Grant of new community lease to Community Waitakere Charitable Trust, Cranwell Park, 20 Alderman Drive, Henderson

That the Henderson-Massey Local Board:

a)      approve a new community lease to Community Waitakere Charitable Trust for 800 m2 (more or less) on part of Cranwell Park, 20 Alderman Drive, Henderson, described as Part Lot 6 DP 1467, (Attachment A), subject to one months’ public notification and with no objections, on the following terms and conditions:-

i)       term – five years commencing 20 October 2020 with one right of renewal of five years;

ii)      rent - $1.00 plus GST per annum if demanded;

iii)     maintenance fee - $1,000 plus GST per annum;

iv)     provision of a community outcomes plan as approved by local board members and attached to the lease document;

v)      all other terms and conditions in accordance with the Auckland Council Community Occupancy Guidelines July 2012 and the Local Government Act 2002.

Resource Recovery Network Strategy update

That the Henderson-Massey Local Board:

a)        support the expansion of the current strategy from 12 Community Recycling Centres to 23 facilities, including nine community recycling centres and two resource recovery parks

b)        support in principle the allocation of funding through the Long-term Plan to provide ongoing operational support for community recycling centres beyond the current five-year contracts

c)        note that waste management is a growing issue and supports the Auckland Plan long term goal of zero waste by 2040

 

d)        note the need for extensive community participation in waste reduction.

That the Henderson-Massey Local Board provide the following feedback on the Ministry for the Environment’s consultation document on hard-to-recycle plastics and single-use items:

a)   support staff recommendations for the mandatory phase-out of hard-to-recycle and single-use plastics by 2025 with a focus on developing alternatives, particularly products from our paper and cardboard waste stream.

b)   note its support for the continuation of wider waste work programme currently underway by central government.

c)   support staff consulting the disability community who rely on some of the materials (such as plastic straws), which are proposed to be phased-out.
