Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
“An item that is not on the agenda for a meeting may be dealt with at that meeting if-
(a) The local authority by resolution so decides; and
(b) The presiding member explains at the meeting, at a time when it is open to the public,-
(i) The reason why the item is not on the agenda; and
(ii) The reason why the discussion of the item cannot be delayed until a subsequent meeting.”
Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
“Where an item is not on the agenda for a meeting,-

Purpose of the report
1. To update the Ngāti Whātua Ōrākei Reserves Board (reserves board) on the operational work carried by Whai Maia – Okahu Rakau.

Operational update
Whenua Maintenance & Ecology
3. Turf Maintenance: No current challenges and or changes. Turf maintenance is on schedule.
4. Ecology maintenance - Pest Weed control: Focus continues in public areas, Hapimana street, MJS, Okahu Bay and Kitemoana Street. Ongoing training continues with kaimahi regarding Pest weed identification, removal and Methodology. Five main pest weeds on our Whenua are: Moth plant, Honey suckle, Pampus, Wattle, Woolly night shade and Ginger. Our methodology to compost on site is very successful as it has reduced the regeneration of weeds and has produced some beautiful rich soil.
5. Pest Animal Control: Awesome progress with our Pest animal control. We now have a dedicated kaimahi member, Ephraim Irvine, who is implementing weekly trapping on the Whenua with the support of the Eastern Songbird coordinator. Whai Maia continue to promote and support community Eastern Songbird pest animal control methods and trapping handouts via social media and electronic panui. As mentioned in a previous report, future DOC certified pest animal training has been rescheduled for 2021 due to COVID 19.
6. Parakore: There is no substantial news to report on the Parakore Programme, however, kaimahi are collecting loose litter on a daily basis in all areas of the Whenua. There is more positive feedback from the public who appreciate the tidiness of the areas. We have seen an increase of rubbish dumped in Orakei domain, however, as reported previously, the majority of dumped rubbish is mainly on Hapimana Street and MJS encampments. It was recommended in the previous report for the removal of bins on Hapimana street.
Ongoing Parakore kaupapa:
o Citizen Science: Every quarter Okahu Rakau and Sustainable Coastlines volunteers do a Parakore Audit of Okahu Bay.
o Waste management: Daily practice of sorting of general waste within Okahu Rakau sites. Reuse, Reduce and Recycle.
o Composting methods: Green waste method of composting on site, Food waste method of worm farms.
Volunteers and visiting groups
7. There were no volunteers or visitors groups over the last three months due to Covid-19. Work is underway looking at progressing the volunteer programme now we have reached Alert Level 1.
Biodiversity
8. Bio-diversity monitoring: Ongoing monitoring of the Weta Condo's, Bees and soil on the Whenua. These are some indicators of the health of and increasing biodiversity on the whenua.
9. Bird monitoring: Ongoing monitoring of manu on the whenua.
10. Water monitoring: Team are keen to learn or be exposed to this kaupapa in the near future as all our kaitiaki mahi covers Whenua ki te Moana, Moana ki te Whenua. We are considering opportunities to upskill in this area.
Health and Safety
11. There have been zero lost time injuries since the last report. H&S awareness and reporting has improved with the adoption of the BWARE reporting software.
12. Takutai Moana have cameras on site for safety and security reasons.
13. Security and closure of Hapimana Street has had its challenges due to vandalism of temporary gate, however a new gate has been installed on 7 June 2020. Normal Operating hours have now resumed.
Kaitiaki Report
14. Current cost YTD is $30,139 for OPEX (against Full Year Budget of $77,240). The reforecast Full Year value of $50,000 will be claimed by 30 June 2020.
15. NIL CAPEX spend YTD and nothing forecast to year end (against Full Annual Budget of $50,000).
Due to Covid 19, the usual Kaitiaki service run by Okahu Rakau was suspended in March and was supplemented by 24 security patrol with the Orakei Marae as the hub.

1. To confirm the project scope and pricing for Hapimana Street WiFi and Security Project for the Ngāti Whātua Ōrākei Reserves Board.

2. CAPEX of $30,000 was forecast for a project to enable public Wifi for the Whenua Rangatira.
3. This project will enable a WiFi mesh and also Security Cameras in the vicinity of the Michael Joseph Savage Memorial.

Recommendation/s That the Ngāti Whātua Ōrākei Reserves Board: a) approve the proposal and CAPEX spend of $28,438.28 and monthly OPEX of $513.00 as detailed in the attachments.

Context
4. The WiFi will allow public benefit for internet access and will enable visitor access to information about the location and or broader Tamaki Makaurau.
5. The Wifi mesh can be modified and extended (line of site) to other areas of the Whenua Rangatira.
6. The addion of secuirity cameras will enable us to monitor the appropriate areas on the Whenua.

7. Acurix is the company that has provided the design and quotation.
8. Acurix have previous experience with Council installations and recently completed the installation of security Camera’s using a similar Wifi nextwork at the Ōrākei Marae and Whai Maia office buildings.

9. Upon approval of the recommendation, the Acurix can start work immediately and depending on availability of power connections could be complete by the end of September 2020.

Purpose of the report
1. To provide Ngāti Whātua Ōrākei Reserves Board (reserves board) an update on financial performance as at 31 May 2020.

Executive summary
2. May year to date operational expenditure is under budget by about $541k mainly due to project works and repairs and maintenance.
3. This financial year-end operational expenditure forecast is for an underspend in Opex of about $499k.
4. Capex expenditure is forecast to be about $523k below budget and remains unchanged at the time of writing this report.
5. A revised FY21 budget for the reserves board will reflect any deferral of underspend into future years to relief some of the funding pressure currently faced by Auckland Council due to COVID-19.

Financial update
6. An overview of the operational and capital expenditure for the financial year to date is included in the table below.

7. The operational expenditure continues to be behind budget and this is primarily due to the additional budget provision allocated to nursery and increased staff presence on Pourewa starting later than planned and the slight delay in progressing the management plan.
8. Good progress is being made on capital works projects including the entrance way and nursery complex development at Pourewa Creek.
10. A revised FY21 budget for the reserves board will re-prioritise the funding spend available and reflect any deferral of underspend into future years. This will mitigate some of the funding pressure currently faced by Auckland Council due to the impact of COVID-19.
