4          Extraordinary Business

 

Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

 

“An item that is not on the agenda for a meeting may be dealt with at that meeting if-

 

(a)        The local authority by resolution so decides; and

 

(b)        The presiding member explains at the meeting, at a time when it is open to the public,-

 

(i)         The reason why the item is not on the agenda; and

 

(ii)        The reason why the discussion of the item cannot be delayed until a subsequent meeting.”

 

Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

 

“Where an item is not on the agenda for a meeting,-

 

(a)        That item may be discussed at that meeting if-

 

(i)         That item is a minor matter relating to the general business of the local authority; and

Purpose of the report

1.       To approve the Long-Term Plan (LTP) 2021-2031 of the Ngāti Whātua Ōrākei Reserves Board (Reserves Board).

Executive summary

2.       In accordance with the Funding MOU signed in August 2019, completion of the 10-year LTP is a core reporting expectation of the Reserves Board. For the current reporting cycle this must be approved by the Reserves Board by 30 November 2020.

3.       The theme for the LTP is MANA MOTUHAKE and reflects the ambition and strategy of Ngāti Whātua Ōrākei and the important role of the Reserves Board in supporting this ambition.

4.       Key elements of the plan include: 1) increased capacity for Ngāti Whātua Ōrākei to manage the administration and whenua facilities; 2) focus on connection, access ways and mahi toi throughout the period of the long-term plan; 3) a small number of big ticket capex items including mara kai, whare waka, manaaki manuhiri facility and environmental improvements.

5.       Overall projected funding requirements for the 10-year period covered by the LTP are $35.8m (excluding inflation adjustments).

6.       In recognition of the financial constraints faced by Auckland Council, the initial 3-year period of the LTP reflects a reduction in the funding request compared to the prior LTP of $525k.

a)      approve the Long-Term Plan 2021-2031 including priorities and financial projections.

Purpose of the report

1.       To update the Ngāti Whātua Ōrākei Reserves Board (reserves board) on the operational work carried by Whai Maia during October 2020.

Recommendation/s

That the Ngāti Whātua Ōrākei Reserves Board:

a)      note the operational updates as detailed in this report.

b)      recommend that management approach Auckland Council and request a change of  responsibility from Ventia to the Ngāti Whātua Ōrākei Kaitiaki Service to ensure the gates are closed at an agreed time and to monitor visitor behaviour and manage rubbish at Okahu Bay/ Orakei Domain and Michael Joseph Savage over a 12 month trial period beginning in summer 2020/2021.

 

Operational update

Pourewa Maintenance & Ecology

3.       Turf Maintenance: Okahu Rakau Native Bush Care and Nursery team continue to mow as per the agreed schedule. No changes are anticipated for this financial year.

4.       Ecology Scoping: Started to collect GIS data on where specific native plant species are located. Also started to map parts of Pourewa for invasive species, invasive removal, and restoration. See Figures 1 – 3 ( will be circulated separately)

5,       Pest Animal Control: Songbird continues to monitor traps at Pourewa. Would like to discuss further monitoring using ink cards.

6.       Mara Kai: Weekly project meetings with project manager Andrew Taylor and mara designer Rob Small is still occurring on a weekly basis. Construction has begun and kumara was planted, three sisters companion planting is near completion. Two of the raised beds have been planted with kai.

7.       Pourewa Staff Horticulture Papers: All new staff members have registered with Primary ITO to begin their Level 2 or 3 Horticultural Papers. Also met with MSD for funding Horticulture papers.

Site and Stakeholder Visits

8.       Rob Small, Dane Tumuhai, Te Puna Tumahai, Mike Davis, and Wyatt Dooley visited Te Parapara gardens in Hamilton and were given kumara. Mike Davis and Wyatt Dooley also visited Te Uri o Hau nursery for their open day.

9.       We have engaged on site with the following organisations:

·        Fonterra to discuss Iwi nutrition

·        AUT students for planting

·        Dept. of Corrections – reciprocal working relationship

·        Pourewa Valley Integrated Plan – Ben Sheeran

·        St Chads Scouts – evening with 40 scouts

·        Creative NZ - hosting

Biodiversity

10.     Bio-diversity monitoring: Nothing new to report.

11.     Bird monitoring: Nothing new to report.

12.     Water monitoring: Nothing new to report.

Health and Safety

13.       No incidents to report.

Kaitiaki Service

14.     As activity across the whenua increases so does the demand for Kaitiaki to protect our whenua, our people and visitors we share these spaces with. Kaitiaki continue to serve and actively monitor the community and movements at Okahu Bay, Orakei Domain, Whenua Rangatira and Orakei Marae.

15.     Kaitiaki are prepared and well equipped to trial over the next 12 months, beginning in the Summer 2020/2021 period, the monitoring of Okahu Bay/ Orakei Domain and Michael Joseph Savage which Ventia has been servicing. The Kaitiaki Service is whole heartedly invested into the protection of our whenua and our people and are ready to take on this responsibility.

16.     A report is attached and includes an update on Community Activity, Engagement, Health and Safety, Feedback and any needed Improvements/ Upgrades to Equipment and Service Levels.

c)      confirm the principles and processes for compiling the draft Combined Reserve Management Plan.

d)      confirm consent to host the planned AC36 Events and Activations as per the proposal presented for Takaparawhau.

1.       To provide Ngāti Whātua Ōrākei Reserves Board (reserves board) an update on financial performance as at 31 October 2020.

2.       As at 31 October 2020, operational expenditure was under budget by about $76k mainly due to timing of some project works. 

3.       Capex expenditure was small due to timing of payment relating to the work programmes for Pourewa Creek developments.

Financial update

4.       An overview of the operational and capital expenditure for the financial year is included in the table below.

 

5.       The operational expenditure was behind budget. This is mainly due to timing of expenses and it is expected to catch up in quarter two. 

6.       Capital expenditure is expected to start in quarter two when the work programmes are scoped and finalised.  The funding agreement for Pourewa Creek developments has been approved for payment.
