That the Ngāti Whātua Ōrākei Reserves Board: a) confirm the ordinary minutes of its meeting, held on Friday, 10 August 2020, as a true and correct record.

Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
“An item that is not on the agenda for a meeting may be dealt with at that meeting if-
(a) The local authority by resolution so decides; and
(b) The presiding member explains at the meeting, at a time when it is open to the public,-
(i) The reason why the item is not on the agenda; and
(ii) The reason why the discussion of the item cannot be delayed until a subsequent meeting.”

Purpose of the report
1. To update the Ngāti Whātua Ōrākei Reserves Board (reserves board) on the operational work carried out by Whai Maia at Whenua Rangatira and Pourewa

Recommendation/s That the Ngāti Whātua Ōrākei Reserves Board: a) note the operational updates as detailed in this report. b) confirm a revised opening date for the Pourewa Nursery.

Operational update
Whenua Rangatira
3. Nursery: Due to Covid, we were closed for three weeks during this two-month period. Catch up planting and plant maintenance has been a priority. We also are doing disease monitoring and transporting plants from Marae nursery to Pourewa, this is a slow and diligent process to ensure biosecurity risk measure are implemented. Staff are enjoying the learnings from Wyatt who is supporting staff through certified study in Nursery production level 2.
4. Ecology: Ongoing and catch maintenance for pest weed and also infill planting of native bush areas on Whenua Rangatira. Looking forward to learning and using the new GIS system to support future works.
5. Pest Animal Control: Staff continue to do weekly pest animal control. Monitoring, resetting and repairing traps for possums and rats. We have five staff competent in pest management however due to Covid certified training had to be postponed.
Pourewa
6. Turf Maintenance: Rec Services continue to mow as per the agreed schedule. No changes are anticipated for this financial year.
7. Ecology maintenance: Pest Weed control: Looking into the use of privet to grow edible, endemic mushrooms. Landcare Research should be providing their yield report and feasibility study to Pourewa by the end of October
8. Ecology Scoping: Looking at areas within the Tamaki region to collect seed from and using ArcGIS to GPS and map the locations of specific plants for future collection.
9. Planting: We organized two whanau planting days, two kaumatua planting days, and the Puna Reo at Pourewa Nursery. Pest Animal Control - Songbird continues to monitor traps at Pourewa.
10. Mara Kai: Weekly project meetings with project manager Andrew Taylor and maara designer Rob Small have been occurring. Construction will start mid-October.
11. Pourewa Staff: We are pleased to report that we have inducted four new staff members. Three have started their second week, and one will begin the first week of November.
Stakeholders and visiting groups
12. Whenua Rangatira: We have had limited to no manuhiri / volunteer groups these past months due to covid however have been contacted by sustainable coastline and conservation NZ regarding future volunteer days coming up.
13. Pourewa: Meetings with Department of Corrections, University of Auckland, Conservation New Zealand, Mannaki Whenua and MfE. supported Tao Rangatahi program in GI with plants, Sustainable Coastlines, Arup, and Auckland City Libraries.
Biodiversity
14. Bio-diversity monitoring: Currently setting up GIS systems for invasive plant species, restoration areas, and pre-existing native plants across Pourewa. Also looking into implementing quarterly tracking tunnels and additional pest trapping.
15. Bird monitoring: We continue to do bird monitoring/observation on a weekly basis and are very happy to the following manu return to the whenua: Dotteral(5), Pukeko, Peihana(Pheasant), Matukutuku(Grey Heron), Plover, Tui, Piwakawaka and Putangtangi. Unfortunately we have a flock of Magpie that are attacking other species of manu so are doing ongoing trapping to catch these pest bird.
16. There have been zero lost time injuries to report. H&S awareness and reporting is done monthly via toolbox meeting and recorded via BWARE reporting software
17. Security and safety is paramount especially with the warmer months upon us so appreciate the diligence of the Kaitiaki security
Kaitiaki Report
18. The Trust has been working with Neil Maihi on refining the operating model as we move through the COVID levels. Our priority is ensuring the health and safety of the whānau.
19. A report has been provided for the new scope of services as per the last meeting, including community activity, engagement, health and safety, feedback and any needed improvements / upgrades to equipment or service levels. Service manager Neil Maihi will also be available to provide an in-person update as required. See Attachment A for further details.

Financial Update as at 30 September 2020

Purpose of the report
1. To provide Ngāti Whātua Ōrākei Reserves Board (reserves board) an update on financial performance for the year ended 30 September 2020.

Executive summary
2. For the quarter one ended 30 September 2020, operational expenditure was under budget by about $194k mainly due to timing of expenses.
3. Capex expenditure for quarter was small as the work programmes for the financial year are still being finalised.
Recommendation/s That the Ngāti Whātua Ōrākei Reserves Board: a) receive the financial report for quarter one ended 30 September 2020.

Financial update
4. An overview of the operational and capital expenditure for the financial year is included in the table below.
5. The operational expenditure was behind budget. This is mainly due to timing of expenses and it is expected to catch up in quarter two as we finalise the variation and approval of some contracts and funding agreements.
