6          Acknowledgements

           

·                     On behalf of Māngere-Ōtāhuhu Members we would acknowledge Faamoetauloa Jerome and Julz Mika, their children aiga and whanau, for the loss of their beautiful son Josiah 9 years old, as the Mika family were part of our community for many years recognizing their contribution. We are deeply saddened by Josiah's untimely passing and grieve also. We express our sincere condolences to the bereaved Aiga. Manuia Lou malaga, Moe mai, Rest in peace Josiah Mika.

·                    We have been informed that a past parent, coach and junior rugby leader for Manukau Rovers passed away on yesterday 14 May 2020. Ian Hyland was Junior Delegate. Ian gave 9 years of service to our club and we pass on our condolences to wife Debbie and children Alex and Ben. Ian, the entire community of Māngere and Māngere Bridge will miss your charm and community contribution. You will be forever remembered at our club.

·                    Thank you once again to 275 Times for all their work during Covid-19.

·                    Thank you to Darryl Evans from the budgeting services for all their hard work.

·                    To all the volunteers from Māngere Connect for their continuing assistance in the Māngere-Ōtāhuhu area.

·                   Congratulations to Manukau East Youth MP/Ōtāhuhu resident Shaneel Lal on his election as the newest board member of Rainbow Youth.

·                   Congratulations to Ennaolla Paea, Ken Vaega and Lighthouse Famz along with University of Auckland jazz students, for having their work, Krump-Jazz, accepted for the Tempo Dance Festival, and shown online last week.

·                     The Local Doctors at Airport Oaks for setting up their Community Based Assessment Centre (CBAC) to test our community for COVID-19. They have done a wonderful job for providing that service In trying to control the spread of the virus. We thank them for their service in Mangere.

That the Māngere-Ōtāhuhu Local Board:

a)            adopt in principle the Māngere-Ōtāhuhu Grants Programme 2020/2021, subject to the Governing Body finalising the 2020/2021 budget.

 

b)           note that round one set to open on 15 June 2020 will need to be adjusted to early August 2020 or there after once the budgets have been confirmed.

Māngere-Ōtāhuhu Local Board Facility Partnership Fund - allocation of funding in 2019/2020.

That the Māngere-Ōtāhuhu Local Board:

a)      grants $11,300 to Ōtāhuhu Rugby Football Club, from line item 602 of the 2019/2020 local board work programme, to replace kitchen benchtops and cupboards in the clubrooms.

b)      grants up to $105,000 to Ōtāhuhu Rugby Football Club, from line item 602 of the 2019/2020 local board work programme, to paint the outside, roof and level 1 inside the clubrooms

 c)     reallocate the balance remaining of $$33,700 in line item 602.

c)            Grants $22,684 to the Mangere Centre Park Association, from line item 602 of the 2019/2020 local board work programme, to support the purchase of tables and chairs for the clubrooms at Centre Park, leaving a balance of $11,016 in line item 602 to reallocate.

Grant a new community lease at Bridge Court Housing for Elderly Grounds, 7 Coronation Road, Māngere Bridge

That the Māngere-Ōtāhuhu Local Board:

a)      approve public notification of Auckland Council’s intention to grant a new community lease to Haumaru Housing Limited Partnership at Bridge Court Housing for Elderly Grounds, 7 Coronation Road, Māngere Bridge (Attachment A).

b)      delegate to the Māngere-Ōtāhuhu Local Board Chairperson the authority to appoint a hearings panel to consider any submissions or objections received, following the public notification, and for the panel to reach a decision.

c)      grant, under the Local Government Act 2002, a new community lease to Haumaru Housing Limited Partnership for the council-owned building comprising 161 square metres (more or less) located at 7 Coronation Road, Māngere Bridge (outlined in red on Attachment A) on the land described as Part Lot 3 Deposited Plan 57490 subject to the following terms:

i)       term - two years commencing 20 May 2020 with one two-year right of renewal commencing 20 May 2022, effecting final expiry on 19 May 2024

ii)      rent - $1.00 plus GST per annum (if demanded)

iii)     maintenance fee - $500.00 plus GST per annum

iv)     all other terms and conditions to be in accordance with the Local Government Act 2002 and the Auckland Council Community Occupancy Guidelines 2012.

d)      delegate to the Māngere-Ōtāhuhu Local Board Chairperson, in consultation with local board members, the authority to approve the Community Outcomes Plan, which will be appended to the lease document.

That the Māngere-Ōtāhuhu Local Board:

a)      grant, under Section 61(2A)(a) of the Reserves Act 1977, a new community lease to Royal New Zealand Plunket Trust for the group-owned building comprising 315 square meters (more or less) located at 18R Bader Drive, Māngere (outlined in red on Attachment A) on the land described as Lot 118 Deposited Plan 76095 subject to the following terms:

i)       term - 10 years commencing 20 May 2020, with one 10 year right of renewal commencing 20 May 2030, effecting final expiry 19 May 2040

ii)      rent - $1.00 plus GST per annum if demanded

iii)     all other terms and conditions to be in accordance with Auckland Council’s Community Occupancy Guidelines 2012 and the Reserves Act 1977.

b)      approve the Royal New Zealand Plunket Trust’s Community Outcomes Plan for inclusion as the Third Schedule of the lease document which is attached to this report as Attachment B.

a)      recommends to the Governing Body the setting of the targeted rates for inclusion in the Annual Budget 2020/2021 for the following Business Improvement District (BID) programmes:

i.        $663,000 for Otahuhu Business Association Incorporated

ii.       $28,800 for Mangere Bridge Progressive Business Association Incorporated

iii.      $284,949 for Mangere Town Centre Business Association Incorporated.

iv.      $6,100 for Mangere East Village Business Association Incorporated

v.       $81,325 for South Harbour Business Association Incorporated.

Ōtāhuhu Portage Mangrove Removals

a)      approve $18,000 Locally Driven Initiative (LDI) Opex funding to reimburse the Capex budget utilized to undertake removal of the mangroves from the Mangere Inlet, which enabled safe launching of waka at the annual Portage Crossing event held in February 2020.

d)      delegates authority to the chairperson of the local board to make a replacement appointment in the event the local board member appointed in Resolution b) is unable to attend the plan change hearing.
