Approval for Private Road Name for Subdivision at 35 - 37 Norman Road, Belmont

That the Devonport-Takapuna Local Board:

a)      approve the preferred road name ‘Matau Way’ for the private road constructed within the residential development and subdivision being undertaken by Juan (Mary) Chen, (the Applicant), at 35 - 37 Norman Road, Belmont in accordance with section 319(1)(j) of the Local Government Act 1974.

Approval of the Devonport-Takapuna Local Board External Partnerships work programme 2020/2021

That the Devonport-Takapuna Local Board:

a)          approve the External Partnerships work programme 2020/2021 (Attachment A to the agenda report), subject to the following amendment:

i)           recommend an additional $5,000 Locally Driven initiative (LDI) operational funding to the Milford Business Association (ID 1969) to fund the 2020 Christmas By the Lake event.

b)         note the additional funding to the Milford Business Association (ID 1969) will be from the Community grants budget.

Approval of the Devonport-Takapuna Local Board Community Facilities work programme 2020-2023

 

Resolution number DT/2020/116

MOVED by Chairperson A Bennett, seconded by Member T van Tonder:  

That the Devonport-Takapuna Local Board:

a)      approve the Community Facilities work programme 2020/2021 and associated budget. (Attachment A – Build, Maintain, Renew and Attachment B – Community Leases to the agenda report).

b)      approve in principle the Community Facilities work programme 2021/2022 and 2022/2023. (Attachment A – Build, Maintain, Renew and Attachment B – Community Leases to the agenda report).

c)      approve the Risk Adjusted Programme (RAP) projects identified in the work programme (Attachment A to the agenda report) as projects that will commence and may be delivered in advance of the expected delivery year, if required to meet expected financial expenditure for the 2020/2021 financial year.

d)      note that approval of budget allocation in the 2020/2021 year for multi-year projects implies the local board’s support for the projects in their entirety.

e)      note that the inclusion in the work programme of projects that are funded from the Coastal Renewals, Slips Prevention, Local Parks and Sports Field Development and Natural Environment Targeted Rate budgets are subject to approval of the identified budget allocation by the relevant Governing Body committees.

f)       supports the following Coastal Renewals, Slips Prevention and Local Parks and Sports Field Development projects:

i)           Becroft Park – renew sports fields two and three (ID 5);

ii)         Devonport Yacht Club – King Edward Parade wharf remediation (ID 13);

iii)        Lake Pupuke – renew and develop south walkways and foreshore structure (ID 29);

iv)        Lake Pupuke – renew northern parks foreshore structures (ID 30);

v)         Narrowneck Beach – renew seawalls and paths (ID 37);

vi)        Queens Parade boat ramp – initial investigations for renewal (ID 44); and

vii)      Wairau Estuary Reserve (Milford Marina) – repair timber seawall (ID 54).

g)      note that budget allocations for all projects in the Community Facilities work programme are best current estimates, and amendments may be required to the work programme to accommodate final costs as the year progresses.

Member R Jackson moved an amendment by replacement to the original recommendation a) as follows:

That the Devonport-Takapuna Local Board:

a)            approve its environment work programme 2020/2021 (Attachment A to the agenda report), including associated budgets as summarised below, subject to the following amendments:

i.          deletion of project ID# 860 ‘Bike Hub Feasibility Study’ ($10,000); and

ii.        deletion of project ID# 862 ‘EcoNeighbourhoods’ ($30,000).

 

b)           note that the $40,000 in locally driven initiatives (LDI) operational budget retained through the deletion of the two projects highlighted in resolution a)(i) and a)(ii) above will be reallocated as part of the 2020/2021 community services work programme, which will be considered under item 16 on this agenda.

That the Devonport-Takapuna Local Board:

a)      approve the community services work programme 2020/2021 and associated budget (Attachment A to the agenda report).

b)      note that activities with locally driven initiatives (LDI) operational budget carried forward from 2019/2020 are included in the work programme (Attachment A to the agenda report).

c)      note that the updated Community grants budget will be $242,550 if additional funding to the Milford Business Association is supported.

Member R Jackson moved an amendment by replacement to the original recommendation a) as follows:

That the Devonport-Takapuna Local Board:

a)           approve the community services work programme 2020/2021 and associated budgets (Attachment A to the agenda report), subject to the following amendments:

i.          deletion of Arts, Community and Events (ACE) project ID# 584 ‘Movies in Parks Devonport-Takapuna’ ($15,000);

ii.        increase in the proposed budget for Arts, Community and Events (ACE) project ID# 2282 ‘Community Resilience Plan(s) Development’ from $4,000 to $30,000, subject to the following:

A.     the funding for the Community Resilience Plans, development and coordination project, is granted to and administered by Auckland North Community and Development Inc (ANCAD);

B.     the funding is used to champion the development of the comprehensive Community Resilience Plan across the Devonport-Takapuna Local Board area to implement the 4 Rs Framework as required at page 98 of the Auckland Council Community Resilience Plan;

C.     develop guidance for the local community by producing a comprehensive framework across the 4Rs in the Devonport- Takapuna Local Board area;

D.     ensure that the Devonport-Takapuna Local Board champions resilience and is competent to deliver their civil deference and emergency management responsibilities; and

E.      ANCAD will report to the local board on a quarterly basis on the progress of the work to develop this plan and report fully at the completion of the 2020/2021 financial year.

iii.            increase the proposed budget for Libraries project ID# 1310 ‘Additional hours to network standard (LDI) – Devonport-Takapuna’ from $44,500 to $71,500 to enable continuation of the current configuration and allocation of opening hours for both Devonport and Takapuna libraries, which have been in place since local board decision-making in response to the last Long-term Plan (LTP) .

 

b)           request that Libraries staff continue to monitor and track use and public access to both Devonport and Takapuna libraries for the duration of the 2020/2021 financial year, which will enable the board to draw upon that information and advice to inform decision-making as part of the 2021/2022 work programme process.

c)           note that any locally driven initiative (LDI) funding required to fully fund project ID# 2282 ‘Community Resilience Plan(s) Development’ and project ID# 1310 ‘Additional hours to network standard LDI – Devonport-Takapuna’ should be taken from budgets retained through deletion of the following projects :

i.          deletion of project ID# 860 (‘Bike Hub Feasibility Study’) and project ID# 862 (‘EcoNeighbourhoods’), totaling $40,000, as resolved as part of decision-making on the local board’s 2020/2021 environmental work programme which was considered under item 15 on this agenda; and

ii.        deletion of project ID# 584 (‘Movies in Parks Devonport-Takapuna’), totaling $15,000, from the proposed Arts, Community and Events (ACE) work programme as resolved under resolution a)(i) above.
