a)            acknowledge the Supreme Sikh Society for receiving the NZ Food Awards  2020 Countdown People's Choice NZ Food Heroes Award, which acknowledges the work of the society’s many volunteers and sponsors who distributed food and essentials to more than 66,000 families not only through COVID-19, but before the pandemic and on-going.

b)            acknowledge that the multifunctional football/hockey turf in the New Zealand Sikh Sports Complex in Takanini, is now FIFA certified, a fantastic achievement.

That the Papakura Local Board:

a)         acknowledge Sue Ollerton who is a Westfield Local Hero winner for 2020. Sue works tirelessly for Papakura as lead sustainability champion by introducing edible gardens in public spaces all over Papakura. It's all part of her mission to help the residents of the Auckland suburb cut down on waste to save their wallet and the planet. Sue weaves her magic at Sustainable Papakura, where she facilitates sustainability workshops in her role as marketing manager. She teaches people to sew disposable nappies and cloth pads and how to make beeswax wrappers to replace plastic wrap. "Our workshops help people feel confident to become more sustainable in their homes," Sue says.

October 2020: Auckland Transport monthly update to the Papakura Local Board

 

Bruce Thomas was in attendance to speak to his report.

That the Papakura Local Board:

a)      receive the Auckland Transport October 2020 monthly update report

b)             express on-going disappointment at the treatment of the Local Board Transport Capital Fund (LBTCF) as this fund was created by a policy decision of the Governing Body which ring-fenced funding, regardless of cashflow variation, for local board allocation across the electoral term

c)         disputes a deduction of $90,000 in the local board’s ability to allocate LBTCF this financial year, as this project was already committed and scheduled to be contracted and completed well before the Emergency Budget was adopted

d)        requests that Auckland Transport’s Future Connect project overview be presented to the whole of the Papakura Local Board at a workshop

e)         thanks Auckland Transport for working with the local board, Drury School and the community to bring forward a long-awaited footbridge across Slippery Creek to ensure improved safety for school pupils, other pedestrians and cyclists

f)          notes the Brylee Drive engagement plan and awaits further confirmation of traffic calming measures in Brylee Drive prior to opening the connection to Gosper Road

g)        request a meeting with Auckland Transport, Healthy Waters, Bruce Pulman Trust members and Chief Executive, and the local board to discuss the approach for Walters Road Corridor.

Request for alcohol ban extension at Papakura Train Station

MOVED by Member K Mealamu, seconded by Member S Smurthwaite:  

That the Papakura Local Board:

a)      note that the local board’s preference would be to adopt the request supported by Auckland Transport and Kiwi Rail to extend the existing 24/7 alcohol ban to include the Papakura Train Station and surrounds, but staff advice at this time is that the legislation requires more evidence of alcohol incidents and the concerns are also addressed through Auckland Transport’s “no alcohol consumption” policy on all trains and at all train stations

b)      adopt an amendment to the existing 24 hours, seven days a week alcohol ban at the Papakura Town Centre as shown in Attachment A of this agenda report, to correct anomalies on the alcohol ban map adopted in resolution PPK/2015/70. This amendment:

i)       includes the road at 18 – 22 Railway Street West and the Auckland Transport park and ride carparks on Ron Keat Drive and Railway Street West

ii)      provides consistent coverage of the road reserve.

c)      approve the future inclusion in the alcohol ban in (b) any future carparks associated with the train station

d)      authorise staff as delegated by the Chief Executive to make amendments to the alcohol ban in (b) to correct any errors or typographical edits

e)      allocate up to $1,000 from the Papakura Local Board work programme line #28643 Papakura - LDI Capex new minor works FY21/22 - FY22/23 budget for the installation of new alcohol ban signage

f)       request Auckland Transport continue to monitor incidents of crime or disorder at the Papakura Train Station and surrounds caused or made worse by alcohol consumed at the Papakura Train Station and surrounds.

That the Papakura Local Board:

a)      approve the name Kura Crescent (applicant’s preferred name) for the new private road, being a commonly owned access lot, created by way of subdivision at 99 Porchester Road, Papakura, in accordance with section 319(1)(j) of the Local Government Act 1974 (resource consent reference BUN60333556 and SUB60333558).

a)      approve the name Rangimārie Close (Ngāti Tamaoho supported name) for the new private road created by way of subdivision at 23 Butterworth Avenue, Opaheke in accordance with section 319(1)(j) of the Local Government Act 1974 (resource consent reference BUN60339470 and SUB60339472).

Resource Recovery Network Strategy update

That the Papakura Local Board:

a)         provides the following feedback on the Resource Recovery Network Strategy:

i)             The board support expanding the current strategy from 12 community recycling centres in total to 23 facilities by 2031

ii)            The board support including nine additional community recycling centres and two resource recovery parks

iii)           The board support a resource recovery park in south Auckland

iv)           The board would welcome being considered as a prime location for a resource recovery park

v)            The board also support Papakura being considered as a location for a community recycling centre

vi)           The board support the capital expenditure being funded through the central government waste levy

vii)         The board support the additional funding through the waste targeted rate for ongoing operational support for community recycling centres beyond their current five-year contracts to enable continued service provision

viii)        The board agree with the goal to reduce the distance most residents travel to access community recycling services to a maximum of approximately 30 minutes

ix)           The board agree with exploring opportunities for joint ventures/partnerships.

x)            Illegal dumping is a significant issue in the south, the board hope that establishing more community recycling centres and resource recovery parks will reduce the problem.

b)         note that the local board feedback will be included in a report to the Environment and Climate Change Committee in November 2020 seeking adoption of the updated Resource Recovery Network Strategy.

That the Papakura Local Board:

a)         receive the Panuku Development Auckland - Papakura Local Board Six-Monthly Report 01 March to 31 August 2020

b)        request that Panuku Development not divest the following properties for the following reasons:

i)            143 and 145 Keri Vista Rise Papakura – When Mill Road connects to Dominion Road several of the intersections will be closed off.  This will mean there will be only one way in and out of the Keri Vista subdivision.  The Papakura District Council purchased 143 and 145 Keri Vista Rise with a view to creating a connection through to Clevedon Road.  This needs to be investigated given the impact of Mill Road on Dominion Road

ii)           72 Wood Street – This site could potentially be an ideal location for a kiss and ride for the new bus metro proposed for Papakura

iii)          36 Coles Crescent – This site is well used by the local business customers and owners

iv)          26-32 O’Shannessey Street - This site is well utilised by customers of all local businesses.

Local board views on plan change to enable rainwater tank installation for the Auckland region

That the Papakura Local Board:

a)      agree with the plan change to make rainwater tanks a permitted activity to enable rainwater tank installation across the Auckland region without the need for resource consent noting that some baseline standards will be developed.

b)      appoint local board Chairperson Brent Catchpole to speak to the local board views at a hearing on council’s enabling rainwater tanks plan change for the Auckland region

c)      delegate authority to the Chairperson of the Papakura Local Board to make a replacement appointment in the event the local board member appointed in resolution b) is unable to attend the private plan change hearing.
