Resolution number WTK/2020/125 MOVED by Member M Allen, seconded by Deputy Chairperson S Toms: That the Waitākere Ranges Local Board: a) receive the Auckland Transport October 2020 monthly update report. b) note that at the Board’s May 2020 meeting it was advised “there is currently $1,505,453 left in the Board’s Local Board Transport Capital Fund (LBTCF) from the previous political term. The amount allocated for 2019 – 2022 is $2,019,339. A total of $3,524,792 is available.” |

Local board views on plan change to enable rainwater tank installation for the Auckland region |

Resolution number WTK/2020/127 MOVED by Deputy Chairperson S Toms, seconded by Member M Clayton: That the Waitākere Ranges Local Board: a) support the proposed plan change to the Auckland Unitary Plan to enable rainwater tank installation for the Auckland region, for the following reasons: i) it delivers on our local board plan aspiration to support communities to take action to improve their resilience. ii) the current water shortage facing Auckland highlights the need to adapt. iii) recognise that this plan change should enhance Auckland’s water supply security, our resilience to climate change and emergency, reduce water supply costs and contribute to reducing the urban heat island effect. iv) some of our communities are connected to the reticulated water supply, while outer areas are often partly or wholly reliant on rainwater collection. Making it easier for individual households to install rainwater tanks is a benefit to both urban and rural communities. v) supports the need for standards for installation of rainwater tanks as a permitted activity to protect amenity and character. vi) supports the proposed standards for the Waitākere Ranges Heritage Area zoning in the Unitary Plan, requiring tanks to be a recessive colour and away from the on-site wastewater disposal fields. vii) undertake a periodic review of how effective the plan change is leading more people to install tanks and/or increase rainwater storage, or whether other incentives are required. viii) in recognising that managing private rainwater collections provides opportunities for education for sustainable resource use. b) appoint Deputy Chair Saffron Toms to speak to the local board views at a hearing on council’s enabling rainwater tanks plan change for the Auckland region, with Member Ken Turner appointed as an alternate. |

Resolution number WTK/2020/128 MOVED by Deputy Chairperson S Toms, seconded by Member K Turner: That the Waitākere Ranges Local Board: a) note that local board feedback will be included in a report to the Environment and Climate Change Committee in November 2020 seeking adoption of the updated Resource Recovery Network Strategy. b) support the intent to make the Waitākere Recycling Centre in Henderson a larger scale Resource Recovery Park to tackle commercial waste streams such as construction and demolition and notes that a fully functioning waste recovery centre in Henderson has some benefits over smaller centres scattered around to achieve better climate change outcomes even if it could be seen as less equitable. c) support the draft resource recovery network strategy intent to increase the number of community recycling centres, and to ensure equitable access for all Aucklanders. d) recommend more consideration be given to how the resource recovery network strategy will support remote communities such as the coastal and bush settlements throughout the Waitākere Ranges. Small scale collection depots for any future container return schemes, and product stewardship of electronic waste are opportunities that could be promoted by council to existing community facilities in remote areas. It is noted that businesses and community enterprises in Waitākere Ranges rural and peri-urban settlements have struggled to attract commercial interest in collecting recyclable materials where these exceed the council provided service. e) recommend the strategy aligns to council’s Facility Partnerships Policy when looking at its partnering approach, such as operating and governance models and notes that the policy was developed in recognition of historic ad hoc partnering arrangements. f) recommend consideration be given to operating the resource recovery network as a directly provided council service. g) support in principle the proposed investment through the Long-term Plan review. h) recommend the strategy address green waste consolidation and processing facilities, noting that the cost of disposing of green waste from volunteer activities on public and private land has risen dramatically due to kauri dieback protocols, and there is a need to find innovative and cost-effective solutions. i) recommend all non-service council-owned land earmarked for disposal be reviewed to assess suitability for resource recovery centres. j) recommend that climate change and contribution to decreasing carbon emissions considerations be paramount when considering location of the network nodes. k) has concern that the current approach to the network is ad hoc and that rural areas are underserved by these and not providing resource recovery for these places exacerbates inequity, e.g. Waitākere Recycling Centre in Henderson is too far for Manukau Harbour settlements in the Waitākere Ranges. l) note there needs to be a re-assessment and updated criteria for the location of community recovery centres, including: i) Set or maximum travel distances ii) Proactive identification of areas where Resource Recovery is lacking iii) consider equity of other waste/compost/recycling services in area. |
