noels) Taurua DNZM who was born in Papakura, was awarded the prestigious Sport New Zealand Leadership Award and also the Coach of the Year (Netball) Award. Dame Taurua is a former Silver Fern and the coach of the world champion Silver Ferns.

Auckland Transport February 2020 report to the Papakura Local Board

 

James Ralph, Auckland Transport Elected Member Relationship Manager, was in attendance to speak to his report.

That the Papakura Local Board:

a)         receive the Auckland Transport February 2020 update report

b)      notes that in relation to the projects identified as part of the Safer Communities programme  which has now been de-funded by NZTA, AT’s report to the board in September 2019 stated that Auckland Transport wishes to complete this project and is continuing to work with the local board, and together Auckland Transport and the board can explore alternative funding options for elements of the proposed project, in the same way as with the Community Safety Fund projects. The plan is that Auckland Transport’s Road Safety Team will report and workshop with the Papakura Local Board and then will inform the wider community of the programme’s status. The report back is likely to be in late September or October 2019 so it will be the next local board responding to this work.”

c)      seeks further details on Auckland Transport’s response to resolution PPK/2019/137 e) that Auckland Transport is continuing to work on alternate funding sources for delivery of the Safer Communities Programme, including what work has been undertaken to date

d)      notes that the board resolution PPK/2019/137 e) included a request that Auckland Transport inform submitters that the project has been de-funded by NZTA, which has not been responded to and requests Auckland Transport to respond

e)      expresses concern that Auckland Transport’s response to resolution PPK/2019/168 c) passed by the board in September 2019 (incorrectly stated as resolution PPK/2019/137 in this month’s report) includes the Local Board Transport Capital Fund as “ an alternative source of funding” for the Safer Communities Project, when that was specifically dismissed as an alternative source of funding by the board in its discussion with the reporting staff member in August 2019

f)       expresses disappointment that the Papakura Parking Study excluded the Papakura Park and Ride area and provides no insight into managing unmet parking demand from rail users

g)      requests Auckland Transport consult with the Papakura Business Association and inform on-street carpark users through appropriate notices, of the proposed changes to parking prior to the changes taking effect

h)      expresses its disappointment that the Chair was informed by a member of the public that they have sighted information from Auckland Transport that the road remediation works at Pararekau Road has been delayed by a further 11 months, and if accurate, requests an explanation why this information was not shared with the local board given the board’s continued advocacy on this issue

i)       continues to express its frustration with the rehabilitation works at Pararekau Road which has been the subject of numerous previous resolutions and urgently request a written update by Auckland Transport of when the works will be completed

i)       expresses its disappointment that Auckland Transport will not consider an alternative location for the bus layover until the bus interchange work commences and a permanent solution found (noting that this may be indefinite as the bus interchange is not currently funded), despite previous undertakings by Auckland Transport staff that feasibility work has commenced at the site at the corner of Settlement Road and Great South Road, and requests information on the outcome of any feasibility work conducted to date

k)      disputes Auckland Transport response to resolution PPK/2019/137 f), that “Auckland Transport have moved and consolidated the bus layovers in Opaheke Road to address the problems outside the CAB”, as the Chair has been informed by the CAB Manager that buses continue to park outside their office which is continuing to have a significant impact on the ability for customers to access the vital counselling and CAB services

l)       request Auckland Transport to investigate signage to prevent buses from parking in the spaces outside the CAB and counselling services, or marking those spaces as being for the use of CAB and counselling customers only.

a)      approve seven names for the following new roads at 162-166 Settlement Road, Papakura, in accordance with section 319(1)(j) of the Local Government Act 1974 (resource consent references Stage 1: BUN60323275; Stage 2: BUN60335957; and Stage 3 BUN60351785):

i)        COAL 1: Whero Place

II)       COAL 2: Reme Place

III)      COAL 3: Pīwakawaka Close

IV)     COAL 4: Wahine Street

V)      COAL 5: Heketara Place

VI)     COAL 6: Marples Place

VII)    COAL 7: Pāpāuma Place.

Approval for a new road name at 527 Old Wairoa Road, Ardmore

a)      approve the name Tarapuke Lane for the new private road created by way of subdivision at 527 Old Wairoa Road, Ardmore in accordance with section 319(1)(j) of the Local Government Act 1974 (resource consent reference BUN60078434, SUB60230224).

Correction to new road name types in the subdivision at 257 Hingaia Road, Karaka by New Hong Jie Limited

That the Papakura Local Board:

a)      rescind resolution PPK 2019/212 to name ROAD 1 ‘Trenton Way’; ROAD 2 ‘Soneri Way’, ROADS 3 & 6 ‘Seachange Avenue’; ROAD 4 ‘Solvit Way’; and ROAD 5 ‘Baluchi Crescent’ (due to incorrect road types being used), within the subdivision at 257 Hingaia Road, Karaka (Council reference SUB60217679), in accordance with section 319(1)(j) of the Local Government Act 1974

Appointment of LGNZ Lead and nominee for LGNZ Conference 2020

a)      appoint Brent Catchpole as the lead and Jan Robinson as the alternate for LGNZ related matters for the 2019-2022 triennium and task these members with representing the local board at Auckland/LGNZ meetings

b)      nominate Brent Catchpole to attend the Local Government New Zealand 2020 Conference and Annual General Meeting in Waiharakeke Blenheim, Thursday 16 July to Saturday 18 July 2020

c)      confirm that conference attendance including travel and accommodation will be paid for in accordance with the current Auckland Council Elected Member Expense Policy

d)      note that any members who wish to attend the AGM must provide their names to the Democracy Services Business Hub team by Friday 17 April 2020 to ensure that they are registered with Local Government New Zealand.

Urgent Decision - Hawkins Theatre hireage costs for the Papakura Theatre Company fundraising weekend

Auckland Council’s Quarterly Performance Report: Papakura Local Board for quarter two 2019/2020

a)      receive the performance report for quarter two ending 31 December 2019

b)      note the financial performance report which is Attachment B of this report, will remain confidential until after the Auckland Council Group interim report (half year) are released to the NZX which are expected to be made public on 28 February 2020

c)      approve the use of up to $28,000 LDI Capex funding to create a new Community Facilities work programme project for completing the concrete pathway along Pahurehure Inlet so that it connects with Youngs Reserve plus the installation of bollards at that reserve to prevent vehicles driving over the new pathway.

a)      amend the board’s decision made on 4 December 2019 (PPK/2019/215), resolution a) to read as follows:

That the Papakura Local Board:

a)      appoint Brent Catchpole (Chairperson) as the lead and Jan Robinson (Deputy Chairperson), as the alternate nominated local board members for landowner consents (including landowner consents for filming) and authorises them to:

i)       be the point of consultation for staff on all applications for landowner consent and, at their discretion, refer any application for landowner consent to the local board for a local board decision, and

ii)      to be the point of consultation for staff on proposed asset renewal works and, at their discretion, refer any proposed asset renewal works to the local board for a local board decision

iii)     receive staff notifications of areas that may involve reputational, financial, performance or political risk.
