Chairperson I Fordham opened the meeting and welcomed attendees. Member V Toki

led the meeting with a karakia.

Chairperson I Fordham declared a conflict of interest in respect to the grant applications of the Great Barrier Island Sports & Social Club Incorporated and The Wingman Festival Group at item 11 – Aotea / Great Barrier Local and Capital Grants Round One 2020/2021 grant allocations report.

a)      approve the addition of three extraordinary meeting dates to the 2019-2022 Aotea / Great Barrier Local Board meeting schedule to accommodate the 10-Year Budget 2021-2031 timeframes as follows:

Local board views on plan change to enable rainwater tank installation for the Auckland region

 

Note:   changes to the original recommendation adding new sub clauses a) i) to vii) and deleting clause c) were made with the agreement of the meeting.

MOVED by Chairperson I Fordham, seconded by Deputy Chairperson L Coles:  

That the Aotea / Great Barrier Local Board:

a)         provide the following local board views on council’s proposed change to the Auckland Unitary Plan and proposed modification to the Auckland Council District Plan - Hauraki Gulf Islands section to enable rainwater tank installation for the Auckland region:

i)          support the proposal for a plan modification to the Auckland Council District Plan – Hauraki Gulf Islands section to amend the definitions of building in Chapter 14: Definitions, by adding rainwater tanks to the list of structures that are excluded from being considered a “building”

ii)         endorse the simplification and enablement of planning rules to support Aotea / Great Barrier residents to better meet their basic needs and grow their climate change resilience

iii)       recommend that areas without reticulated water should not be subject to the same regulations as those in serviced areas

iv)       recommend that rainwater tanks are not limited in their location on properties as sometimes it’s more practical to have them located in the front yard

v)         recommend that non-reflective white and black be included in the rainwater tank colour range

vi)       recommend that the rainwater tank height should not be restricted beyond safety measures

vii)      note that rainwater tanks on Aotea can also provide a dual service for rural fire fighting.

b)        appoint the local board chairperson and deputy chairperson as alternate to speak to the local board views at a hearing on council’s enabling rainwater tanks plan change for the Auckland region.

Resource Recovery Network Strategy update

That the Aotea / Great Barrier Local Board:

a)       provide the following feedback on the Resource Recovery Network Strategy update provided as Attachment A of the agenda report:

i)             Support expanding the current strategy from 12 Community Recycling Centres to 23 facilities, which include nine additional Community Recycling Centres and two Resource Recovery Parks.

ii)            Support providing additional ongoing operational funding for the Community Recycling Centres beyond the current 5 year contracts.

iii)           Recommend that the Community Recycling Centres main purpose be to divert waste from landfill rather than to become economically viable.

iv)           Recommend investigating commercial sponsorship to help fund Community Recycling Centres.

v)            Thank the waste department for their support in the development and ongoing success of Aotea / Great Barrier Island’s Community Recycling Centre Anamata.

b)       note that local board feedback will be included in a report to Environment and Climate Change Committee in November 2020 seeking adoption of the updated Resource Recovery Network Strategy.
