Ratification of Aotea / Great Barrier Local Board feedback on the Mayoral proposal and potential regional topics for the 10-year Budget 2021-2031 consultation

1.       To enable the local board to formalise by resolution feedback on the Mayoral proposal and potential regional topics for the 10-year Budget 2021-2031 consultation.

Executive summary

2.       The Finance and Performance Committee is considering potential regional topics for the 10-year Budget 2021-2031 consultation, including:

·    Climate change: the actions that Auckland Council will take to respond to climate change and how to pay for them

·    Housing and growth infrastructure: where to upgrade or extend infrastructure to support new housing development across Auckland

·    Community investment: how to manage our aging community facilities and invest in new services or facilities

·    Funding: considering the impacts of COVID-19 on the council’s budget, the right levels of capital and operating spending and how to finance this.

3.       The local board was provided with an extraordinary agenda report on 1 December 2020 to approve its feedback on the Mayoral proposal and potential regional topics for the 10-year Budget consultation. However, the Mayoral proposal was released on the afternoon on 1 December 2020 and so the local board delegated its feedback to the chairperson and deputy chairperson to allow time to prepare its feedback.

5.       Aotea / Great Barrier Local Board’s feedback on the Mayoral proposal and potential regional topics for the 10-year Budget 2021-2031 consultation (Attachment A) was approved by the chairperson and deputy chairperson on Friday 4 December 2020.

6.       Feedback from all local boards was collated and provided to the Governing Body to consider, when approving regional items for consultation, on 9 December 2020. The 10-year Budget consultation document and supporting information is planned to be adopted by the Governing Body on 10 February 2021.

7.       Auckland Council will be consulting on the 10-year Budget 2021-2031 consultation between 22 February to 22 March 2021.

Purpose of the report

1.       To provide the Aotea / Great Barrier Local Board with an integrated performance report for July to October 2020.

Executive summary

2.       This report includes financial performance, progress against work programmes, key challenges the board should be aware of and any risks to delivery against the 2020/2021 work programme.

3.       The key activity updates from this period are:

·        The Aotea Family Support Group started the youth mentoring programme and handed out face masks to local businesses during COVID-19 alert level 3.

·        AoteaOra Community Trust had successfully employed an administration person and supported local board member O’Shea in hosting the first food security hui.

·        The ecology vision work programme has been finalised which includes community events such as beach clean-up, communication and advocacy, and supporting community projects like a penguin protection project at Mulberry Grove School.

·        The Ōkiwi pest coordinator supported and facilitated community-led pest control activities such as the rodent trapping project.

4.       All operating departments with agreed work programmes have provided an update against their work programme delivery. There are no activities with a red status and one activity with a status of grey (merged): activity ID# 2176 - CARRY FORWARD: Freshwater Management Programme. Most activities are reported with a status of green (on track) and seven activities with a status of amber (some risk or issues, which are being managed) as listed below:

·        CARRY FORWARD: Iwi responsiveness - Respond to Maori aspirations: Ngāti Rehua - Ngātiwai ki Aotea coordinator

·        Tryphena Coastal Trail directional signage

·        CARRY FORWARD: Great Barrier Island Community spaces and reserves activation plan

·        GBI: Digital information development

·        CARRY FORWARD: Accessway and linkages plan FY20

5.       The financial performance report compared to budget 2020/2021 is attached as Attachment B to the report. There are some points for the local board to note:

·        Auckland Council adopted its Emergency Budget 2020/2021 on the 30th of July 2020, a month later than normal due the impacts of Covid-19.

·        The overall net operational cost of service in the Aotea / Great Barrier Local Board area for the four months ended on 31 October 2020 was $1.14 million, which was in line with budget.

·        Capital investment of $22,000 took place in the Aotea / Great Barrier Local Board area during the first four months of the current financial year. This was about a quarter of the year to date budget. Majority of the projects planned to be delivered in the current financial year are in the design or procurement stages. Delivery should pick up during the remainder of the year.

