The Chairperson welcomed everyone in attendance and opened the meeting.

Member J Fitzgerald asked for a minutes silence to honor the passing of Police Officer Matthew Hunt of Orewa which was upheld with the agreement of the meeting.

MOVED by Chairperson G Brown, seconded by Member J Fitzgerald:  

That the Hibiscus and Bays Local Board:

a)         confirm the ordinary minutes of its meeting held on Thursday 18 June 2020 as a true and correct record subject to the following amendment:

i)          Item 17.1 - Arts, Community and Events venue partners interim service approach, Resolution number HB/2020/86 b) i)

from:

Estuary Arts Centre pro rata payment of $16,715 from the Locally Driven Initiative Opex Budget for service delivery from 1 July 2020

to:

Estuary Arts Centre pro rata payment of $16,715 made up of $12,500 from the Locally Driven Initiative Opex Budget, and $4,215 plus Consumer Price Index from Asset Based Services Budget for service delivery from 1 July 2020

b)        confirm the extraordinary minutes of its meeting held on Thursday 9 July 2020 as a true and correct record.

a)       acknowledge and congratulate the volunteers, park rangers and staff involved in helping Centennial Park, Campbells Bay win the Healthy Park of the year award, 2020 at the Recreation Aotearoa awards.

New community lease to Browns Bay Racquets Club Incorporated situated at 4 Woodlands Crescent, Browns Bay.

 

Resolution number HB/2020/89

MOVED by Member J Parfitt, seconded by Member G Holmes:  

That the Hibiscus and Bays Local Board:

a)      grant a new community lease to Browns Bay Racquets Club Incorporated for the premises 4 Woodlands Crescent, Browns Bay, comprising approximately 5,515m2, described as Part Lot 4 DP 39141, Part Lot 15 DP 40933 and Part Lot 19 Block 5DP 10801 (outlined in red on Attachment A to the agenda report), under the following terms and conditions:

i)       term – 10 years commencing on 1 April 2020 with one right of renewal for a further term of 10 years

ii)      final expiry – 31 March 2040

iii)     rent - $1.00 plus GST per annum if demanded

b)      agree that all other terms and conditions to be in line with the Reserves Act 1977 and Auckland Council’s Community Occupancy Guidelines 2012 (under review), including a community outcomes plan or similar framework to measure community benefit and club sustainability.

Auckland Transport Update to the Hibiscus and Bays Local Board July 2020

 

Resolution number HB/2020/90

MOVED by Member J Parfitt, seconded by Member J Fitzgerald:  

That the Hibiscus and Bays Local Board:

a)        receive the Auckland Transport Update July 2020

b)        request that Auckland Transport and Auckland Council once they have receipt of the approved Shovel Ready projects, review their decision to defer the Glenvar and East Coast roads improvement project, so that this can be delivered with urgency that is required in the 2020/2021 financial year.

Statement of proposal to amend the Alcohol Control Bylaw

 

Resolution number HB/2020/91

MOVED by Member J Fitzgerald, seconded by Member A Poppelbaum:  

That the Hibiscus and Bays Local Board:

a)      support, in principal, the draft statement of proposal for the Auckland Council Alcohol Control Bylaw 2014 with the following amendments:

i)          request that the Bylaws Team give further consideration to the use of plain English in the proposed Auckland Council Alcohol Control Bylaw before any public consultation

ii)         request that a plain English summary of the proposed Auckland Council Alcohol Control Bylaw is provided as an introduction to the Bylaw online

iii)       request that consideration is given to how the proposed Auckland Council Alcohol Control Bylaw information will be communicated to the public

b)      request the inclusion of temporary liquor bans for beach foreshore and adjoining public reserves across Auckland for the annual gathering on the first Saturday of December for those who congregate for the purpose of consuming liquor under the banner of Crate Day

c)         request that provision be made for communities to be able to seek permanent liquor bans and that the process be more user-friendly and streamlined.
