Resolution number MR/2020/37 MOVED by Chairperson J Allan, seconded by Member T Gorrie: That the Manurewa Local Board: a) note the temporary amendments pursuant to the COVID-19 Response (Urgent Management Measures) Act 2020 which allows members to attend meetings by audio-visual link as of right, and despite anything to the contrary in standing orders, and to be counted for the purposes of quorum b) amend its standing orders by including a new Standing Order 3.3.10 that reads as follows: Attendance of non-members by electronic link A person other than a member of the local board may participate in a meeting of the local board by means of audio link or audio-visual link if the person is otherwise approved to participate in accordance with Standing Orders Sections 6 and 7 c) amend its Standing Order 7.8.5 to provide discretion to the chair of the meeting to decline Public Forum requests via audio or audio-visual link. |

Resolution number MR/2020/39 MOVED by Chairperson J Allan, seconded by Member A Candy: That the Manurewa Local Board: a) acknowledge the community of Manurewa during the COVID-19 epidemic which has seen the country move to alert level four and lockdown. Our front-line essential services workers have selflessly put themselves at increased risk in hospitals, supermarkets, pharmacies, on our streets, on public transport, and across our community. We acknowledge the personal sacrifices people have made through self-isolation such as not being able to visit sick friends and relatives, or attend births and funerals. Our thoughts go out to the families of those around the country who have lost loved ones due to COVID-19 and those currently in intensive care units, particularly at Middlemore Hospital. We also acknowledge the significant challenges and financial burdens many of our people face as the result of reduced incomes, job losses and business closures. Through your service, sacrifices and challenges, many lives have been saved – particularly the lives of grandparents and those with underlying health conditions. Thank you to the community organisations that have mobilised as essential services to offer support and wraparound to our most vulnerable communities. Thank you for your commitment to the people of Manurewa. Kia kaha. |

New community lease to Manukau Racing Pigeon Club Incorporated at Mountfort Park, 25R Dr Pickering Avenue, Manurewa |

Resolution number MR/2020/44 MOVED by Chairperson J Allan, seconded by Deputy Chairperson M Atama: That the Manurewa Local Board: a) approve public notification of Auckland Council’s intention to grant a new community lease to Manukau Racing Pigeon Club Incorporated at Mountfort Park, 25R Dr Pickering Avenue, Manurewa as provided in Attachment A b) delegate to the Manurewa Local Board Chairperson the authority to appoint a hearings panel to consider any submissions or objections received, following the public notification, and for the panel to reach a decision c) grant, under Section 54(1)(b) of the Reserves Act 1977, a new community lease to Manukau Racing Pigeon Club Incorporated for the group-owned building comprising 210 square meters (more or less) located at Mountfort Park, 25R Dr Pickering Avenue, Manurewa (outlined in red on Attachment A) on the land described as Lot 1 Deposited Plan 115625 subject to the following terms: i) term - 10 years commencing 16 April 2020, with one 10 year right of renewal commencing 16 April 2030, effecting final expiry 15 April 2040 ii) rent - $1.00 plus GST per annum if demanded iii) all other terms and conditions to be in accordance with Auckland Council’s Community Occupancy Guidelines 2012 and the Reserves Act 1977 d) approve the Manukau Racing Pigeon Club Incorporated Community Outcomes Plan for inclusion as the Third Schedule of the lease document which is attached to this report as Attachment B. |

Resolution number MR/2020/45 MOVED by Chairperson J Allan, seconded by Deputy Chairperson M Atama: That the Manurewa Local Board: a) delegate authority to the chair to approve and submit the local board’s input into Auckland Council submissions on formal consultation from government departments, parliament, select committees and other councils b) note that the local board can continue to use its urgent decision process to approve and submit the local board’s input into Auckland Council submissions on formal consultation from government departments, parliament, select committees and other councils, if the chair chooses not to exercise the delegation sought in recommendation a) c) note that this delegation will only be exercised where the timeframes do not allow for local board input to be considered and approved at a local board meeting d) note all local input approved and submitted for inclusion in an Auckland Council submission is to be included on the next local board meeting agenda for the public record. |
