Resolution number MT/2020/180 MOVED by Chairperson C Makoare, seconded by Deputy Chairperson D Burrows: That the Maungakiekie-Tāmaki Local Board: a) give the following feedback on the allocations and delegations in the decision-making policy:
i) note the strength of the decision-making policy is compromised for local boards, due to the challenges in interpretation. Guidance notes, supporting material and examples to illustrate the policy in practical terms will strengthen and support local boards in their governance role; ii) endorse the areas of concern listed in paragraph 36 of the report as relevant to the review; iii) request that findings of the Governance Framework Review are progressed and integrated as part of this review; b) endorse the proposed approach to the long-term plan consultation. c) support the proposal for a review of the decision-making policy, to be undertaken by the Joint Governance Working Party (JGWP) in early 2021 before the adoption of the long-term plan to examine and recommend improvements to the current decision-making framework. |

Resolution number MT/2020/181 MOVED by Chairperson C Makoare, seconded by Member N Henry: That the Maungakiekie-Tāmaki Local Board: a) note that the 10-year Budget public consultation dates have changed from 15 February to 15 March 2021 to 22 February to 22 March 2021; b) approve local consultation document content (Attachment A) and local supporting information content (Attachment B) for inclusion in the 10-year Budget 2021-2031 consultation material; |

Resolution number MT/2020/182 MOVED by Chairperson C Makoare, seconded by Deputy Chairperson D Burrows: That the Maungakiekie-Tāmaki Local Board: c) delegate authority to the local board chair and deputy chair to approve any changes required to finalise the local consultation document and supporting information content for the Maungakiekie-Tāmaki Local Board for the 10-year Budget 2021-2031; |

Resolution number MT/2020/183 MOVED by Member N Henry, seconded by Deputy Chairperson D Burrows: That the Maungakiekie-Tāmaki Local Board: d) approve, for consultation, the Glen Innes Business Association’s proposed business improvement district (BID) programme boundary expansion, noting that if the council approves the BID programme boundary expansion the targeted rate will increase from $166,000 to $250,000 as of 1 July 2021. |

Resolution number MT/2020/186 MOVED by Chairperson C Makoare, seconded by Deputy Chairperson D Burrows: That the Maungakiekie-Tāmaki Local Board: g) delegate to the following elected members and staff the power and responsibility to hear from the public through “spoken (or New Zealand sign language) interaction” in relation to the local board agreement at the council’s public engagement events during the consultation period for the 10-year Budget 2021-2031: i) local board members and chairperson; ii) General Manager Local Board Services, Local Area Manager, Local Board Senior Advisor, Local Board Advisor, Local Board Engagement Advisor; iii) any additional staff approved by the General Manager Local Board Services or the Group Chief Financial Officer. |
