Notice of Motion: Member J Rose - Incentivise a Climate Resilient Water Strategy

 

Resolution number WH/2020/37

MOVED by Member J Rose, seconded by Member W Piper:  

That the Whau Local Board:

a)   receive the Notice of Motion submitted by Member J Rose and Member W Piper

b)   note the extended drought period in Tāmaki  Makaurau has had a significant impact on the region’s water supply and request action to increase household water resilience to mitigate predicted future drought events

c)   request that the Auckland Council Director of Strategy to urgently drive strategy around climate resilient water supply to manage the longer dry and wet periods expected in the region’s climate future, through the provision of subsidies, instalment payment options or other financial assistance to support home owners to install rainwater collection tanks

d)   request that Auckland Council work with Watercare to promote the installation of rainwater collection tanks and flow mitigation tanks to all of its customers to increase domestic water retention

e)   request that Watercare develop and share its plans to significantly enhance water collection from new sources to complement the take from reservoirs, river water and aquifers

f)    request from Watercare information on how they may accelerate their research and action a circular waste model, the use of waste by-products (perhaps as fertiliser), and the possible use of treated water (perhaps in irrigation, or to replenish aquifers)

g)   note that bore water consents are processed within the Auckland Council Resource Consents Unit while long term water planning is done by Watercare. The local board request information on whether data collection and the sharing of information on groundwater levels is seen as fully satisfactory or can be improved

h)   request that Auckland Council includes rainwater tanks for new builds as plumbing and drainage requirements in the building consent process

i)    request Auckland Council Healthy Waters consider landscape planting for trees and groundcover that is resilient to drier environments and look to install on site rainwater collection tanks for localised water management in Council owned park assets when possible

j)    request these resolutions and Notice of Motion report be forwarded to Watercare and Auckland Council Healthy Waters, and Resource Consents units for their response and action

k)   request a copy of these resolutions and Notice of Motion report be circulated to all other Local Boards, Governing Body Members for their information.

Auckland Transport Update Report for the Whau Local Board May 2020

Waka Kotahi New Zealand Transport Agency Innovating Streets for People Pilot Fund

 

Resolution number WH/2020/39

MOVED by Chairperson K Thomas, seconded by Member J Rose:  

That the Whau Local Board:

a)         note its support for all three projects put forward for the Whau Local Board area for funding via the Innovating Streets for People Pilot Fund, including the Play Streets pilot and the School Pavement Artwork initiative, but in particular for the proposal put forward by the Whau Local Board for the Whau Town Centre Connections programme

b)         note its strong support for the rationale behind this initiative and applaud Waka Kotahi the New Zealand Transport Agency for advancing it

c)         note its support for tactical urbanism and urge the relevant agencies to work together more closely to enable this approach to be applied more broadly in other local transport initiatives

d)         note the uptake of walking and cycling during the Covid-19 lockdown, along with anecdotal reports of environmental improvements and increased bird life, and reiterates its desire to keep these gains and keep the Whau’s streets safer, friendlier, more community-focused and less polluted

e)         note its general disappointment at the constrained opportunity for local board and community/stakeholder involvement in this process as a whole

f)          note its strong disappointment that the proposed Whau Local Board for the Whau Town Centre Connections programme is not supported by Auckland Transport, primarily due to lack of specificity around exact site locations. In response the local board would note that:

      i.          the level of detail given was the maximum that could be       accommodated given both the time frames and the word count set out in the       expression of interest template provided as part of this process

      ii.         the local board would welcome any future opportunity for further       discussions with Auckland Transport to develop this proposal to the       appropriate level of detail and prioritisation

      iii.        Auckland Transport’s assessment criteria were not available to local       boards which significantly disadvantaged local boards’ ability to develop       proposals accordingly

1.         g)      note that the Whau Town Centre Connections programme, in particular the part focused on connections between the Avondale Train Station and Rosebank peninsula industrial area, has very strong community support and was clearly identified as a high priority in the local board’s expression of interest.

New community lease to Portage Ceramics Trust, 8 Ambrico Place, New Lynn

 

Resolution number WH/2020/40

MOVED by Chairperson K Thomas, seconded by Deputy Chairperson S Zhu:  

That the Whau Local Board:

a)      approve public notification of Auckland Council’s intention to grant a lease to Portage Ceramics Trust for Ambrico Studio located on Ambrico Reserve;

b)      delegate to the Whau Local Board Chair to appoint a panel to consider submissions or objections received, and for the panel to make a decision;

c)      grant subject to any objections, or submissions being resolved, a new community lease to Portage Ceramics Trust for Ambrico Studio located at Ambrico Reserve, 8 Ambrico Place, New Lynn (Attachment A) on the following terms and conditions:

i)       term:  five years commencing 12 March 2020 with one five-year right of renewal

ii)      rent:  $1.00 plus GST per annum if requested

iii)     maintenance fee:  $500.00 plus GST per annum

iv)     Portage Ceramics Trust Community Outcomes Plan as approved be attached to the community lease document (Attachment B).

d)      all other terms and conditions in accordance with the Reserves Act 1977 and the Auckland Council Community Occupancy Guidelines July 2012.
