Deputy Chair Togiatolu Walter Togiamua led the meeting in prayer.
I would like to note, that I, Chair Lemauga Lydia Sosene of the Māngere-Ōtāhuhu Local Board am standing for central government elections 2020 for the Labour Party.
I am maintaining a separation in my role as Chair of the Māngere-Ōtāhuhu Local Board and managing any conflicts that arise at this time when I am a candidate on the list for the upcoming elections.
I would also like to note, that I Anae Dr Neru Leavasa member of the Māngere-Ōtāhuhu Local Board, am standing for central government elections 2020 for the Labour Party.
I am also maintaining a separation in my local board role and managing any conflicts that arise at this time when I am a candidate for both the list and Takanini electorate for the upcoming elections.

Resolution number MO/2020/97 MOVED by Chairperson L Sosene, seconded by Deputy Chairperson W Togiamua: That the Māngere-Ōtāhuhu Local Board: a) confirm the ordinary minutes of its meeting, held on Wednesday, 17 June 2020, the extraordinary minutes of its meeting, held on Wednesday, 8 July 2020 and the extraordinary minutes of its meeting, held on Wednesday, 22 July 2020, as a true and correct.

There were no leaves of absence.
· The Student Volunteer Army for their grocery delivery service in New Zealand. Their friendly volunteers can shop for you and deliver your groceries to your door with a small fee of $6.
· Thank you to the Prime Minister, Dr Bloomfield, Ministry of Health staff, essential staff, Mayor, Councillors and everyone involved in the COVID 19 Level 3 lockdown.
· Once again, huge thanks to our business associations, police, council staff and all the community groups that have stepped up to support our community in the new L3 lockdown, August 2020.
· Huge thanks to the medical professionals and volunteers who are working on the COVID-19 front lines and in particular, those responsible for the Māngere TC, pop-up CTC.
· Thank you to Graeme Bakker from the Manukau Beautification Charitable Trust for his hard work in the community over the years.
· McCauley High School organized a student march to highlight the fighting in and outside of schools. This was attended by other high schools, Police and Board Members.
· Congratulations and thanks to Manukau City Football Club for their Wednesday Night, gold-coin, community dinners.
· Congratulations to Irene Tufuga, on her 30 years’ service to Auckland Libraries, including launching the Samoan Language Week Secondary School’s Debate (and many thanks for her extensive community service outside her paid work).
· Our sincere condolences to Chair Tapuai Lotu Fuli for the passing of her father Tapuai Fuli a few weeks ago.
· Sir Toke Talagi Premier of Niue passed away recently.
· Passing of Aisea Kaifa who was a prominent figure in the Māngere area.

Resolution number MO/2020/104 MOVED by Chairperson L Sosene, seconded by Member A Neru Leavasa: That the Māngere-Ōtāhuhu Local Board: a) approve the release of the funding of $300,000 for 2020/2021 to the Mangere Mountain Education Trust in two tranches (August 2020 and January 2021) based on the proposed performance measures and reporting schedule b) note the report from the General Manager of the Mangere Mountain Education Trust about the trust’s activities in 2019/2020 including the impact of COVID-19.

Surrender of lease and grant a new community lease to Papatuanuku Kokiri Marae at 141R Robertson Road, Māngere East |

Resolution number MO/2020/105 MOVED by Chairperson L Sosene, seconded by Member N Bakulich: That the Māngere-Ōtāhuhu Local Board: a) approve the surrender of the existing community lease dated 14 March 1986 to Papatuanuku Kokiri Marae at 141R Robertson Road, Māngere East (outlined in black on Attachment A).
b) grant, under Section 61(2A)(a) of the Reserves Act 1977, a new community lease to Papatuanuku Kokiri Marae for the group-owned buildings and improvements comprising 13488 square metres (more or less) located at 141R Robertson Road, Māngere East (outlined in red on Attachment B) on the land described as Part Lot 1 and Part Lot 2 Deposited Plan 41206 subject to the following terms: i. term - 10 years commencing 19 August 2020, with two (2) 10 year right of renewals commencing 19 August 2030 and 19 August 2040, effecting final expiry 18 August 2050 ii. rent - $1.00 plus GST per annum if demanded iii. all other terms and conditions to be in accordance with Auckland Council’s Community Occupancy Guidelines 2012 and the Reserves Act 1977. c) approve the Papatuanuku Kokiri Marae’s Community Outcomes Plan for inclusion as the Third Schedule of the lease agreement which is attached to this report as Attachment C.

Approval of the Māngere-Ōtāhuhu Local Board Community Facilities work programme 2020 - 2023 |

Resolution number MO/2020/106 MOVED by Chairperson L Sosene, seconded by Member N Bakulich: That the Māngere-Ōtāhuhu Local Board: a) approve the Community Facilities work programme 2020/2021 and associated budget (Attachment A – Build, Maintain, Renew and Attachment B – Community Leases to the agenda report) with the following amendment: · include the regionally funded project ID 27240 Moana Nui a Kiwa Pool & Leisure Centre – phase out boilers with heat pump FY20/21, with total project funding of $350,700 sourced from the Emergency Budget Foundation Climate Change Actions funding. b) approve in principle the Community Facilities work programme 2021/2022 and 2022/2023. (Attachment A – Build, Maintain, Renew and Attachment B – Community Leases to the agenda report). c) approve the Risk Adjusted Programme (RAP) projects identified in the work programme (Attachment A to the agenda report) as projects that will commence and may be delivered in advance of the expected delivery year, if required to meet expected financial expenditure for the 2020/2021 financial year. d) note that approval of budget allocation in the 2020/2021 year for multi-year projects implies the local board’s support for the projects in their entirety. e) note that the inclusion in the work programme of projects that are funded from the Coastal Renewals, Slips Prevention, Local Parks and Sports Field Development and Natural Environment Targeted Rate budgets are subject to approval of the identified budget allocation by the relevant Governing Body committees. f) provide the following feedback for consideration by the relevant Governing Body committees in relation to the projects funded from the Coastal Renewals, Slips Prevention and Local Parks and Sports Field Development budgets: · That the board reiterates its strong concern that the condition of play grounds and sportsfields in the southern areas have so far had less investment. The board supported a deferred approach to investment at the time of the Emergency Budget. We ask the Governing Body and its committees to ensure principles of equity are applied in setting priorities for the upcoming Long-term Plan.
g) note that budget allocations for all projects in the Community Facilities work programme are best current estimates, and amendments may be required to the work programme to accommodate final costs as the year progresses.

Resolution number MO/2020/109 MOVED by Chairperson L Sosene, seconded by Member M Kolo: That the Māngere-Ōtāhuhu Local Board: a) approve the community services work programme 2020/2021 and associated budget (Attachment A to the agenda report). b) note that activities with locally driven initiatives (LDI) operational budget carried forward from 2019/2020 are included in the work programme (Attachment A to the agenda report). c) approve the reduction of work line #782 budget of $60,000 to $30,000 - the remaining balance is to support free events to attend and celebrate Maori and Pasifika cultures and to activate the courtyard at Māngere Arts Centre - Ngā Tohu o Uenuku (updated in Attachment A to the minutes).
d) approve the balance from work line #782 to increase the budget of work line #758, to support the Arts Broker Programme and deliver pop-up events and activations across the local area (updated in Attachment A to the minutes).
