Resolution number DT/2020/98

MOVED by Member R Jackson, seconded by Member T Deans:  

That the Devonport-Takapuna Local Board:

b)        request a copy of the Community Facilities Network Action Plan 2019

c)         note that the Takapuna Library, Takapuna Community Services Building, and Mary Thomas Centre are all service assets in the Devonport-Takapuna Local Board’s decision-making jurisdiction.

d)        stipulate that all next steps, processes, and decision-making be led by the Devonport-Takapuna Local Board with assistance as required from other parts of the Council group.

e)         recognise that the Takapuna Seniors Citizens Association have stated that they have equity in the Takapuna Community Services Building and ensure all matters pertaining to this are fully investigated and resolved prior to making any decisions regarding the future of this building.

Landowner approval - Takapuna Beach Waterbourne Event 2021

 

Michael Goudie, Sarah Jones, Vicky Jones, Brad Pivac and Mike Kelly were in attendance to address the board in support of this item.

 

 

 

 

Resolution number DT/2020/99

MOVED by Chairperson A Bennett, seconded by Deputy Chairperson G Wood:  

That the Devonport-Takapuna Local Board:

a)      grant landowner approval to Squid Group Ltd to hold the Waterbourne 2021 event on that part of Takapuna Beach Reserve shown on Attachment A from 24 February to 24 March 2021 subject to any necessary consents being secured and all conditions being adhered to before entry to the site is taken.

b)      grant landowner approval to Squid Group Ltd to hold four ticketed events on the site shown on Attachment B on the following dates as part of Waterbourne 2021;

i.              Music Night: Friday 5 March 2021

ii.            Maori Cultural Activations: Wednesday 10 March 2021

iii.           Large Music Night: Saturday 13 March 2021

iv.           Music Night: Friday 19 March 2021

That the Devonport-Takapuna Local Board:

c)         grant landowner approval to Squid Group Ltd to enable an application for a Special Liquor Licence for the period 24 February - 24 March 2021 for the area shown on Attachment A to the agenda report and, upon lodgment of a Special Liquor Licence Application, request that the Alcohol Inspectorate consider;

i.              that the licence hours extend from 12.00pm to 9pm for the duration of the period 24 February - 24 March 2021

ii.             that the licence hours extend from 12.00pm to 9.45pm for the days on which the four ticketed events will be held as outlined in resolution b) above;

iii.            that the liquor licence accommodate an increase in the site area, as shown on Attachment B to the agenda report to ensure appropriate approval and controls are in place on the four days specified for ticketed events as outlined in resolution b) above.

 

MOVED by Member R Jackson, seconded by Member T Deans:  

Member R Jackson moved an amendment to the original recommendation c) and an additional d) as follows:

c)             grant landowner approval to Squid Group Ltd to enable an application for a Special Liquor Licence for the four events listed in resolution b) above, extending from 12pm to 9.00pm on each of the four event days, noting that the 9pm finish time is in line with the current alcohol ban for this area of 9pm to 7am.

d)         stipulate that noise-generating events be completed by 10pm

The Chairperson put the substantive motion.

That the Devonport-Takapuna Local Board:

a)      receive the Auckland Transport July 2020 monthly update report and thank Marilyn Nicholls for her presentation and attendance.

Statement of proposal to amend the Alcohol Control Bylaw

 

Resolution number DT/2020/102

MOVED by Deputy Chairperson G Wood, seconded by Chairperson A Bennett:  

That the Devonport-Takapuna Local Board:

a)        support the draft statement of proposal in Attachment A of this agenda report to amend the Auckland Council Alcohol Control Bylaw 2014 for public consultation.

b)        receive the letter from the Regulatory committee to the Minister of Local Government

c)        note that temporary alcohol ban areas are being set up around four named parks in the Auckland Council area under section 147 of the Local Government Act 2002

d)        request that officers of Auckland Council give requests for liquor bans, in other parts of Auckland, similar positive support in a way that will also enable communities to see their requests for liquor bans satisfied.

Reallocation of unspent funds granted to The Operating Theatre Trust-Tim Bray Theatre Company

That the Devonport-Takapuna Local Board:

a)      approve the reallocation of the $5,000, granted to The Operating Theatre Trust-Tim Bray Theatre Company towards the venue hire of the Pumphouse Theatre for the September production of Greedy Cat (LG2002-213 resolution DT/2020/63).

Adoption of the Devonport-Takapuna Local Board Agreement 2020/2021

Resolution number DT/2020/104

MOVED by Chairperson A Bennett, seconded by Deputy Chairperson G Wood:  

That the Devonport-Takapuna Local Board:

a)      adopt a Local Board Agreement 2020/2021, tabled at the meeting, (Attachment A).

b)      adopt a local fees and charges schedule for 2020/2021, (Attachment B).

c)         delegate authority to the chair Aidan Bennett and member Ruth Jackson to make any final minor changes to the Local Board Agreement 2020/2021 provided that they do not alter the meaning or intent of the plan.

d)      note:

             i.       that Local Board Agreement 2020/2021 local activity budgets will be updated to reflect final budget decisions made by the Governing Body on 16 July 2020.

            ii.       that the resolutions of this meeting will be reported back to the Governing Body when it meets to adopt the Annual Budget 2020/2021 on 30 July 2020.
