Review of expressions of interest and public notification of the intent to grant a new community lease to Sport Waitakere Trust, 545 Don Buck Road, Massey

Member I Papau declared a non-financial interest in Niutao Community Trust and took no part in discussion or voting on this matter.

 

Member M Grey declared a financial interest in Sport Waitakere and took no part in discussion or voting on this matter.

 

Resolution number HM/2020/110

MOVED by Chairperson C Carter, seconded by Member B Loader:   

That the Henderson-Massey Local Board:

a)      publicly notify the local boards intention to consider granting a new community lease to Sport Waitakere Trust. 

b)      delegate to the Henderson-Massey Local Board Chair to appoint a panel to hear and consider any submissions or objections received following the public notification process and to make recommendations to the Henderson-Massey Local Board for any further decisions, if required.

c)      subject to any submissions or objections being satisfied, approve a new community lease to Sport Waitakere Trust for the council-owned site being 939m² (more or less), located on the parcel legally described as Lot 1 Deposited Plan 174335, 545 Don Buck Road, Massey (Attachment A), on the following terms and conditions:

i)       term –two years with one two year right of renewal

ii)      rent - $1.00 plus GST per annum if demanded

iii)     maintenance fee - $1,000 plus GST per annum

iv)     provision of a community outcomes plan as approved by Henderson-Massey Local Board members and attached to the lease document.

d)      note that all other terms and conditions of the proposed new community lease be in accordance with the Auckland Council Community Occupancy Guidelines 2012 and Local Government Act 2002.

New community lease to The Edmonton Community Kindergarten Incorporated, Lloyd Morgan Lions Club Park, 247 Edmonton Road, Te Atatu South

That the Henderson-Massey Local Board:

a)      approve a new community lease to The Edmonton Community Kindergarten Incorporated for 900 m2 (more or less) on part of Lloyd Morgan Lions Club Park, 247 Edmonton Road, Te Atatu South, described as Lot 38 DP 37137 – 1.1938 ha – Part NA203/7 (Cancelled), (Attachment A), on the following terms and conditions: -

i)       term: five years commencing 1 September 2020 with one five year right of renewal

ii)      rent: $1.00 plus GST per annum if requested

iii)     maintenance fee: $500 plus GST per annum

iv)     the Edmonton Community Kindergarten Incorporated Community Outcomes Plan as approved be attached to the community lease document (Attachment B).

v)      all other terms and conditions in accordance with the Auckland Council Community Occupancy Guidelines 2012 and the Reserves Act 1977.

Approval of the Henderson-Massey Local Board Community Facilities work programme 2020 - 2023

MOVED by Chairperson C Carter, seconded by Member B Brady:  

That the Henderson-Massey Local Board:

a)      approve the Community Facilities work programme 2020/2021 and associated budget (Attachment A – Build, Maintain, Renew and Attachment B – Community Leases to the agenda report) with the following amendment:

             i)        include the regionally funded project (ID 27996) West Wave Aquatic Centre – phase out boilers 1 & 2 with heat pump FY19/20 – FY20/21, with $30,399 spent in 2019/2020 financial year, planned spend of $588,043 in 2020/2021 financial year and $12,472 in 2021/2022 financial year, with total project funding of $630,914.  The project funding source is a mix of the Revolving Sustainability (2019/2020 financial year) and Emergency Budget Foundation Climate Change Actions (2019/2020-2021/2022 financial years) funding.

b)      approve in principle the Community Facilities work programme 2021/2022 and 2022/2023. (Attachment A – Build, Maintain, Renew and Attachment B – Community Leases to the agenda report).

c)      approve the Risk Adjusted Programme (RAP) projects identified in the work programme (Attachment A to the agenda report) as projects that will commence and may be delivered in advance of the expected delivery year, if required to meet expected financial expenditure for the 2020/2021 financial year.

d)      note that approval of budget allocation in the 2020/2021 year for multi-year projects implies the local board’s support for the projects in their entirety.

e)      note that the inclusion in the work programme of projects that are funded from the Coastal Renewals, Slips Prevention, Local Parks and Sports Field Development and Natural Environment Targeted Rate budgets are subject to approval of the identified budget allocation by the relevant Governing Body committees.

f)       support the following projects being funded from the regional funding for Coastal Renewals, Slips Prevention and Local Parks and Sports Field Development (Growth) budgets:

·        Line item 8 – ID 20067: Falls Park – install carpark retaining wall

·        Line item 24 – ID 15670: Henderson-Massey – renew coastal structures

·        Line item 58 – ID 20585: Moire Park - upgrade play space and park furniture

·        Line item 66 – ID 26680: Taipari Strand: new coastal assets.

g)        request that consideration be given to restart the following project in 2021/2022 financial year which has been deferred to 2023/2024 financial year:

·         ID 23487: Te Atatu Peninsula Park – upgrade sports lighting and sports field

h)      note that budget allocations for all projects in the Community Facilities work programme are best current estimates, and amendments may be required to the work programme to accommodate final costs as the year progresses.

vii)    War on Weeds - $8,500

c)      note that $50,000 has been allocated towards the ongoing Harbourview-Orangihina Ecological Restoration Plan project through the Harbourview-Orangihina Park targeted rate reserve, for the 2020/2021 financial year.

d)      note the allocation of $46,500 asset-based services operational budget towards the septic tank pumpout programme in the 2020/2021 financial year.

e)      note that $14,000 of locally driven initiatives budget has been carried forward for the 2019/2020 low carbon plan project, for completion as part of the attached work programme in 2020/2021.
