Note:   Pursuant to Resolution WTK/2020/16 of the Waitākere Ranges Local Board, the Standing Orders of the Waitākere Ranges Local Board have been updated to allow a person other than a member of the local board to participate in a meeting by means of audio link or audio-visual link if the person is otherwise approved to participate in accordance with Standing Orders Sections 6 and 7.

That the Waitākere Ranges Local Board:

a)      grant a new community lease to Te Whānau Tupu Ngātahi O Aotearoa – Playcentre Aotearoa for part of Titirangi War Memorial Reserve, 500 South Titirangi Road, Titirangi (Attachment A) being 989m² (more or less) on the following terms and conditions:

i)       term:  five years commencing 1 October 2020 with one five-year right of renewal

ii)      rent:  $1.00 plus GST per annum if requested

iii)     maintenance fee:  $500.00 plus GST per annum

iv)     Te Whānau Tupu Ngātahi O Aotearoa – Playcentre Aotearoa – Titirangi Playcentre Community Outcomes Plan as approved be attached to the community lease document (Attachment B)

b)      all other terms and conditions in accordance with the Reserves Act 1977 and the Auckland Council Community Occupancy Guidelines July 2012.

Project Streetscapes: Weed Management report

That the Waitākere Ranges Local Board:

a)         reaffirm its support for the Auckland Weed Management Policy objectives to:

i)          take an integrated approach to weed management and vegetation control.

ii)         ensure best practice in weed management and vegetation control.

iii)       minimise agrichemical use.

iv)       minimise non-target effects of agrichemical use.

v)         ensure public health and safety.

vi)       protect and enhance the environment.

vii)      empower the community to manage weeds under the policy.

viii)     deliver weed management and vegetation control which is value for money.

b)        acknowledge the work undertaken in the report to assess the carbon emissions of different weed control methods.

c)         note that the regional methodology proposed for Project Streetscapes (urban road corridor) would result in the Waitākere Ranges Local Board area with a combination of plant-based herbicide and spot spraying of glyphosate for difficult to manage weeds.

d)        encourage research and innovation in weed management in the urban road corridor with a view to further minimising agrichemical use.

e)         propose that trials could be carried out with reduced spot spraying in urban areas from the current six times a year which, if effective, would reduce agrichemical use.

f)          supports increased hard asset maintenance in areas with stubborn weeds to remove the growing medium and the opportunity for the growing medium to gather in some of the roadside / footpath areas.

g)        reserves its view on a standardised approach to weed control methods on urban roads, providing best practice is used, agrichemical use is minimized, and people and the environment are protected. 

h)        notes that some of its urban area is within the Waitākere Ranges Heritage Area which requires Auckland Council to protect and restore the natural environment.

i)          note that the road corridor within parts of the Waitākere Ranges Local Board area has features which are not addressed by either the urban or the rural methodologies for weed management.

j)          note that these are areas on the urban fringe or within forested areas where the road corridor contains indigenous vegetation that is contiguous with forest (whether parkland or private land) and the traffic speed is 50 kph.

k)         note that the methodology used in these areas over the last decade by Auckland Transport (which has involved either no intervention of the use of the flail mower) has resulted in them becoming seriously infested with ecological weeds which threaten the health of the forest.

l)          request a report as to how these areas can be restored (examples are Titirangi Road near the village, Scenic Drive leaving Titirangi Village and coastal villages surrounded by parkland).

m)       note the Waitākere Ranges is predominantly a rural conservation area and has very little urban area as defined by Community Facilities (traffic speed 50 kph).

n)        request a report on pest plant control on roads and road reserves in the Waitākere Ranges Heritage Area (urban and rural) to understand the current state of these environments and what steps can be taken improve ecological pest plant control and restoration.

o)        seeks regular reports at a local board level on agrichemical use and initiatives to reduce agrichemicals.

Auckland Transport Update - September 2020

That the Waitākere Ranges Local Board:

a)         receive Auckland Transport’s September 2020 update report.

b)        allocate up to $136,711 from Waitākere Ranges Local Board Local Board -Transport Capital Fund to the following project:

i)          Konini School safety improvements

c)         note that at the Board’s May 2020 meeting it was advised “there is currently $1,505,453 left in the Board’s Local Board Transport Capital Fund (LBTCF) from the previous political term. The amount allocated for 2019 – 2022 is $2,019,339. A total of $3,524,792 is available.”

a)         support progressing the Innovating Streets Pilot Fund project – “Glen Eden Town Centre Pop Up Cycleway”, in partnership with Waka Kotahi NZ Transport Agency and Auckland Transport.

b)        allocate $21,000 from the Waitākere Ranges Local Board - Local Board Transport Capital Fund to meet its 10 percent funding requirement for the “Glen Eden Town Centre Pop Up Cycleway” project.

c)         appoint Member M Allen as the local board’s representative and delegates authority to Member M Allen for this Innovating Streets project.

b)      note that any proposed changes after the adoption will be clearly communicated and agreed with the Chair before the report is submitted for adoption by the Governing Body by 29 October 2020.

c)      note that the draft 2019/2020 Waitākere Ranges Local Board Annual Report (refer to Attachment A to the agenda report) will remain confidential until after the Auckland Council group results for 2019/2020 are released to the New Zealand Stock Exchange which are expected to be made public by 30 October 2020.

Auckland Council’s Year End and Quarterly Performance Report: Waitākere Ranges Local Board for quarter four 2019/2020

That the Waitākere Ranges Local Board:

a)      receive the performance report for the financial quarter four and year ending 30 June 2020.

b)      note the financial performance report in Attachment B of the report will remain confidential until after the Auckland Council Group results for 2019/2020 are released to the New Zealand’s Exchange (NZX) which are expected to be made public 30 September 2020.

c)      note that COVID-19 has resulted in significant pressure on council’s financial position and ability to deliver agreed 2019/2020 work programme activities because:

i)       asset-based services were significantly impacted. Regional and community facilities were either fully or partially closed.

ii)      spending on contracts was restricted to essential services only.

d)      note that quarter three reporting was not supplied to the local board as there was limited capacity to access information.
