Members are reminded of the need to be vigilant to stand aside from decision making when a conflict arises between their role as a member and any private or other external interest they might have.
The Auckland Council Code of Conduct for Elected Members (the code) requires elected members to fully acquaint themselves with, and strictly adhere to, the provisions of Auckland Council’s Conflicts of Interest Policy. The policy covers two classes of conflict of interest:
i) a financial conflict of interest, which is one where a decision or act of the local board could reasonably give rise to an expectation of financial gain or loss to an elected member
ii) a non-financial conflict interest, which does not have a direct personal financial component. It may arise, for example, from a personal relationship, or involvement with a non-profit organisation, or from conduct that indicates prejudice or predetermination.
The Office of the Auditor General has produced guidelines to help elected members understand the requirements of the Local Authority (Member’s Interest) Act 1968. The guidelines discuss both types of conflicts in more detail, and provide elected members with practical examples and advice around when they may (or may not) have a conflict of interest.
Copies of both the Auckland Council Code of Conduct for Elected Members and the Office of the Auditor General guidelines are available for inspection by members upon request.

Gavin Gunston, Organisational Leader and Venues Manager and Christina Naurattel, Venues Coordinator, from the Hobsonville Community Trust, will be in attendance to update members on activities and programmes at the Headquarters Building and Sunderland Lounge. 3. They will also share insights into the impacts of COVID-19 and their response to the challenges during this time. |

Dylan Pell, Senior Development Manager, and Camille Warnaar, Assistant Development Manager, from Metlifecare, supported by David Hebblethwaite, Art of Fact Director, will be in attendance to outline concept plans for a coastal walkway at Orion Point, and to discuss the following: · update on their development at Orion Point · update on the boardwalk at Orion Point · coastal walkway concept – ‘Art of Fact’ · neighbouring development coordination. |

Te take mō te pūrongo Purpose of the report 1. To discuss a proposed water irrigation system for sports fields 5 and 6 at Rosedale Park. Whakarāpopototanga matua Executive summary 2. Kieron Henare, Club President of the Albany United Football Club, and Peter Gearing, Director of NexGen Water, will be in attendance to discuss a water irrigation system which could reduce the use of potable water through new and innovative technology. Peter has also designed award-winning municipal irrigation re-use projects in New Zealand. 3. As outlined in the Upgrade Proposal for Rosedale Park fields 5 and 6 (Attachment A), this system would incorporate: · sub-surface drip irrigation utilising highly filtered Rosedale Pond water · improve winter drainage. |

They will update board members on plant and animal pest control work that has been carried out and provide an outline of their aspirations and goals for 2020/2021. |

Te take mō te pūrongo Purpose of the report 1. To discuss the pocket reserve on the corner of Fernhill Way and Pannill Place, Ōtehā (known as Ponderosa Reserve). Whakarāpopototanga matua Executive summary 2. Sue Adams, Trustee, and Darrell Parratt, Principal, from the City Impact Church School, will be in attendance to discuss the parcel of land adjacent to the school which forms part of the Ponderosa Reserve. They are concerned that the reserve is under-utilised by both the school and the community due to its current state. 3. They would like to discuss with the board how the school might potentially work with council to enhance the asset by planting trees and addressing the drainage issues. The school would like to increase its access to the reserve for activities such as creative writing, organised fitness, and sport. 4. They are seeking advice on the best way to proceed should the board be supportive of their ideas. |

Purpose of the report
1. To adopt the Upper Harbour Local Board community forum meeting schedule for the remainder of 2020.

Executive summary
2. The local board is being asked to approve community forum meeting dates for the remainder of 2020, with the primary purpose of engaging with the public via deputation and reporting from community organisations, and also to consider any items of business that need to be considered due to time constraints or that are more appropriately dealt with at a community forum.
3. Suggested community forum meeting venues and times for September through to December 2020 are outlined below:
· Thursday, 3 September 2020 at 6.30pm, to be held at the Headquarters Building, 214 Buckley Avenue, Hobsonville Point
· Thursday, 1 October 2020 at 6.30pm, to be held at the Local Board office, 30 Kell Drive, Albany village
· Thursday, 5 November 2020 at 6.30pm, to be held at the Local Board office, 30 Kell Drive, Albany village
· Thursday, 3 December 2020 at 6.30pm, to be held at the Whenuapai Village Hall, 41 Waimarie Road, Whenuapai.
4. As there is still the potential for New Zealand to move into higher alert level restrictions due to the COVID-19 pandemic, meetings at external community venues may need to be reviewed on a case by case basis.
Recommendation/s That the Upper Harbour Local Board Community Forum: a) approve the following additions to the 2019-2022 Upper Harbour Local Board community forum meeting schedule, with the primary purpose of engaging with the public via deputation and reporting from community organisations: i) Thursday, 3 September 2020 at 6.30pm, to be held at the De Havilland Room, Headquarters Building, 214 Buckley Avenue, Hobsonville Point ii) Thursday, 1 October 2020 at 6.30pm, to be held at the Local Board office, 30 Kell Drive, Albany village iii) Thursday, 5 November 2020 at 6.30pm, to be held at the Local Board office, 30 Kell Drive, Albany village iv) Thursday, 3 December 2020 at 6.30pm, to be held at the Whenuapai Village Hall, 41 Waimarie Road, Whenuapai. b) note that, if there is any change to alert levels due to the COVID-19 pandemic and these meetings do not proceed, notices of cancellation or change of venue will be made via the following sources: i) the board’s official Auckland Council web page ii) the local board’s Facebook page iii) a notice will be placed at the Upper Harbour Local Board office, 30 Kell Drive, Albany village.

Context
1. The Local Government Act 2002 (LGA) and the Local Government Official Information and Meetings Act 1987 (LGOIMA) have requirements regarding local board meeting schedules.
2. In summary, adopting a meeting schedule helps meet the requirements of:
· Clause 19, Schedule 7 of the LGA on general provisions for meetings, which requires the chief executive to give notice in writing to each local board member of the time and place of meetings. Such notification may be provided by the adoption of a schedule of meetings.
· Sections 46, 46(A) and 47 in Part 7 of the LGOIMA, which requires that meetings are publicly notified, agendas and reports are available at least two working days before a meeting and that local board meetings are open to the public.

3. This decision is procedural in nature and any climate impacts will be negligible. The decision is unlikely to result in any identifiable changes to greenhouse gas emissions. The effects of climate change will not impact the decision’s implementation.
