That the Heritage Advisory Panel:

a)         accept the apology from Member M McRae and Member D Veart for absence and Member E Aitken-Rose for lateness.

2          Declaration of Interest

Members are reminded of the need to be vigilant to stand aside from decision making when a conflict arises between their role as a member and any private or other external interest they might have.

There were no declarations of interest.

 

 

3          Confirmation of Minutes

That the Heritage Advisory Panel:

a)         confirm the ordinary minutes of its meeting, held on Monday, 11 May 2020, as a true and correct record.

4          Extraordinary Business 

There was no extraordinary business.

Election of the Chairperson and Deputy Chairperson

 

Note:   The motion was taken in parts.

MOVED by Member NB Buckland, seconded by Member SB Bielby:  

That the Heritage Advisory Panel:

a)      confirm the election for chairperson and deputy chairperson will take place at the panels’ next meeting on 22 March 2021

MOVED by Member S Hughes, seconded by Member BG Graham:  

That the Heritage Advisory Panel:

b)      confirm the election will follow an closed process.

c)      confirm the use of voting system a) for election of the chairperson and deputy chairperson.

Meeting Dates for 2021

 

Note:   changes to the original recommendation were made amending clause a) i) and adding new clause b), with the agreement of the meeting.

MOVED by Member SB Bielby, seconded by Member S Hughes:  

That the Heritage Advisory Panel:

a)      agree that meeting dates for 2021 be:

i)       February 2021 on a date to be confirmed

ii)      Monday 14 June at 5.30pm

iii)     Monday 11 October at 5.30pm

b)     agree that an additional meeting/workshop to be confirmed.

Regional Parks Management Plan Review

 

Member E Aitken-Rose returned to the meeting at 6.28 pm.

 

 

Note:   changes were made to the original recommendation adding new clause b), with the agreement of the meeting.

That the Heritage Advisory Panel:

a)      receive the Regional Parks Management Plan Review report.

b)      agree that panel members distribute the Regional Parks Management Plan Review report to their networks for information.

National Policy Statement on Urban Development

 

Note:   changes were made to the original recommendation adding new clause b), with the agreement of the meeting.

 

Resolution number HER/2020/14

MOVED by Member J Burns, seconded by Member SB Bielby:  

That the Heritage Advisory Panel:

a)      support the Council responding to the National Policy Statement on Urban Development in a way that minimizes any future adverse impacts regarding potential impacts on historic heritage and special character and other amenity based controls

b)         agree that the panel sees this as a key focus for the coming term.
