Auckland Transport Update Report for Whau Local Board
August 2020

MOVED by Chairperson K Thomas, seconded by Member J Rose:  

That the Whau Local Board:

a)    receive Auckland Transport’s update for August 2020

b)    approve the 2020/2021 allocation of $220,000 from the Local Board Transport Capital Fund to the Avondale Streetscape Upgrade (reduced option) to allow Auckland Transport to undertake consultation and delivery of Stage 1

 

c)    acknowledge and thank Auckland Transport for progressing the work so well on the New Lynn Avondale Shared Path and the Wolverton Road culverts.

Local board feedback on properties identified for asset recycling

 

Resolution number WH/2020/91

MOVED by Chairperson K Thomas, seconded by Member C Farmer:  

That the Whau Local Board:

a)            support the retention by Auckland Council of the 1B Rankin Avenue, New             Lynn site, but in the event that the Governing Body decides to proceed             with the asset recycling of this property, request that the following    points be             taken into account:

                 i)        the carpark and grass bank end have potential value given its location and metropolitan centre zoning, and the existing pathway through the site needs to be surveyed and retained

               ii)        the site was purchased in 2004 and used for road improvements to support the transit-oriented development transformation of New Lynn

              iii)        an informal arrangement has been indicated to exist between legacy Waitākere City Council and Te Toi Uku, Crown Lynn and Clayworks Museum with respect to a number of casual carparking spaces to serve visitor needs and this be explored and formalised in a mutual agreement, with potential inclusion in the pathway surveying and retention

              iv)        the local board is concerned that the recycling of this asset will exacerbate the issue of limited carparking in New Lynn and request the Governing Body to consider the provision of a multi-storey carparking facility to cater for ongoing regeneration in New Lynn

               v)        the local board has an ongoing advocacy point around the need for a strategic parking alternative for New Lynn and requests that Auckland Transport investigate this.

MOVED by Chairperson K Thomas, seconded by Deputy Chairperson S Zhu:

That the Whau Local Board:

b)         support the retention by Auckland Council of 13 Crown Lynn Place, New Lynn,             property as a high priority, noting:

 

                 i)         the property is a significant site which is at the centre of planned and occurring intensification as part of the Crown Lynn Precinct in the 2010-2030 New Lynn urban plan

                ii)         the site was acquired for open space purposes and is proposed to be part of the integrated masterplan for a metropolitan park and urban stormwater pond.

               iii)        that subject matter staff express support for ongoing retention while site investigations for Whau Aquatic and Leisure centre are underway

              iv)         the property is currently commercially leased and is generating income.

Approval of the Whau Local Board Community Facilities work programme 2020 -2023

MOVED by Chairperson K Thomas, seconded by Deputy Chairperson S Zhu:  

That the Whau Local Board:

a)      approve the Community Facilities work programme 2020/2021 and associated budget. (Attachment A – Build, Maintain, Renew, and Attachment B – Community Leases to the agenda report).

b)      approve in principle the Community Facilities work programme 2021/2022 and 2022/2023. (Attachment A – Build, Maintain, Renew, and Attachment B – Community Leases to the agenda report)

c)      approve the Risk Adjusted Programme (RAP) projects identified in the work programme (Attachment A to the agenda report) as projects that will commence and may be delivered in advance of the expected delivery year, if required to meet expected financial expenditure for the 2020/2021 financial year

d)      note that approval of budget allocation in the 2020/2021 year for multi-year projects implies the local board’s support for the projects in their entirety

e)      note that the inclusion in the work programme of projects that are funded from the Coastal Renewals, Slips Prevention, Local Parks and Sports Field Development, and Natural Environment Targeted Rate budgets are subject to approval of the identified budget allocation by the relevant Governing Body committees

f)       support the inclusion of the following projects in the Coastal Renewals, Slips Prevention, Local Parks and Sports Field Development (Growth) and Kauri Dieback Natural Environment Targeted Rate budgets and provide this feedback for consideration by the relevant Governing Body committees:

i)          line item 24 – ID 27856: Green Bay beach - remediate access

ii)         line item 51 – ID 20289: Te Whau Pathway Stage 1B - Queen Mary Reserve - renew path and develop path connector

iii)       line item 52 – ID 20290: Te Whau Pathway Stage 1B - Rizal Reserve - renew path and develop path connector

iv)       line item 53 – ID 15387: Te Whau Pathway Stage 2A - develop boardwalk connections

g)      note that budget allocations for all projects in the Community Facilities work programme are best current estimates, and amendments may be required to the work programme to accommodate final costs as the year progresses.
