Resolution number MO/2020/151 MOVED by Deputy Chairperson W Togiamua, seconded by Member M Kolo: That the Māngere-Ōtāhuhu Local Board: a) receive the Local Board Transport Capital Fund Decisions September 2020 report provided as Attachment A b) allocate up to $50,000 from the LDI Opex Community Grants budget to New Zealand Transport Agency as a ten percent share of a $500,000 central government funded Innovating Streets project in Māngere East c) request Auckland Transport to allocate up to $50,000 from the Local Board Transport Capital Fund if the LDI Opex Community Grants budget allocation from resolution b) does not meet Council or NZTA financial rules d) request that Auckland Transport allocate $342,000 from the Local Board Transport Capital Fund (as funds become available) to Auckland Council’s Community Facilities work programme to deliver the Walter Massey Park Pathway e) request that Auckland Transport use $810,000 from the Local Board Transport Capital Fund to build a new pathway through Ashgrove Reserve.

Resolution number MO/2020/152 MOVED by Deputy Chairperson W Togiamua, seconded by Member C O'Brien: That the Māngere-Ōtāhuhu Local Board: a) approve, under Section 16(1) of the Reserves Act 1977, the classification of Lot 1 Deposited Plan 73266 comprising 7.6432 hectares, contained in NA45A/348 as a recreation reserve subject to the provisions of the Reserves Act 1977 (Attachment A) b) grant, subject to classification, under Section 54(1)(b) of the Reserves Act 1977, a new community lease to Manukau Rugby League Football and Sports Club Incorporated for the group-owned building comprising 718 square meters (more or less) located at Moyle Park, 48R Bader Drive, Māngere (outlined in red on Attachment B) on the land described as Lot 1 Deposited Plan 73266 subject to the following terms: i) term - 10 years commencing 21 October 2020, with one (1) 10 year right of renewal commencing 21 October 2030, effecting final expiry 20 October 2040 ii) rent - $1.00 plus GST per annum if demanded iii) all other terms and conditions to be in accordance with Auckland Council’s Community Occupancy Guidelines 2012 and the Reserves Act 1977 c) approve the Manukau Rugby League Football and Sports Club Incorporated’s Community Outcomes Plan for inclusion as the Third Schedule of the lease agreement which is attached to this report as Attachment C.

Resolution number MO/2020/153 MOVED by Deputy Chairperson W Togiamua, seconded by Member H Toleafoa: That the Māngere-Ōtāhuhu Local Board: a) approve the two names listed below, as gifted by Te Ākitai Waiohua, for the following new roads within the ‘Māngere West A neighbourhood’ development at 20 Bader Drive, Māngere, in accordance with section 319(1)(j) of the Local Government Act 1974 (resource consent references BUN60351347 and SUB60351349): I) Public Road: Kitea Place II) Private Road (COAL): Kaokao Lane.

Local board views on plan change to enable rainwater tank installation for the Auckland region |

Resolution number MO/2020/161 MOVED by Deputy Chairperson W Togiamua, seconded by Member N Bakulich: That the Māngere-Ōtāhuhu Local Board: a) provide the following feedback on council’s proposed change to the Auckland Unitary Plan to enable rainwater tank installation for the Auckland region: · endorses the plan change to enable Aucklanders to install rainwater tanks in residential and rural zones without the need to go through the complexities and costs of applying for a resource consent · supports the development of some baseline standards to avoid objectionable outcome to ensure the installation and operation of the rainwater tank meets all safety standards · supports initiatives to minimize the impact of climate change; having rainwater tanks to capture rainwater, ease the pressure of sudden downpours on local stormwater systems and use the water on gardens and washing cars, as these measures support the local board’s environment outcomes · notes that climate change has meant ongoing drier weather patterns predicted in winter and spring, and having rainwater tanks to supplement water supply to offset a critical shortage of water in the summer season is important · agrees that having that financial and environmental benefits combined with streamlined and affordable resource consent procedures make installing rainwater tanks more attractive for Aucklanders · requests that the language in Auckland Council’s ‘Do I need a consent’ assessment tool for rainwater tanks is simplified to enable our local residents to more easily assess their situation and consider if they want a rain water tank · requests Council investigates financial assistance or incentives for residents who wish to install tanks but are unable to afford to purchase water tanks
b) appoint the Chairperson or Deputy Chairperson to speak to the local board views at a hearing on council’s enabling rainwater tanks plan change for the Auckland region c) delegate authority to the Chairperson or Deputy Chairperson of Māngere-Ōtāhuhu Local Board to make a replacement appointment in the event the local board member appointed in resolution b) is unable to attend the private plan change hearing.
