Minutes of a meeting of the Waitākere Ranges Local Board held via Skype for Business, on Thursday, 18 June 2020 at 4.05pm.

Note:   Pursuant to Resolution WTK/2020/16 of the Waitākere Ranges Local Board, the Standing Orders of the Waitākere Ranges Local Board have been updated to allow a person other than a member of the local board to participate in a meeting by means of audio link or audio-visual link if the person is otherwise approved to participate in accordance with Standing Orders Sections 6 and 7.

Chairperson G Presland opened the meeting and welcomed those present.

Members were reminded of the need to be vigilant to stand aside from decision making when a conflict arises between their role as a member and any private or other external interest they might have.

a)         confirm the ordinary minutes of its meeting, held on Thursday, 28 May 2020, including the confidential section, as true and correct.

The Board acknowledged that Gayle Marshall received the Queen’s Service Medal (QSM) for services to the community, and Lisa Woolley was appointed an Officer of the New Zealand Order of Merit (ONZM) for services to community and governance, in the Queen’s Birthday Honours 2020.

a)    approve interim payments be made to:

i)          McCahon House for $5,540 plus Consumer Price Index (CPI)

ii)         Te Uru for $164,489 plus CPI

iii)       Upstairs Art Gallery for $12,397 plus CPI

iv)       West Coast Gallery for $3,836 plus CPI

v)         Playhouse Theatre for $4,630 plus CPI

b)    note the proposed interim payments to:

i)          Glen Eden Community House for $10,280 plus CPI

ii)         Titirangi Community House for $10,070 plus CPI

iii)       Hoani Waititi Marae for $17,262 plus CPI.

Draft Waitākere Ranges Local Board Plan 2020

 

Wendy Kjestrup, Acting Relationship Manager, and Shreya Rao, Engagement Advisor, were in attendance to speak to this item.

 

Resolution number WTK/2020/50

MOVED by Chairperson G Presland, seconded by Deputy Chairperson S Toms:   

That the Waitākere Ranges Local Board:

a)      approve the draft Waitākere Ranges Local Board Plan 2020 for public consultation using the special consultative procedure as outlined in Attachment A of the agenda report, subject to deletion of “What You Told Us” boxed quotes.

b)      delegate authority to the Chairperson G Presland and Deputy Chairperson S Toms of the Waitākere Ranges Local Board to approve final changes to the draft Waitākere Ranges Local Board Plan 2020.

c)      note the Waitākere Ranges Local Board Plan Engagement Plan as outlined in Attachment B, and that further organisations and groups will also be consulted.

d)      delegate authority to Chairperson G Presland and Deputy Chairperson S Toms to approve the types of engagement events to take place, the number of events and the dates of the engagement events.

e)      delegate to the following elected members and staff the power and responsibility to hear from the public through ‘spoken’ (or New Zealand sign language) interaction, at the council’s public engagement events, during the consultation period for the local board plan:

i)          local board members and Chairperson

ii)         General Manager Local Board Services, Local Board Relationship Manager, Local Board Senior Advisor, Local Board Advisor, Local Board Engagement Advisor, Local Board Democracy Advisor

iii)       any additional staff approved by the General Manager Local Board Services or the Group Chief Financial Officer.

f)       approve to hold an extraordinary meeting of the local board, if required, at a suitable date and time during the weeks of 26 October to 13 November 2020 to adopt the Waitākere Ranges Local Board Plan 2020.

That the Waitākere Ranges Local Board:

a)         receive Chair Presland’s tabled report for June 2020.

b)        reconfirm its commitment to Auckland Council being a living wage employer for both staff and contractors that provide services to Auckland Council, and requests this resolution be conveyed to the Mayor and Councillors.