6.       The Aotea / Great Barrier Local Board has an approved 2020/2021 work programme for the following operating departments:

·        Infrastructure and Environmental Services, approved on 25 August 2020 resolution number GBI/2020/79;

·        Community Services: Arts, Community and Events; Libraries; Parks, Sport and Recreation; and Service, Strategy and Integration, approved on 25 August 2020 resolution number GBI/2020/80;

·        Community Facilities: Build Maintain Renew and Community Leases, approved on 25 August 2020 resolution number GBI/2020/81.

7.       The graph below shows how the work programme activities meet Local Board Plan outcomes. Activities that are not part of the approved work programme but contribute towards the local board outcomes, such as advocacy by the local board, are not captured in this graph.

8.       The graph below identifies work programme activity by RAG status (red, amber, green and grey) which measures the performance of the activity. It shows the percentage of work programme activities that are on track (green), in progress but with issues that are being managed (amber), and activities that have significant issues (red) and activities that have been cancelled/deferred/merged (grey).

9.       The graph below shows the activity status of activities which shows the stage of the activity in each departments the work programmes. The number of activity lines differ by department as approved in the local board work programmes.

Key activity updates

10.     These are the key activities with updates in the delivery of the local board work programmes for 2020/2021:

·   The Aotea Family Support Group’s youth mentoring programme began in October with six mentors and six matched mentees. Other community services and activities include the after-school programme, Mainly Music Monday morning sessions, workshop on perinatal anxiety and depression and distribution of 32 boxes of 100-pack face masks to local businesses.

·   AoteaOra Community Trust had received funding from the board to employ an administration person who will support the Trust with its work programme including the: ecological footprint project; Off the Grid festival 2021; Artists in Residence Programme; portable water and food resilience. Recently, the Trust likewise assisted local board member O'Shea in a hui about food security and helped develop a work programme around it.

·   The ecology vision work programme includes community events, communication and advocacy, and supporting community projects. The ecology vision facilitator has held two beach clean-up events and initiated a penguin protection project at Mulberry Grove School which will continue over the next couple of months. Recruitment of an ecology vision youth ambassador will be underway and an ecology vision community hui is being planned.

·   The Ōkiwi pest coordinator had provided support to the rodent trapping project held on private properties, on council land, and the Ōkiwi School within Ōkiwi Reserve and the roadside wetland. Rat tracking tunnels were activated on 31 August 2020 for one night resulting in five per cent rat tracking (a good result). The coordinator will continue to support the rat control project, facilitate a bird count in late 2020, and plan a community planting in Ōkiwi Reserve.


 

Activities with moderate issues

CARRY FORWARD: Iwi responsiveness - Respond to Maori aspirations: Ngāti Rehua - Ngātiwai ki Aotea coordinator

11.     The Iwi responsiveness project has been delayed until an Annual General Meeting (AGM) of the Ngāti Rehua - Ngātiwai ki Aotea Trust is convened to be able to confirm a name for the iwi liaison role.

12.     Staff is now working with local iwi to progress the Māori place names translation.

CARRY FORWARD: Great Barrier Island Community spaces and reserves activation plan

13.     Staff is awaiting input from mana whenua before finalising and presenting draft plan to local board for decision to consult with wider community.

Conservation advisor

14.     The recruitment of this role was approved for recruitment in late October 2020 and was delayed due to council-wide restrictions around recruitment. The budget will likely be underspent as staff had initially budgeted for nine months of salary.

Freshwater management programme

15.     The works on this project will commence in late 2020. This budget has been combined with a carry forward of $1,500 from the 2019/2020 financial year, to give a total budget of $31,500 for the 2020/2021 programme. Due to the late start this financial year, there will be an underspend of $9,800 and potential project for this underspend had been discussed with the local board in November 2020.

GBI: Digital information development

16.     Staff had recommended the board to use the council based platform for the QR code project. Staff is now working with Auckland Council’s ICT team to finalise costs of the project.

CARRY FORWARD: Accessway and linkages plan FY20

17.     This activity is awaiting consultation with local iwi as required by the board prior to commencement of public consultation. The iwi consultation will cover all eight track routes identified by the board as a priority.

18.     The Freshwater Management Programme – carry forward (ref ID# 2176) budget has been merged with the 2020/2021 budget approved for Freshwater Management Programme (ref # 1521). This gives a total budget of $31,500 for the programme this financial year.

