Extraordinary Business - Arts, Community and Events venue partners interim service approach

MOVED by Chairperson G Brown, seconded by Deputy Chairperson V Short:  

That the Hibiscus and Bays Local Board:

a)         consider an extraordinary item ‘Arts, Community and Events venue partners interim service approach’ at Item 18 – Consideration of Extraordinary Items of this agenda, noting:

i)          the reason the matter was not on the agenda is that the matter came to light after the close of the agenda, and 

 

ii)         the reason for urgency is to avoid the disruption of services or the closure of facilities.

Item 17.1 Arts, Community and Events venue partners interim service approach, was taken at this time with the agreement of the local board.

 

17.1

Arts, Community and Events venue partners interim service approach

 

During the current financial year, the local board has funded community partners to manage activities at arts centres/community centres/galleries/museums/theatres within the local board area. Because of the COVID-19 pandemic, the Governing Body of Auckland Council has not yet approved the Emergency Budget 2020/2021, and local board budgets for the next financial year will not be available before September 2020.

To avoid the disruption of services or the closure of facilities, it is appropriate that the local board urgently consider allocation of interim funding to the community partners from its 2020/2021 financial year budget for July, August and September. This is a significant decision that is within the decision-making delegation of the local board.

The funding will be allocated in anticipation of the availability of the local board’s budget in September 2020 when the local board approves its work programme. The allocation of the interim funding is required before the next scheduled meeting of the local board in July, to provide certainty to the community partners before the start of the new financial year to continue services to the local community.

The report had been circulated to local board members prior to the meeting. A copy has been placed on the official minutes and is available on the Auckland Council website as a minutes attachment.

 

Resolution number HB/2020/74

MOVED by Member J Fitzgerald, seconded by Member J Parfitt:   

That the Hibiscus and Bays Local Board:

a)         approve interim payments be made to:

b)         Centrestage Theatre pro rata payment of $12,983 plus Consumer Price             Index from the Asset Based Service opex budget for service delivery             from 1 July 2020

i)          Estuary Arts Centre pro rata payment of $16,715 from the Locally Driven Initiative opex budget for service delivery from 1 July 2020

ii)         Mairangi Arts Centre pro rata payment of $21,310 plus Consumer Price Index from the Asset Based Service opex budget for service delivery from 1 July 2020

iii)       The Bays Community Centre and St Annes Hall pro rata payment of $9,634 plus Consumer Price Index from the Asset Based Service opex budget for service delivery from 1 July 2020

c)         note that Estuary Arts Centre funding comes from both Locally Driven Initiative and Asset Based Service opex budgets, with the Asset Based Service budget component attracting Consumer Price Index.

Draft Hibiscus and Bays Local Board Plan 2020

 

Resolution number HB/2020/75

MOVED by Member J Parfitt, seconded by Member J Fitzgerald:  

That the Hibiscus and Bays Local Board:

a)      adopt the draft Hibiscus and Bays Local Board Plan 2020 (Attachment A of the agenda report) and the statement of proposal (Attachment B of the agenda report) for public consultation using the special consultative procedure.

b)      delegate authority to the Chairperson of the Hibiscus and Bays Local Board to approve final changes to the draft Hibiscus and Bays Local Board Plan 2020 and statement of proposal.

c)      delegate authority to the Chairperson to approve the type of engagement events to take place, the number of events and the dates of the engagement events.

d)      delegate to the following elected members and staff the power and responsibility to hear from the public through ‘spoken’ (or New Zealand sign language) interaction, at the council’s public engagement events, during the consultation period for the local board plan:

i)    local board members and chairperson

ii)   General Manager Local Board Services, Local Board Relationship Manager, Local Board Senior Advisor, Local Board Advisor, Local Board Engagement Advisor

iii)  any additional staff approved by the General Manager Local Board Services or the Group Chief Financial Officer.

e)      agree to hold an additional business meeting of the local board on 5 November 2020 to adopt the Hibiscus and Bays Local Board Plan 2020.

Auckland Transport Update Report

a)      receive the Auckland Transport Update June 2020.

Panuku and Auckland Transport integrated asset redevelopment programme

 

Resolution number HB/2020/77

MOVED by Member J Fitzgerald, seconded by Member G Holmes:  

That the Hibiscus and Bays Local Board:

a)      support the Panuku Development Auckland and Auckland Transport Park and Ride Integrated Development strategy

b)      support in principle the Silverdale Park and Ride, located at 1 Hibiscus Coast Highway, Silverdale being utilised as part of an integrated transport orientated development

c)      note that specified current and future transport operations at the Silverdale Park and Ride, located at 1 Hibiscus Coast Highway, Silverdale will remain in council ownership and continue to be maintained and controlled by Auckland Transport.

Addition to the 2019-2020 Hibiscus and Bays Local Board meeting schedule

That the Hibiscus and Bays Local Board:

a)      approve the addition of two meeting dates to the 2019-2022 Hibiscus and Bays Local Board meeting schedule to accommodate the Emergency Budget 2020/2021 timeframes as follows:

i)   Thursday 9 July 2020, 12.30pm, local board office, 2 Glen Road, Browns Bay

ii)  Thursday 23 July 2020, 12.30pm, local board office, 2 Glen Road, Browns Bay.
