Member Robertson – Affiliation with the East Tamaki Rugby Football Club, conflict with Item 15: Ōtara-Papatoetoe Local Board, Quick Response Grant Round Two 2020/2021, grant allocations, application QR2113-05. He did not take part in the discussion or voting on this application.
Resolution number OP/2020/193 MOVED by Chairperson L Fuli, seconded by Member R Autagavaia: That the Ōtara-Papatoetoe Local Board: a) confirm the ordinary minutes of its meeting, held on Tuesday, 17 November 2020 and the extraordinary minutes of its meeting, held on Tuesday, 1 December 2020, as true and correct. |

Jane Tongatule
I would like to acknowledge Jane Tongatule who has retired from being the manager of the Greater East Tamaki Business Association (GETBA). Jane has worked well with the local board and has ensured that the Business Improvement District (BID) has functioned well. She has taken a keen interest in the Otara Waterways and Lake trust and has supported their projects in the GETBA area. She will be missed as she has done an outstanding job in making GETBA one of the most successful BIDs in Auckland.
Papatoetoe West Primary School
I would like to acknowledge Papatoetoe West Primary school which received a green gold award at the Tāmaki Makaurau enviro-schools awards on Friday. This is a great honour and reflects the hard work and commitment of the whole school towards sustainability in everything they do.
The Chair Lotu Fuli acknowledged:
David Riley
David Riley taught English at Tangaroa College for more than 3 decades. He was highly regarded and respected by his students and staff colleagues. David empowered our local youth through his nurturing and creative teaching skills. He was particularly good at encouraging students to become writers and storytellers. In the last few years, David has published several books so that our Maori and Pasifika youth could have books to read about their own heroes and heroines - books about people that looked like them. David is leaving teaching to dedicate his time to developing this passion and important work further. I congratulate and commend David for his many years of service to our tamariki and community.

Resolution number OP/2020/201 MOVED by Chairperson L Fuli, seconded by Deputy Chairperson A Choudhary: That the Ōtara-Papatoetoe Local Board: a) approve the transfer of ownership of the hall at 24R York Road, Papatoetoe, owned by The Scout Association of New Zealand to The Phoenix Community Hall Trust Board in accordance with clause 7.2 of the lease dated 28 July 2009 b) note the public notification under the Reserves Act 1977 council’s intention to enter into a lease for the land at 24R York Road, Papatoetoe described as Lot 39 Deposited Plan 18610 (outlined in red and hatched on Attachment A) c) delegate to the Ōtara -Papatoetoe Local Board Chairperson, following public notification, the authority to appoint a hearings panel to consider objections, and to make a decision d) grant, under Section 73 (3) of the Reserves Act 1977, subject to any objections being resolved, a new community ground-lease to The Phoenix Community Hall Trust Board for the land at 24R York Road Papatoetoe (marked in red and hatched on the map Attachment A) and described a as Lot 39 Deposited Plan 18610 comprising 9,981 square meters (more or less), subject to the following terms and conditions: i) term – one (1) year commencing 1 February 2021 with a single 1-year right-of-renewal and final expiry on 31 January 2023 ii) rent – one dollar ($1.00) plus GST per annum, if requested iii) rent review date – on renewal iv) permitted use – community and sporting activities and ancillary purposes v) the approved community outcomes plan provided in Attachment B to be included in the lease agreement as Schedule 3 e) all other terms and conditions in accordance with the Auckland Council Community Occupancy Guidelines 2012 and the Reserves Act 1977.

Resolution number OP/2020/202 MOVED by Chairperson L Fuli, seconded by Member R Robertson: That the Ōtara-Papatoetoe Local Board: a) approve the renewal of the community building-lease to South Auckland Woodturners Guild Incorporated for the land and building at the Allan Brewster Centre, Tavern Lane, Papatoetoe with the replacement of the community outcomes plan, with that appended as Attachment A b) noting the renewal is subject to the following conditions approved in 2016 resolution OP/2016/4 being: i) Term – 5 years commencing 1 December 2015 with one 5 year right of renewal ii) Rent - $1.00 (+ GST) per annum, if requested iii) An annual subsidised maintenance fee of $500.00 per annum iv) A Community Outcomes Plan, as approved, attached to the lease document v) All other terms and conditions in accordance with the Local Government Act 2002 and the Auckland Council Community Occupancy Guidelines 2012.

Resolution number OP/2020/203 MOVED by Chairperson L Fuli, seconded by Member O Dewes: That the Ōtara-Papatoetoe Local Board: a) note the existing public notification and iwi consultation of Auckland Council’s intention to grant new community leases at 46 Fair Mall, Ōtara b) grant under section 138 of the Local Government Act 2002, subject to any objections being resolved, the addition of Room 2 at 46 Fair Mall, Ōtara to the current lease to Sistema Aotearoa Trust being (7.6m2) (as marked on Attachment A) on land described as Lot 40 Deposited Plan 55184 contained in Record of Title NA89C/14; under the same terms and conditions as previously approved on 10 October 2020 under resolution number OP/2020/159 c) approve in principle the sublease of offices within the leased area of Auckland Citizens Advice Bureaux (on behalf of Ōtara Citizens Advice Bureau) to Mangere Budgeting Services Trust (operating as Ōtara Budgeting Service), for a term matching the current lease and request council staff to assist in the negotiation between the two parties d) request that staff commence an expression of interest process, early in 2021, for the vacant Room 9 at 46 Fair Mall, Otara. |

Resolution number OP/2020/204 MOVED by Chairperson L Fuli, seconded by Member R Autagavaia: That the Ōtara-Papatoetoe Local Board: a) approve the name Mātāwaka Lane for the new private road created by way of subdivision at 26 Kimpton Road and 40 Stonex Road, Papatoetoe, in accordance with section 319(1)(j) of the Local Government Act 1974 (resource consent references BUN60358856 and SUB60358858). |

Resolution number OP/2020/205 MOVED by Chairperson L Fuli, seconded by Member O Dewes: That the Ōtara-Papatoetoe Local Board: a) receive the performance report for July to October 2020 b) allocate up to $3,000 from the Locally Driven Initiatives (LDI) Maori Responsiveness budget (work line line # 913) to support the Tuia rangatahi programme in 2021 and to mentor a local rangatahi to participate c) note that this budget is primarily to support rangatahi travel arrangements to attend Tuia wānanga on marae at different locations throughout New Zealand, with arrangements made by Local Board Services. |