Climate impact statement

19.     Receiving performance monitoring reports will not result in any identifiable changes to greenhouse gas emissions.

20.     Work programmes were approved in August 2020 and delivery is underway. Should significant changes to any projects be required, climate change impacts will be assessed as part of the relevant reporting requirements. Any changes to the timing of approved projects are unlikely to result in changes to emissions.

22.     This report informs the Aotea / Great Barrier Local Board of the performance for July to October 2020.

Māori impact statement

23.     The local board had recently adopted its Aotea / Great Barrier Local Board Plan 2020 which is the basis / foundation of the work programmes. The board consulted its community and had worked with Aotea mana whenua and Ngāti Rehua - Ngātiwai ki Aotea Trust to develop initiatives that respond to Māori aspirations.

24.     An Annual General Meeting (AGM) of the Ngāti Rehua - Ngātiwai ki Aotea Trust has been scheduled before the end of the year. Following the AGM, the local board will continue to engage with mana whenua on work programme activities such as incorporating Te Reo names for locations on directional signage, support for iwi responsiveness and weaving Māori aspirations into community groups implementation plan.

Financial implications

25.     This report is provided to enable the Aotea / Great Barrier Local Board to monitor the organisation’s progress and performance in delivering the 2020/2021 work programmes. There are no financial implications associated with this report.

Financial Performance

26.     The Aotea / Great Barrier Local Board’s net cost of service for the period of June to October 2020 was $1.14 million against a budget of the same. This is 26 percent of the full year budget.

27.     Operating expenditure of $1.14 million for the four months ended on 31 October 2020 was consistent with year to date budget. Repairs and maintenance expenditure under the full facilities contract in these first four months were slightly under budget due to alert level restrictions. This was offset by a higher spend in the locally driven initiatives work programmes. The board allocated a total of $206,000 in community and capital grants during this period.

28.     $22,000 of capital investment took place during this period of the 2020/2021 financial year in the Aotea / Great Barrier Local Board area against a year to budget of $81,000. Work is progressing on integrating the medical trust solar panels to Council’s solar power grid. Investigation and discussions are ongoing regarding the Mulberry Grove play space replacement. Directional and Interpretive Signage projects are also in progress with delivery expected to commence in this current financial year.

Risks and mitigations

30.     While the risk of non-delivery of the entire work programme is rare, the likelihood for risk relating to individual activities does vary. Capital projects for instance, are susceptible to more risk as on-time and on-budget delivery is dependent on weather conditions, approvals (e.g. building consents) and is susceptible to market conditions.

31.     Information about any significant risks and how they are being managed and/or mitigated is addressed in the ‘Activities with significant issues’ section.

Context

4.      Auckland Transport (AT) is responsible for all of Auckland’s transport services, excluding state highways. We report on a monthly basis to local boards, as set out in our Local Board Engagement Plan. This monthly reporting commitment acknowledges the important engagement role local boards play in the governance of Auckland on behalf of their local communities. 

5.      This report updates the local board on AT projects and operations in the Aotea / Great Barrier Local Board area, it summarises consultations and Traffic Control Committee decisions, and includes information on the status of the LBTCF and CSF.

6.       The LBTCF is a capital budget provided to all local boards by the Governing Body and delivered by Auckland Transport. Local boards can use this fund to deliver transport infrastructure projects that they believe are important but are not part of Auckland Transport’s work programme.

7.       The CSF is a capital budget established by Auckland Transport for use by local boards to fund local road safety initiatives. The purpose of this fund is to allow elected members to address long-standing local road safety issues that are not regional priorities and are therefore not being addressed by the Auckland Transport programme.

Aircraft movements at Claris in November 2020 – 1196.

This compares to 910 movements for the same period in 2019.

Water cooler – unit procured and installation due in early December.

Claris Airfield remedial works to the taxiway and apron undertaken by Fulton Hogan last weekend in November. New base course laid and recontoured, new seal surface applied. Reopened for aircraft use on 1 December 2020.

