Acknowledgement: Rutherford College teacher Gail Paul

 

Gail Paul, known to most of the past and present students at Rutherford College as Aunty Gail, has been an inspiration to many students and young people over the years. Gail is a talented basketball and softball coach, not just encouraging people in their pursuits on court or field but ensuring they are aspiring for great things in all areas of life. She works backstage with musicians, dancers or actors when performances are taking place at the school. She co-ordinates the Rutherford College Community Service Club, including providing volunteers for Te Atatū Fun Day, the primary school galas and at the bi-annual Sculpture Park.

Aunty Gail is the prototype of a community hero, it is never about her, it is always for the greater good. There are not just one or two students or families and wider whānau that Gail has made a significant difference for, there is an endless stream of them.

After 45 years living in Te Atatū Peninsula, Gail will be moving to Pipiwai to retire with her husband Walter. A wonderful educator who will leave a massive gap in West Auckland but who has influenced so many of us to clearly remember what is important around here, he tāngata, he tāngata, he tāngata.

Indicative Business Case: Aquatic Provision in Northwest Auckland

 

Carole Canler, Principal Policy Advisor, was in attendance by Skype to speak to this item.

MOVED by Member B Loader, seconded by Member B Brady:  

That the Henderson-Massey Local Board:

a)      receive the indicative business case for the development of an aquatic centre in northwest Auckland, which found that:

i)       there is existing and growing need for additional aquatic and leisure services in northwest Auckland

ii)      there is no reliably accessible aquatic provision in northwest Auckland

iii)     the lack of aquatic provision in northwest Auckland is placing stress on the wider aquatic network, with neighbouring facilities at capacity

iv)     there is limited access to indoor courts in the northwest

v)      providing a destination aquatic centre with two full-sized indoor courts would align with Auckland Plan outcomes and respond to the gap in the network

vi)     the quantifiable benefits of providing this facility exceed the capital and operational costs required to develop the facility.

b)      support the development of a detailed business case, commencing in 2021/2022, for a destination aquatic centre with two full-sized indoor courts in Massey-Whenuapai.

c)      request that funding of up to $250,000 is allocated in the Long-term Plan 2021-2031 for the development of the detailed business case as outlined in b) above.

d)      support investigation into Royal Reserve (Option 2) and Fred Taylor Park (Option 3) as suitable sites to locate the proposed facility as well as partnership opportunities as part of the detailed business case outlined in b) above.

Allocation of the Auckland Transport Local Board Transport Capital Fund

That the Henderson-Massey Local Board:

a)      approve the allocation of $331,000 from its 2019-2022 Local Board Transport Capital Fund to the Henderson North Home and School Zone project, Option 2, Edwards Avenue, Fairdene and Pinedale Avenue, and the leftover amount of $18,265 be allocated to the design for the remaining roads.

Local board views on plan change to enable rainwater tank installation for the Auckland region

That the Henderson-Massey Local Board:

a)      support the proposed change to the Auckland Unitary Plan to enable rainwater tank installation for the Auckland region.

b)      appoint Member B Loader to speak to the local board views at a hearing on council’s enabling rainwater tanks plan change for the Auckland region.

c)      delegate authority to the chairperson to make a replacement appointment in the event the local board member appointed in resolution b) is unable to attend the private plan change hearing.

Local board delegations to allow local views to be provided on matters relating to the COVID-19 Recovery (Fast-track Consenting) Act 2020 and the Urban Development Act

 

Resolution number HM/2020/179

MOVED by Chairperson C Carter, seconded by Member V Neeson:  

That the Henderson-Massey Local Board:

a)      delegate to Member B Brady with an alternate Member B Loader, the authority to provide the local board views in respect of matters under the COVID-19 Recovery (Fast-track Consenting) Act 2020, noting that given the timeframes under the Act, it is not practicable for the matters to come before the full local board.

b)      appoint Member B Brady, with an alternate Member B Loader, as the Henderson-Massey Board representative as required, on any Political Working Group established (in accordance with the Planning Committee’s resolution PLA/2020/79 on 1 October 2020), to give political direction on the execution of the council’s powers under the Urban Development Act 2020.
