Waiheke Local Parks Management Plan – approval of draft plan for public consultation

 

Resolution number WHK/2020/167

MOVED by Chairperson C Handley, seconded by Member R Tucker:  

That the Waiheke Local Board:

a)      defer the approval of the Waiheke Local Parks Management Plan subject to engagement within the next six weeks with the two leaseholders at Te Huruhi Bay Reserve.

b)      appoint a hearings panel consisting of an independent hearings commissioner as chair and all local board members to:

·      hear objections and submissions from submitters on the draft plan.

·      make recommendations to the local board about

amendments to the draft plan following the hearings process, and

the extent to which objections and submissions are allowed or accepted or disallowed or not accepted.

c)      note that the power to approve the final Waiheke Local Parks Management Plan remains with the local board.

d)      approve classification of Land on DP 11620 contained in Neil Avenue Bush Reserve as scenic reserve 19(1b) pursuant to section 16(2A) of the Reserves Act 1977, as shown in Attachment F of the agenda report (dated 28 October 2020).

e)      declare and classify Section 3 SO 67174 (Awaawaroa Road Reserve) as local purpose (amenity) reserve and Part Section 1 SO 64551 (Orapiu Road Esplanade Reserve) as local purpose (esplanade) reserve pursuant to section 14(1) of the Reserves Act 1977, as shown in Attachment G of the agenda report (dated 28 October 2020).

f)       approve the change of purpose of Section 1, 2 and 3 SO 541086 (Catherine Mitchell Reserve) from local purpose (community use) reserve to local purpose (hostel buildings) reserve pursuant to section 24A of the Reserves Act 1977, as shown in Attachment H of the agenda report (dated 28 October 2020).

g)      approve exclusion of Lot 6 DP 204906 from the Waiheke Local Parks Management Plan and include it within the scope of the reserve management plan for Rangihoua Reserve / Onetangi Sports Park, as shown in Attachment H of the agenda report (dated 28 October 2020).

Tawaipereira  Reserve Skatepark Renewal – Revised Design

That the Waiheke Local Board:

a)      approve additional skatepark elements for the Tawaipareira Reserve skatepark renewal project that will incur no additional physical works cost (option 2b).

b)      approve allocation of $84,000 from the financial year 2021/2022 ABS renewals capital expenditure budget to the Tawaipareira Reserve skatepark renewal project to provide concrete surface remediation work (option c).

c)      request officers consider future proofing for lighting, electricity, water fountain and local art work.

Minutes of the Waiheke Transport Forum 7 October 2020

MOVED by Deputy Chairperson B Upchurch, seconded by Member K Matthews:  

That the Waiheke Local Board:

a)     note the minutes of the Waiheke Transport Forum business meeting dated 7

    October 2020.

b)      note the feedback from the Waiheke Transport Forum on the Matiatia Landside Improvements Project.

i.        recognition of the Waiheke Pathways Plan and the 10-year Transport Plan

were not evident in the three options presented by Auckland Transport

for the Mātiatia Landside Improvements Project.

ii.       the scope of the proposal of the Mātiatia Landside Improvements

project is limited and the forum suggests that it be expanded to include

the public bus network, marine infrastructure and park and rides. 

 

c)     endorse the Waiheke Transport Forum to continue working with Auckland Transport with regards to Mātiatia Landside Improvements project as currently scoped and request that the outcomes be reported to the Waiheke Local Board.

a)      receive the Auckland Transport October 2020 update report.

b)      request that monthly update reports outline all outstanding issues even if their status is still pending.

c)      request a report regarding apparent anticompetitive practices and also equity for commercial operators at Mātiatia and downtown ferry terminals, as resolved by the local board in January and April 2020.

Adoption of the Waiheke Local Board Plan 2020

That the Waiheke Local Board:

a)      adopt the Waiheke Local Board Plan 2020 as set out in Attachment A of the agenda report.

b)      delegate authority to the Chairperson Cath Handley and Member Robin Tucker to approve any minor edits that may be necessary to the Waiheke Local Board Plan 2020 prior to publication.

Delegation of Waiheke Local Board as Waiheke Area Plan Decision-maker

That the Waiheke Local Board:

a)      request that, consistent with the purpose, intent and other delegations approved under of the Waiheke Governance Pilot, the Planning Committee recommends that the Governing Body delegates authority to the Waiheke Local Board to make decisions on, and to formally adopt the Waiheke Area Plan on the recommendations of the Waiheke Area Plan Working Party.

Local board views on plan change to enable rainwater tank installation for the Auckland region

a)      support council’s proposed change to the Auckland Unitary Plan and proposed modification to the Auckland Council District Plan - Hauraki Gulf Islands section to enable rainwater tank installation for the Auckland region.

Waiheke Local Board Feedback on the Impact of Plastic in the Environment and on Building and Climate Change

That the Waiheke Local Board:

a)      note the two items submitted as formal feedback made under delegation by Chair Handley for attachment to the Auckland Council regional submissions to central government.

i)       Attachment A feedback on the Ministry for Business, Innovation and Employment’s consultation on Building for Climate Change.

ii)      Attachment B feedback on the Ministry for the Environment’s consultation on the Impact of Plastic in the Environment.

b)        delegate the Chairperson to attend the 12 November 2020 Environment and Climate Change Committee meeting to speak to the board’s feedback on the Impact of Plastic in the Environment including its concerns with regard to recycling of the current light proof milk bottles.

Addition and adjustment to the 2019-2022 Waiheke Local Board meeting schedule

That the Waiheke Local Board:

a)      approve the addition of three meeting dates to the 2019-2022 Waiheke Local Board meeting schedule to accommodate the 10-Year Budget 2021-2031 timeframes as follows:

i)       Wednesday 2 December 2020 at 5pm.

ii)      Wednesday 5 May 2021 at 5pm.

iii)     Wednesday 16 June 2021 at 5pm.

b)      approve the rescheduling of the existing 23 December 2020 meeting to the week prior on 16 December 2020

c)      agree to hold the three additional meetings and one rescheduled meeting at the Waiheke Local Board Office, 10 Belgium Street, Ostend, Waiheke Island.

d)      cancel the scheduled extraordinary meeting for 11 November 2020, as it is no longer required.
