Member T Deans advised the meeting that she had perceived conflict of interest  with the Vauxhall Neighbourhood Society, given her previous position with them and did not speak nor vote on Item 12 Notice of Motion - Member Toni van Tonder -  Vauxhall Village Traffic Calming.

 

Member T Deans advised the meeting that she had a perceived conflict of interest with Devonport Heritage 2017 Inc. and took no part in the discussion or voting on Item 14 Devonport-Takapuna Local Grants Round One and Multi-Board Round One 2020/2021, grant allocations (application number LG2102-127).

 

Member R Jackson advised the meeting that she had a perceived conflict of interest with Takapuna Senior Citizens Association Inc. and took no part in the discussion or voting on Item 14 Devonport-Takapuna Local Grants Round One and Multi-Board Round One 2020/2021, grant allocations (application number LG2102-146).

Member T Deans declared a perceived conflict of interest on this item given her previous position with the Vauxhall Neighbourhood Society Inc., and took no part in the discussion or voting on the matter.

That the Devonport-Takapuna Local Board:

a)      request that Auckland Transport investigate and provide a list of recorded accidents in the vicinity of the Vauxhall Shops over the last 10 years.

b)      request that Auckland Transport investigate traffic calming measures at the Tainui/Vauxhall Road intersection to ensure safety of all road corridor users.

c)      request that Auckland Transport investigate a proposed reduced speed zone for the Vauxhall shopping area.

d)      request that Auckland Transport identify opportunities for placemaking, and to increase the public realm in the vicinity of the Vauxhall Shops.

e)      ask that AT reports back to the Devonport-Takapuna Local Board on what is and is not feasible for the board’s consideration.

f)       notes that the Vauxhall Village Traffic Calming proposal was made by submitters from the Vauxhall Neighbourhood Society Inc. at the August 2020 Devonport-Takapuna Local Board Community Forum.

g)      notes that this is a heritage zoned area and any markings placed on the roadway must be sympathetic to the requirements of the Special Character area in the Unitary Plan.

Project Streetscapes: Weed Management report

 

Resolution number DT/2020/130

MOVED by Member T Deans, seconded by Member R Jackson:  

That the Devonport-Takapuna Local Board:

a)           does not support the introduction of a standard weed management policy across Auckland, and supports retaining the status quo where local boards can set weed policy appropriate to their area, within the guidelines of the 2013 Auckland Council Weed Management Policy for Parks & Open Spaces;

b)           notes the 2013 Auckland Council Weed Management Policy for Parks & Open Spaces advocates using non-chemical techniques whenever they are available and effective;

c)           request that Council continue to maintain and fund existing weed management service levels and methodology in the Devonport-Takapuna Local Board area – consisting primarily of thermal technology (steam), along with the use of spot spraying of herbicide (glyphosate or plant-based herbicide) to address persistent weeds, and mechanical means such as weed eating;

d)           note that weed management is a core ‘business as usual’ function of Auckland Council which should be supported and funded centrally, not through local board budgets;

e)           request that the Environment and Climate Change Committee on 12 November 2020, decision be deferred until such time as the trial of Foam Stream as an alternative weed management methodology has been concluded and reported, and all Local Boards have been briefed and given their feedback;

f)             consider the introduction Foam Stream as an alternative weed management methodology, depending on the outcome of that trial;

g)           request that the Auckland Council Weed Management Policy continues to support the reduction of the levels of agrichemical use;

h)           recommend that the Auckland Council Weed Management Policy include tracking and reporting of agrichemical use;

i)             request that Auckland Council fully implement its policy of notification in the use of agrichemicals in open spaces including effective notification in local papers and signage where agrichemicals are being applied;

j)             request that Auckland Council implement the EPA (Environmental Protections Agency NZ) recommendation that where open space and parks adjoin private properties that a three meter barrier between the boundaries be established as a non-spraying area.

Landowner approval - Devonport Waterfront Festival Event 2021

That the Devonport-Takapuna Local Board:

a)        grant landowner approval to the Devonport Business Association to hold the Devonport Waterfront Festival 2021 event on Windsor Reserve as shown on Attachment A to the agenda report from 5 March to 23 March 2021 subject to any necessary consents being secured and all conditions being adhered to before entry to the site is taken.

b)        receives the updated information provided by officers at the meeting, noting that the proposed location of the special licence area has been moved from Windsor Reserve to the road corridor and it therefore not within the decision making remit of the local board and is the responsibility of Auckland Transport.

Belmont Centre Design Initiative - final improvement plan

MOVED by Deputy Chairperson G Wood, seconded by Chairperson A Bennett:  

That the Devonport-Takapuna Local Board:

a)      approve the Belmont Centre improvement plan (at Attachment A to the agenda report), containing two final options known as the base option and enhanced option, as the final output of the Belmont Centre Design Initiative.

b)      request staff to use the improvement plan final options as the basis for more detailed design work in future, when Auckland Transport’s Lake Road improvements project is progressed.

Local Board Annual Report 2019/2020

 

Resolution number DT/2020/137

MOVED by Chairperson A Bennett, seconded by Deputy Chairperson G Wood:  

That the Devonport-Takapuna Local Board:

a)      adopt the 2019/2020 Devonport-Takapuna Local Board Annual Report as set out in Attachment A.

b)      note that any proposed changes after the adoption will be clearly communicated and agreed with the chairperson before the report is submitted for adoption by the Governing Body by 29 October 2020.

c)      note that the draft 2019/2020 Devonport-Takapuna Local Board Annual Report (refer to Attachment A to the agenda report) will remain confidential until after the Auckland Council group results for 2019/2020 are released to the New Zealand Stock Exchange which are expected to be made public by 30 October 2020.

b)      agree that Baylee Vyle, Policy Analyst, be permitted to remain for Confidential Item C1 Statement of proposal for a new Navigation Safety Bylaw, after the public has been excluded, because of their knowledge of the proposed bylaw which will help the Devonport-Takapuna Local Board in its decision-making.
