Endorsing Business Improvement District (BID) targeted rates for 2020/2021

That the Hibiscus and Bays Local Board:

a)      recommends to the Governing Body the setting of the targeted rates for inclusion in the Annual Budget 2020/2021 for the following Business Improvement District programmes:

i)       $150,000 for Browns Bay Business Association Incorporated.

ii)      $276,285 for Mainstreet Ōrewa Incorporated (Destination Ōrewa Beach).

iii)     $67,500 for Mairangi Bay Business Association Incorporated.

iv)     $17,265 for Torbay Business Association Incorporated.

Renewal of community lease to Sir Peter Blake Marine Education and Recreation Trust Board at Long Bay Beach Road Reserve

 

Resolution number HB/2020/60

MOVED by Member J Fitzgerald, seconded by Member A Poppelbaum:  

That the Hibiscus and Bays Local Board:

a)      revoke resolution HB/2018/191 made on 28 November 2018 dealing with the local board’s endorsement of revocation of the reserve status over section 1 SO 522319 appended hereto as Attachment A

b)      approve the renewal of the community lease to Sir Peter Blake Marine Education and Recreation Trust Board at Long Bay Beach Road Reserve, subject to the same terms and conditions provided in the lease dated 7 November 1984

c)      endorse, pursuant to section 44(1) of the Reserves Act 1977, overnight accommodation on Section 1 SO 522319 to facilitate the activities undertaken by Sir Peter Blake Marine Education and Recreation Trust Board, and for the endorsement to be reflected in the lease renewal

d)      approve a variation of the lease to make provision that the Landlord makes no warranty or representation that the Premises are or will remain suitable for the permitted Use.

Proposed land exchange:  Sidmouth Reserve

a)     support the exchange of 369m² (more or less) of land in Sidmouth Reserve within Lot 1 DP 91987 held by Auckland Council with 369m² (more or less) of land at 10 Sidmouth Street (Lot 2 DP 91987) held by Watercare Services Limited as illustrated in Figure 2 of the agenda report

b)      support the disposal of 369m² of land in Sidmouth Reserve within Lot 1 DP 91987 to Watercare Services to complete the land exchange.

Note:   The local board received a memorandum from the Mairangi Bay Surf Club and at the next stage of the development of the reserves the local board will be consulting with all stakeholders including the Mairangi Bay Surf Club.

a)      Approve the road nameRidgelea Road’ for the private road constructed within the subdivision being undertaken by Long Bay - Development Advisory Services Limited, (the Applicant), at 144 Vaughans Road, Long Bay in accordance with section 319(1)(j) of the Local Government Act 1974.

a)           support the submission of the Inverness Road Activation – Create An Urban Village Shared Space project (Browns Bay) for inclusion in Auckland Council’s application to the Waka Kotahi New Zealand Transport Agency Innovating Streets Pilot Fund

b)          if confirmed, support the 10 percent local board contribution funding to be sourced from:

i)             local board transport capital fund or;

ii)           Hibiscus and Bays action centre plans work programme budget project item 2173.

ii)       the Chair has received and has accepted advice from relevant council staff that holding a briefing item in a closed session may be in the best interest of the local board and community at that point in time

a)      receive this Notice of Motion

b)      do not support any increase to Auckland Council rates, levies or council services for citizens or businesses for the next financial year. COVID-19 has created substantial financial pressure on many of our constituents and any increase to rates, levies or the costs in using Auckland Council services will only exacerbate the financial strain on members of our community and slow our local economy’s recovery

c)      circulate this Notice of Motion to all Auckland Council Local Boards

d)      this be submitted to the Auckland Council Governing Body.
