·                     Acknowledge the essential workers and those in primary care throughout Māngere-Ōtāhuhu. They're working hard to COVID swab everyone with respiratory symptoms and flu jab our most vulnerable.

·         Congratulations to 2020 QB Honours recipients including Ms Barbara Ala’alatoa MNZM (services to Pacific education among other things); Mr Iosefa Punefu (Sefa) Enari MNZM for services to Pacific dance); Mrs Rhys Bean QSM (services to the community); Mrs Molima “Molly” Pihigia (services to Niuean arts and culture); Afamasaga Agnes Rasmussen QSM (Services to Education and the Pacific Community); Mrs Priscilla Dawson QSM (services to refugees, formerly of Māngere Refugee Resettlement Centre); Mr Ian Foster QSM (services to the community including foodbank support for Ōtāhuhu and formerly Chairman of Te Whare Marama o Mangere, a women’s refuge).

·         Thanks to the staff of the Ōtāhuhu Town Hall Community Centre, operating as carers for children of essential workers while OTHCC was closed due to COVID-19.

·         Thanks to OMYG Youth space operators and OBA as fundholders; their hard work through lockdown has meant the Youth Space ready to open at L1 with a new programme facilitator and a full programme of activities, many free. These include new fitness class Beast; kick boxing classes; free sewing classes; alongside existing activities such as homework club; Hula Fit; Palace Dance Studio free hip hop classes; Le Taupo Manaia practice sessions.

·         Congratulations Māngere East Family Services/Talking Rubbish for their very fruitful Regenerative Seedlings Zoom sessions during lockdown.

·         Thank you to the Mayor and Councilor’s for their ongoing support through the challenges of COVID-19.

·         Māngere Bridge Business Association for the discussions on the Māngere Bridge carpark entrance closure and the great result that was achieved.

·         Ōtāhuhu Main Street for their petition on Safe Ōtāhuhu Upgrade project.

10        Extraordinary Business

 

10.1

Extraordinary Business - Arts Community and Events venue partners interim service approach

 

During the current financial year, the local board has funded community partners to manage activities at arts centres/community centres/galleries/museums/theatres within the local board area. Because of the COVID-19 pandemic, the Governing Body of Auckland Council has not yet approved the Emergency Budget 2020/2021, and local board budgets for the next financial year will not be available before September 2020. To avoid the disruption of services or the closure of facilities, it is appropriate that the local board urgently consider allocation of interim funding to the community partners from its 2020/2021 financial year budget for July, August and September. This is a significant decision that is within the decision-making delegation of the local board. The funding will be allocated in anticipation of the availability of the local board’s budget in September 2020 when the local board approves its work programme.  The allocation of the interim funding is required before the next scheduled meeting of the local board in July, to provide certainty to the community partners before the start of the new financial year to continue services to the local community.

ii)         the reason for urgency is to avoid the disruption of services or the closure of facilities.

Auckland Transport June 2020 update to the Māngere-Ōtāhuhu Local Board

That the Māngere-Ōtāhuhu Local Board:

a)      receive the Auckland Transport June 2020 monthly update report.

b)      acknowledge the work of Auckland Transport and the Bridge BIDS and Māngere Bridge community to reflect the dissatisfaction of Māngere Bridge Businesses and Residents in the delivery of the Māngere Bridge Safety streets project.  A number of further meetings facilitated by the Local Board AT and Māngere Bridge businesses and residents have been held on site to rectify the original design. 

c)      prompt Auckland Transport to send an updated memorandum to keep the board informed of the works providing detail of the amendments to the original project, communications plan to the Māngere Bridge community and timeline for the amended Safer Streets project in Māngere Bridge.

Local Board Transport Capital Fund Decisions June 2020

That the Māngere-Ōtāhuhu Local Board:

a)      request Auckland Transport start detailed design (normally up to 10%) of the Māngere East Pedestrianisation project with budget of up-to $2 million.

b)      request further investigation and development of a firm cost estimate for supporting the Safer Schools programme in the Māngere-Ōtāhuhu Local Board Area.

c)      defer the release of $176,000 from the Local Board Transport Capital Fund for construction of an underpass that links Māngere Bridge and Favona.

d)      request that Auckland Transport develop a prioritized list of bus shelters and/or seats that the Local Board Transport Capital Fund may be used to upgrade.

a)         approve the name Tewe Lane for the new private road (common accessway) created by way of subdivision at 80 & 82 McKenzie Road, Mangere, in accordance with section 319(1)(j) of the Local Government Act 1974 (resource consent references BUN60332544, SUB60332546 and LUC60332542).

Draft Māngere-Ōtāhuhu Local Board Plan 2020

That the Māngere-Ōtāhuhu Local Board:

a)      adopt the draft Māngere-Ōtāhuhu Local Board Plan 2020 in Attachment A and the statement of proposal in Attachment B for public consultation using the special consultative procedure.

b)      delegate authority to the Chairperson and/or other nominated member(s) of the Māngere-Ōtāhuhu Local Board to approve final changes to the draft Māngere-Ōtāhuhu Local Board Plan 2020 and statement of proposal.

c)      delegate authority to the Chairperson and/or other nominated member(s) to approve the type of engagement events to take place, the number of events and the dates of the engagement events.

d)      Note: Engagement Plan for Mangere-Otahuhu: Special Consultative Procedure – draft Māngere-Ōtāhuhu Local Board Plan 2020 - Attachment C.

e)      delegate to the following elected members and staff the power and responsibility to hear from the public through ‘spoken’ (or New Zealand sign language) interaction, at the council’s public engagement events, during the consultation period for the local board plan:

i)       local board members and Chairperson

ii)      General Manager Local Board Services, Local Board Relationship Manager, Local Board Senior Advisor, Local Board Advisor, Local Board Engagement Advisor

iii)     any additional staff approved by the General Manager Local Board Services or the Group Chief Financial Officer.

f)       approve holding an extraordinary meeting of the local board on Wednesday, 4 or 11 November 2020 at 4.00pm to be held at the Māngere-Ōtāhuhu Local Board office, if required, to adopt the Māngere-Ōtāhuhu Local Board Plan 2020.

Disestablisthment of Local Governance Group - Youth Connections

That the Māngere-Ōtāhuhu Local Board:

a)      disestablish the Youth Connections Local Governance Group.

 

b)      note the remaining budget from the Local Governance Group of $103,000 will be returned to each local board as follows:

            i.          Māngere-Ōtāhuhu Local Board- $51,500

            ii.         Ōtara-Papatoetoe Local Board - $51,500

c)         confirm Option One: allocate the $51,500 to a localised Youth programme in FY2020/2021. This would require deferring the funding to FY20/21 and will effectively result in savings in FY20/21 from avoided spending of the earmarked Youth Connections funding.

a)          move Item C1 – Local board resolution responses and information report - Local Board input into the Emergency Budget 2020/2021 be moved out of the public excluded section and be considered in the public section of the meeting.

b)      note the feedback to the Finance and Performance Committee on what amount of savings the Māngere-Ōtāhuhu Local Board could achieve within its discretionary budgets, what service level reductions may be acceptable and the right balance of the four levers of savings proposed for the 2020/2021 financial year (Attachment B).
