That the Manurewa Local Board:

a)         accept the apologies from Councillors Angela Dalton and Daniel Newman for absense.

b)        approve under Standing Orders 3.3.2 and 3.3.3, Members Anne Candy and Rangi McLean’s request for electronic attendance due to the members recent self-isolation as a precaution in response to COVID-19.

Alex Tarrant and Jordan Tanielu from The Rising Foundation Trust were in attendance  speak to the board to explain the work the charity does within the Manurewa community and the benefits and outcomes their programme has on youth and wider whanau members.

A presentation was given. A copy has been placed on the official minutes and is available on the Auckland Council website as a minutes attachment.

Auckland Transport Reports March 2020

 

Resolution number MR/2020/27

MOVED by Member A Candy, seconded by Member K Penney:  

That the Manurewa Local Board:

a)      receive the Auckland Transport March 2020 update and Allocation of Local Board Transport Capital Fund reports.

b)      allocate $60,000 from its Local Board Transport Capital Fund (LBTCF) to the Roys Road Speed Calming project to allow construction to proceed.

c)         receive advice from Auckland Transport in a memo dated 3 March 2020 that, following investigation requested by the board in 2019 into the feasibility of installing a bus shelter at Stop 6796 (Wattle Farm Road) using the board’s Local Board Transport Capital Fund, approval for a shelter was not able to be attained.

 

d)        request that Auckland Transport proceed with investigating installation of a bus shelter at Stop 2276 (2 Riverton Drive) using the funding previously allocated for Stop 6796 (Wattle Farm Road), and provide the board with a firm estimate of costs and project timeline for this shelter.

Manurewa War Memorial Park Detailed Business Case

 

Resolution number MR/2020/28

MOVED by Member D Pizzini, seconded by Member G Murphy:  

That the Manurewa Local Board:

a)      endorse the Manurewa War Memorial Park detailed business case.

b)      approve the sports field layout (Attachment 1) and multiuse facility location at the site of the existing Manurewa Association Football Club clubrooms as the preferred development options for the Manurewa Memorial Park development.

c)      support a report being progressed to the Finance and Performance Committee in May 2020 requesting $16.9 million from the One Local Initiative 10 Year Programme, to enable the development of Manurewa Memorial Park as outlined in the detailed business case.

d)      request, subject to approval of funding, that staff progress the development of an independent facility governance model or affiliation to existing governance entity and report back to the local board on the outcomes.

Sport and Recreation Facilities Investment Fund - application by Tōtara Park Mountain Bike Club.

 

Resolution number MR/2020/29

MOVED by Chairperson J Allan, seconded by Member D Pizzini:  

That Manurewa Local Board

a)      endorse an application from the Tōtara Park Mountain Bike Club for $150,000, to the Sport and Recreation Facilities Investment Fund, to construct mountain bike tracks in Tōtara Park.

b)        expresses concern that staff are yet to resolve the issue of responsibility for the maintenance and renewals of the new tracks despite the board raising this issue in its February workshop, and the Chair’s subsequent request for a meeting with staff, the club and the contractor in late February was not acted upon by staff.

 

c)         reiterates it’s position that the board and the Club are unable to fund the future maintenance and renewals of the new tracks.

Jellicoe Park Tennis Club: Locally Driven Initiative (LDI) Capital Funding for two new tennis courts

MOVED by Chairperson J Allan, seconded by Member D Pizzini:  

That the Manurewa Local Board:

a)      approve $293,000 from financial year 2020/2021 locally driven initiatives (LDI) capital funding budget to deliver two new tennis courts, fencing and to relocate the pathway as part of the redevelopment of tennis facilities at Jellicoe Park in Manurewa.

Te Tāruke-ā-Tāwhiri: Auckland's Climate Action Framework -  Proposed changes

 

Resolution number MR/2020/31

MOVED by Chairperson J Allan, seconded by Member G Murphy:  

That the Manurewa Local Board:

a)      provide feedback on the changes to the draft Te Taruke-a-Tawhiri: Auckland’s Climate Action Framework as follows:

i)       support the name change to Te Tāruke-ā-Tāwhiri: Auckland’s Climate Plan.

ii)      support the establishment of the three core drivers for action: “A Tāmaki response”, “Reducing our emissions”, and “Preparing for climate change” as a way to provide greater clarity on the goals of the framework.

iii)     support simplifying the framework by moving from eleven key moves to eight priorities.

iv)     support the inclusion of learning from and interweaving Māori principles and practice in the first pillar, “A Tāmaki response”.

v)      support greater focus on equity of resources and tools to aid low income communities in building resilience to be able to respond to climate change impact.

vi)     note the identified need for a significant shift in transport to be delivered at pace and scale. For Manurewa this will require significant upgrading of the local public transport network, including:

·               extending the cycle and active transport mode network both within Manurewa and between Manurewa and the Wiri BID area, Manukau Institute of Technology and Manukau City to reduce usage of short car trips.

·               investing in more separated cycleways to encourage increased uptake of cycling.

·               providing more bus shelters as there is a deficit of these at south Auckland bus stops.

·               addressing the affordability of fares to increase usage of public transport in low income communities.

vii)    note the potential regional and local cost implications of addressing climate change and its impacts, as well as the work being carried out on developing a climate finance work package. The board believes that any measures to address local cost implications must include:

·               reviewing whether current local board funding levels are adequate to allow boards to effectively respond to this issue.

·               addressing disparities in regional investment in south Auckland compared with other parts of the city.
