Minutes of a meeting of the Waitākere Ranges Local Board held in the Waitākere Ranges Local Board Office, 39 Glenmall Place, Glen Eden on Thursday, 23 July 2020 at 4.03pm.

Note:   Pursuant to Resolution WTK/2020/16 of the Waitākere Ranges Local Board, the Standing Orders of the Waitākere Ranges Local Board have been updated to allow a person other than a member of the local board to participate in a meeting by means of audio link or audio-visual link if the person is otherwise approved to participate in accordance with Standing Orders Sections 6 and 7.

Chair G Presland opened the meeting and welcomed those present.

Members were reminded of the need to be vigilant to stand aside from decision making when a conflict arises between their role as a member and any private or other external interest they might have.

a)         confirm the ordinary minutes of its meeting, held on Thursday, 18 June 2020 and the extraordinary minutes of its meeting, held on Thursday, 9 July 2020, as a true and correct record.

6          Acknowledgements

 

The Board acknowledged the passing of Ross Dallow MNZM, QPM, NZSSM (Erebus), who served as District Commander in West Auckland, with a career spanning 35 years.  Ross was previously a Councillor for Waitākere City Council and Local Board Member for Henderson-Massey Local Board.

Auckland Transport Update - July 2020

That the Waitākere Ranges Local Board:

a)         receive Auckland Transport’s July 2020 update report.

b)        request Auckland Transport to investigate the request from Tim Robinson concerning a possible pedestrian safety crossing on Glendale Road, presented in Deputation 8.1 at this meeting.

Notice of Motion: Member K Turner - Open Workshops

 

In accordance with Standing Order 2.5.1, a Notice of Motion was received from Member K Turner, seconded by Member M Clayton, for consideration under item 12.

A copy of the Notice of Motion has been placed on the official minutes and is available on the Auckland Council website as a minutes attachment.

 

MOVED by Member K Turner, seconded by Member M Clayton: 

That the Waitākere Ranges Local Board:

a)      will hold all local board workshops and briefings open to the public as of Monday, 31 August 2020.

b)      note that individual workshop and briefing agenda items may be closed to the public at the request of the Chair where:

i)        the issue would most likely be discussed in a Confidential part of the business meeting, or

ii)       the Chair has received and accepted advice from relevant Council staff that holding the briefing in a Closed session may be in the best interests of the local board and community at that point in time.

c)      request information about upcoming workshops/briefings are publicised on the Auckland Council website and usual social media channels.

d)      request that in the event the Waitākere Ranges Local Board resolves to receive and support this Notice of Motion, it then be circulated by Council staff to all Auckland Council Local Boards and submitted to the Auckland Council Governing Body.

 

Pursuant to Standing Order 2.5.6 Alteration of Notice of Motion, Member K Turner agreed that the motion may be altered.

 

Resolution number WTK/2020/72

MOVED by Member K Turner, seconded by Member M Clayton, an amendment to the original motion:

That the Waitākere Ranges Local Board:

a)         adopt as a principle that the Waitākere Ranges Local Board workshops be open to public observation unless there are valid reasons for them not to be

b)        request that staff proactively release all material presented at workshops unless there are valid reasons not to do so

c)         request that workshop agendas be released publicly at least two working days prior to the workshop

d)        request all workshop agendas clearly indicate items where the public can be present to observe during presentations and items where for valid reasons confidentiality is required. Valid reasons can include the early formulation of policy proposals and the definition of issues and options. Requests for public to be excluded from an agenda item must be approved by the workshop Chair.

e)         request the operation of workshops be reviewed no later than December 2020.

f)          that staff be asked to urgently advance the live broadcasting of meetings.

Adoption of the Waitākere Ranges Local Board Agreement 2020/2021

 

A copy of the tabled Local Board Agreement and the local fees and charges schedule for 2020/2021 have been placed on the official minutes and is available on the Auckland Council website as a minutes attachment.

 

Resolution number WTK/2020/73

MOVED by Chairperson G Presland, seconded by Deputy Chairperson S Toms:  

That the Waitākere Ranges Local Board:

a)         adopt the Local Board Agreement 2020/2021 tabled at the meeting, subject to the local environmental management target being altered to 90%.

 

‘We manage Auckland's natural environment

The proportion of local programmes that deliver intended environmental actions and/or outcomes                                                                                             90%’

b)      adopt the local fees and charges schedule for 2020/2021 attached to this report.

c)      delegate authority to the Chair to make any final minor changes to the Local Board Agreement 2020/2021.

d)      Note that:

i)       Local Board Agreement 2020/2021 local activity budgets will be updated to reflect final budget decisions made by the Governing Body on 16 July 2020.

ii)      resolutions of this meeting will be reported to the Governing Body when it meets to adopt the Annual Budget 2020/2021 on 30 July 2020.

Waitākere Ranges Social and Historic Events 2020/2021

That the Waitākere Ranges Local Board:

a)      approve in principle the allocation of $20,000 for the social and historic heritage events being held in 2020/2021, which includes delivery of the Brass Band Concert and the West Auckland Heritage Conference.

Statement of proposal to amend the Alcohol Control Bylaw

a)      support the draft statement of proposal in Attachment A of this report to amend the Auckland Council Alcohol Control Bylaw 2014 for public consultation.

New road name in the Campbell Developments Trustee Co Limited subdivision for 40 O’Neills Road, Swanson.

That the Waitākere Ranges Local Board:

a)         approve the name ‘Palmate Lane’ for the Commonly Owned Access Lot constructed within the subdivision being undertaken by Campbell Developments Trustee Co Limited at 40 O’Neills Road, Swanson in accordance with section 319(1)(j) of the Local Government Act 1974.

b)        request Auckland Council staff to advise developers undertaking road naming of the Swanson Heritage Guidelines.