We are going to be completing closing in the area in front of the generator room to accommodate the large volumes of post and freight being received. This should be done within the next week or so. Volumes of freight/post on Barrier Air are now exceeding 1,000kgs per flight.

Parking Enforcement

No update this month.

Wharves

AT wharf operations are progressing their comms plan for the summer season which will clarify any escalations should there be any incidents which require AT response.

The draft comms plan has been shared by our operators and with neighboring businesses.

Fish passage remediation

Following site visits from Auckland Transport, Environmental Services and Healthy Waters, a prioritised short list of the top three priority sites for fish passage remediation has been developed.

The advice as a result of this visit is that it will be necessary to replace key locations with oversize box culverts.

Auckland Transport will ensure that future renewals accommodate this.

The Elected Member Relationship Manager (EMRM) has been investigating whether funding is available to support this project from AT’s Environmental Programme. Unfortunately, there is no funding available from this source at this point.

Auckland Transport is also investigating whether a Regional Programme is required to consider fish passage needs. If a Regional programme is developed this could be a future source of funding.

No update this month, the previous update was as follows:

AT and Healthy Waters are working together on how we operate and maintain our stormwater networks/treatment etc. Recently we have agreed that if the culvert has structural issues and/or is impeding transport/traffic then AT will look at upgrading it and if the culvert is undersized for the volume of water due to upstream development or requires changes for water quality/biodiversity then HW will fund the works. AT will include fish passage improvements when structural improvements are proposed.

The Board should note that with the new national policy statement for freshwater management, improvements to fish passage barriers would be mandatory in culvert upgrades. This would mean when structural improvements are required this would be funded from AT funding.

Local Board Transport Capital Fund

8.       Auckland Transport has updated the local board on the effect of the Auckland Council Emergency Budget allocation to the Local Board Transport Capital Fund (LBTCF) and the budget now available in 2020/2021.

9.       The new allocation for the financial year 2020/2021 is $47,000.

Resolution number GBI/2018/73 - requesting Auckland Transport to investigate a rough order of cost for traffic calmers at Claris settlement.

Road Safety Audit has been completed by an independent consultant.  We’re addressing a few issues raised by the safety audit. Upon completion of this audit the scheme plan and rough order cost will be presented to the Board.

The current Board has passed resolution GBI/2019/137 requesting that Auckland Transport create a rough order of cost for the replacement of the two culverts (identified by Environmental Services as numbers 66 & 68) under Aotea Road with oversized box culverts.

The rough order of cost for this has been estimated at $570k.

AT will discuss this with the Board at the next available workshop

The current Board has passed resolution GBI/2020/39 requesting that Auckland Transport prepare a rough order of cost for unsealed road improvements.

AT is currently revising its unsealed roads Programme and has report on this to the local board.

Community Safety Fund

11.     The CSF is funded from Auckland Transport’s safety budget and is dependent on the level of funding Auckland Transport receives from Council.

12.     Now that Auckland Council’s emergency budget is confirmed, Auckland Transport is reviewing all CSF projects. It is possible that projects are delayed or even stopped. When more detailed information is available it will be provided to the board.

14.     Auckland Transport engages closely with Council on developing strategy, actions and measures to support the outcomes sought by the Auckland Plan 2050, the Auckland Climate Action Plan and Council’s priorities.

15.     Auckland Transport’s core role is in providing attractive alternatives to private vehicle travel, reducing the carbon footprint of its own operations and, to the extent feasible, that of the contracted public transport network.

3.       The governance forward work calendars are part of Auckland Council’s quality advice programme and aim to support local boards’ governance role by:

·        ensuring advice on meeting agendas is driven by local board priorities

·        clarifying what advice is expected and when

·        clarifying the rationale for reports.

4.       The calendar also aims to provide guidance for staff supporting local boards and greater transparency for the public.

2.       Under section 12.1 of the current Standing Orders of the Aotea / Great Barrier Local Board, workshops convened by the local board shall be closed to the public. However, the proceedings of every workshop shall record the names of members attending and a statement summarising the nature of the information received, and nature of matters discussed.

3.       The purpose of the local board’s workshops are for the provision of information and local board members discussion.  No resolutions or formal decisions are made during the local board’s workshops.
