Standing Order 7.7 provides for deputations. Those applying for deputations are required to give seven working days notice of subject matter and applications are approved by the Chairperson of the Manurewa Local Board. This means that details relating to deputations can be included in the published agenda. Total speaking time per deputation is ten minutes or as resolved by the meeting.

A period of time (approximately 30 minutes) is set aside for members of the public to address the meeting on matters within its delegated authority. A maximum of 3 minutes per item is allowed, following which there may be questions from members.

Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

(i) The reason why the item is not on the agenda; and
(ii) The reason why the discussion of the item cannot be delayed until a subsequent meeting.”

(a) That item may be discussed at that meeting if-
(i) That item is a minor matter relating to the general business of the local authority; and

Wiri Stream Reserve Playground

Purpose of the report
1. To approve the design and development of the Wiri Stream Reserve playground on Wiri Stream Reserve between 52 and 54 Trevor Hosken Drive, Wiri.
2. To allocate up to $20,000 from Manurewa Local Boards Locally Driven Initiative Budget for the installation of an accessible drinking fountain located by the playground.

Executive summary
3. The renewal and enhancement of Wiri Reserve Playground in Manukau/Wiri is a project delivered through the Transform Manukau regeneration programme by Panuku Development Auckland (Panuku).
4. The concept design, provided in Attachment A, builds on the Transform Manukau Framework Plan (Panuku, 2017). It seeks to enhance connectivity between Manukau City Centre and the Wiri residential neighbourhood, and encourage pedestrian and cycle movement between the new playground and the Manukau Square.
5. Panuku undertook a comprehensive engagement process to hear the views and preferences of stakeholders to progress the design. This included working with the Manurewa Local Board, the council group, Wiri Central School, Manukau Samoan Methodist Church and mana whenua.
6. The concept design summary provided as Attachment A represents the outcomes of this engagement process. The proposed design to be progressed to final developed and detailed design utilises Māra Hūpara (traditional Maori play) alongside standard play equipment. This was developed by a Māra Hūpara specialist and has been supported in mana whenua engagement hui.
7. The playground project allows for play provision to cater for the existing Wiri community and the new Kotuitui Place development currently under construction.
8. The playground will progress to detailed design and delivery during Financial Year 2021 and be located between 52 and 54 Trevor Hosken Drive, Wiri.
9. The local board requested provision of a drinking fountain to provide healthy outcomes for the community. A $20,000 amount has been requested from Manurewa Locally Driven Initiative Financial Year 2021 Budget for the installation of an accessible drinking fountain located by the playground.
10. On completion, the upgraded asset will be vested to Community Facilities as asset owner
Recommendation/s That the Manurewa Local Board: a) approve the finalised concept design of the neighbourhood park playground on Wiri Stream Reserve between 52 and 54 Trevor Hosken Drive provided as Attachment A to be funded through the Transform Manukau programme and delivered by Panuku and maintained by the Community Facilities department b) allocate up to $20,000 from Manurewa Local Board’s Locally Driven Initiatives Financial Year 2021 budget for the installation of an accessible drinking fountain located by the playground. |

Context
11. The Transform Manukau High Level Project Plan (2016) and Manukau Framework Plan (2017) identifies the importance of this playground in providing amenity for the new Kotuitui development and its role of activating the connection between Wiri and Manukau City Centre. The playground project is being implemented and co-timed with the Barrowcliffe Bridge enhancement project near the Kotuitui Place residential development. This will increase access alongside the design of a new replacement pedestrian/cycle bridge near Wiri pond. All these initiatives are led by Panuku.
12. The playground project allows for play provision to cater for the existing Wiri community and the new Kotuitui Place development once completed.
13. Technical design aspects, including safety and accessibility have been workshopped with Parks Sport and Recreation and Community Facilities and will be again during the detailed design phase.
14. The stakeholder engagement process provided Panuku with valuable insights and information that was incorporated into the concept design.
15. On completion, the upgraded asset will be vested to Community Facilities as asset owner.

Analysis and advice
16. The existing playground is located on flood prone land on the east of Wiri Stream. This project relocates the playground to higher ground on the west of the stream. The new location is out of the flood plain and provides greater access and parking.
17. The new playground utilises Māra Hūpara (traditional Maori play) alongside standard play equipment. This was developed by a Māra Hūpara specialist and has been supported in mana whenua engagement hui.
18. There is a shade covered seating/stage area in the design to allow informal community and school use for gatherings.
19. Paved connections to existing footpaths are included in the project.

20. Permeable paving will be used on paths to reduce the stormwater runoff.
21. Planting is included in the project for both amenity and carbon reduction.

25. Mana whenua will continue to be involved through further workshops during developed and detailed design phases.
26. Panuku undertook workshops with mana whenua throughout the concept design process through the Panuku Project Working Group.
27. Mana whenua have provided feedback on design concepts and principles as the concept design progressed. This includes enhancing the Puhinui, integrating cultural drivers of linking and connections. Feedback received has been considered and incorporated in the design.
28. Mana whenua support the generalised use of Māra Hūpara in the playground.

Financial implications
29. The playground is a renewal of an existing Community Facilities asset and operational cost will be continued to the new asset in agreement with Community Facilities.
30. A construction cost estimate has been provided for the concept design and a cost review is underway. The project is funded by Panuku through the Transform Manukau programme.
31. Funding for the construction of the Wiri Stream Reserve playground has been confirmed at the time of writing this report through Panuku and Council’s Finance teams, including in the proposed Emergency Budget 2020/2021 and within the Panuku Transform Manukau programme public good investment budget for 2020/2021.

Risks and mitigations
32. There is a risk that the 2020/2021 budget may not be sufficient for all the paving, play and staged seating area assets. The project team will work with the wider council group and mana whenua in sourcing appropriate Māra Hūpara items.

33. Developed design is underway and due for completion in August 2020.
34. Physical works are targeted to commence from January 2021 subject to contractor procurement and onsite mobilisation.
35. Practical completion is targeted to be achieved during winter of 2021.
