a)         confirm the ordinary minutes of its meeting, held on Wednesday, 29 April 2020, as a true and correct record.

City centre targeted rate budget portfolio budget 2020/2021

 

The Auckland City Centre Advisory Board discussed its city centre targeted rate portfolio priorities at a workshop prior to the meeting and noted the following:

·         the city centre has been severely impacted by the COVID-19 lockdown and there are immediate issues in the city centre that could benefit from the city centre targeted rate funds

·         request for support from the city centre targeted rate funds to assist businesses that have been impacted by COVID-19 as part of the destination marketing fund allocation

·         the destination marketing fund allocation for Heart of the City and Karangahape Road Business Association needs to be reconsidered to assist the business associations with the COVID-19 impact

·         staff advised that $400,000 of operating expenditure was not yet committed to a programme in 2021, and proposed to come back to the board with a process for the allocation of this fund

·         the Emergency Budget 2020/2021 was approved for public consultation commencing on Friday 29 May 2020 and may include some projects from the city centre portfolio.

MOVED by Ms A Malcolm, seconded by Mr M Richardson:   

That the Auckland City Centre Advisory Board:

a)      note that $400,000 of operating expenditure is not yet committed to a programme in 2021

b)      request staff to provide a process for the allocation of the $400,000 from the city centre targeted rate for initiatives in the city centre relating to the impact of COVID-19 with urgency

c)      request staff to provide a process for the allocation of the destination marketing funds.

Queen Street Access for Everyone Pilot update

 

Staff provided a PowerPoint presentation in support of the item. A copy has been placed on the official minutes and is available on the Auckland Council website as a minutes attachment.

 

The following issues were noted:

·         there was no communication on the implementation of the Queen Street pilot

·         uncertainty of how long the emergency works on Queen Street were in place for COVID-19

·         the emergency works are temporary and separate from the Access for Everyone pilot.

Note:   Changes to the original motion, adding new clause c) were made with the agreement of the meeting.

 

Resolution number CEN/2020/16

MOVED by Ms N Buckland, seconded by Mr P Reynolds:  

That the Auckland City Centre Advisory Board:

a)         endorse up to $600,000 from the City Centre Business Case Development Programme (including Access for Everyone Concept Investigation) budget to part-fund the Queen Street pilot project, in conjunction with Innovating Streets investment

b)        appoint representatives to join a working group to the Queen Street pilot project comprising of Viv Beck, Noelene Buckland, Amy Malcolm, Patrick Reynolds and Michael Richardson

c)         request staff to provide a workshop for members to discuss the process behind this pilot project

d)        note that regular updates on the Queen Street pilot project will be provided.

Update on Activities to Support Rough Sleepers
