That the Hibiscus and Bays Local Board:

a)         accept the apology from member L Willis for absence.

3          Declaration of Interest

 

Member G Holmes declared an interest in Item 11, the Local Board input into the Emergency Budget 2020/2021, as he had made submissions to the Emergency Budget however he did not consider that he had a pre-determined position and would take part in the discussion and vote on the matter.

Jill Parsons was in attendance to discuss the proposal as part of the emergency budget to either close the Silverdale or Henderson Animal shelter/dog pound.

Revised Hibiscus and Bays Grant Programme 2020/2021

a)      adopt the Hibiscus and Bays Grant Programme 2020/2021 as amended with the revised grant priorities, criteria and grant rounds.

Hibiscus and Bays Local Board input into the Emergency Budget 2020/2021

MOVED by Member J Fitzgerald, seconded by Member J Parfitt:  

That the Hibiscus and Bays Local Board:

a)         receive consultation feedback on regional proposals in the Emergency Budget 2020/2021 from people or organisations based in the Hibiscus and Bays Local Board area

b)        provide the following feedback on the proposed Emergency Budget 2020/2021:

i)          supports a 3.5% rates rise acknowledging that this may not be a popular position in these difficult economic times as the consequence of a lower rates increase would seriously impact on council services, result in reductions in service standards, be detrimental to the natural environment and adversely impact on community wellbeing

Note: Over 80% of submitters in the local board area supported an increase of 2.5% or greater

ii)         request that Auckland Council be proactive in informing the public of the current rates relief options, including the central government’s schemes, that are already available

iii)       note the high number (69%) of submitters from the Hibiscus and Bays Local Board area are in support of the suspension of the Accommodation Provider targeted rate

iv)       note the proposal to temporarily defer interest payments on loan repayment rates (for example Riverhaven Drive) is for those residents who wish to take up the option

v)         support the proposal to delay or defer for the 2020/2021 financial year only, locally-driven initiatives (LDI) capex however request that investigation and design work proceeds for final design and building consent for the Northern end of the Orewa Beach Esplanade Enhancement Project in year 2021/2022 

vi)            acknowledge the deferral of the Local Board Transport Capital Fund for one year and seek resumption of the future projects with the required budget of $20m to continue in future years to deliver these projects

vii)          in conjunction with the deferral of the Local Board Transport Capital Fund, and noting the concerns raised by submitters, the pausing or cancellation of the Community Safety Fund will be detrimental to quick local safety response projects

viii)        do not support the proposal to defer the multi-modular project known as Glenvar Road/East Coast Road Intersection and corridor improvements. With reference to the urgency covered in the business case, this work must proceed to ensure the safety and wellbeing of the community

ix)            seek further clarification on the deferral of small waste water upgrades specific to the Hibiscus and Bays Local Board area and what this means for our communities

x)              do not support the delay to planned track upgrades through the Natural Environment Targeted Rate as the tracks are heavily used and contribute to community wellbeing. Should the deferral be confirmed, urgent upgrades need to be prioritised in the following 2021/2022 financial year

xi)       support the need to maintain current assets and to meet any health and safety requirements and ensure the local board is consulted on any reduction to local board assets

xii)      do not support the closure of either Henderson or Silverdale Animal Shelters as the loss of either shelter will result in increased costs associated with the transfer of animals, risk of overcrowding and council failing to meet legal requirements which could result in negative health and safety risks/implications for example containing an outbreak of Parvovirus and Kennel Cough

Note: potential revenue options have not been considered as part of the emergency budget as an alternative to closing the animal shelters

xiii)     do not support any proposal to defer pest eradication, environmental preventative maintenance or a reduction in compliance staff in the infrastructure and environmental services budget as it will have a detrimental effect on the environment, wildlife and wellbeing

xiv)     note the importance of the Natural Environmental Heritage Grant and do not support a reduction in the grant funding

xv)      do not support the reduction in Water Protection Fund grants that impact on projects committed to meet the objectives as set out by the National Policy Statement for freshwater management (NPSFM), a statutory obligation of Auckland Council under the Resource Management Act (1991), including but not limited to the Freshwater Management Tool. This is especially important to our communities in the Hibiscus and Bays due to the Significant Ecological Area of the Weiti River, estuary and catchment, as well as the Long Bay-Okura Marine Reserve

xvi)     The Hibiscus and Bays Local Board request council to investigate the potential cost recovery for the development of the Freshwater Management Tool through future consents in this catchment

xvii)   support the continuation of inorganic waste collection as residents already pay a separate levy for this service within their rates

xviii)  do not support the deferral of the Recreation Facilities Investment Fund, as it is an important funding source for the Hibiscus and Bays area and it is a key leveraging fund for sports groups to gain additional external funding

xix)     do not support a reduction in public transport service levels where consideration of public demand and efficiency has not been fully investigated and further modelling and investigation is necessary to understand where reductions should be made

xx)      do not support charging for Park and Rides and oppose any pilot studies at Albany and Constellation bus stations for fee charging

xxi)     do not support any reductions to funding homelessness coordination that will have negative implications to the support offered to rough sleepers

xxii)   request a detailed list from Auckland Council of any properties listed for proposed transfer from council controlled organisations

c)         request a future report regarding existing Papakura stock pound and its operational costs and whether it has been considered for disposal

d)        support the need for additional spending by Watercare, but believe that the emphasis should be placed on delivering programmed infrastructure maintenance and urgent remediation, and targeted public education programmes rather than just sourcing further water from the Waikato River

e)         delegate to Chairperson G Brown and Deputy Chairperson V Short to present the local board feedback on the Emergency Budget to the Governing Body and that local board members be invited to support the presentation.
