Review of decision-making policy

 

Resolution number PKTPP/2020/174

MOVED by Chairperson J Fairey, seconded by Member J Turner:  

That the Puketāpapa Local Board:

a)      endorse the Joint Governance Working Party to undertake a review of the allocations and delegations before the adoption of the long-term plan and requests that the findings are reported back to local boards for consideration and feedback before going to the Governing Body for final decision.

b)      recommend that the review includes consideration of delegating decision making to local boards for naming parks and open spaces which are currently owned and managed by Council Controlled Organisations.

c)      recommend that the review includes consideration of decision making to local boards for the governance of road reserves and drainage reserves.

d)      recommend that decision making for transferring a service facility to a non-service facility is delegated to local boards.

e)      recommend that a clear disputes resolution process is developed to assist with disagreements about interpretation of the allocation table, as the current mechanism is insufficient.

f)       recommend that further guidance and explanation is developed to assist with interpretation and understanding of decision making for non-regulatory activities.

10-year Budget 2021-2031 consultation

 

Samantha Tan Rodrigo, Local Board Advisor was in attendance to speak to the report.

The initial feedback on the Mayoral proposal including the regional consultation topics was tabled at the meeting.  A copy of the tabled document has been placed on the official minutes and is available on the Auckland Council website as a minutes attachment.

 

 

Resolution number PKTPP/2020/175

MOVED by Chairperson J Fairey, seconded by Member E Kumar:  

That the Puketāpapa Local Board:

a)         approve local consultation document content (Attachment A) and local supporting information content (Attachment B) for inclusion in the 10-year Budget 2021-2031 consultation material.

b)        delegate authority to the local board chair to approve any changes required to finalise the local consultation document and supporting information content for the Puketāpapa Local Board for the 10-year Budget 2021-2031.

c)         approve the following Have Your Say event in the local board area during the 10-year Budget 2021-2031 consultation period:

i)          Local Board Community Forum, Thursday, 4 March 2020, 6.30pm – 8pm,

       Lynfield YMCA Youth & Leisure Centre, 16-18 Griffen Park Road,

       Mt Roskill

ii)         Local Board Community Forum, Thursday, 11 March 2020, 6.30pm – 8pm,

       Puketāpapa Local Board office, 560 Mt Albert Road, Three Kings

d)        delegate authority to the local board chair to approve any changes required to the Have Your Say event.

e)         delegate to the following elected members and staff the power and responsibility to hear from the public through “spoken (or New Zealand sign language) interaction” in relation to the local board agreement at the council’s public engagement events during the consultation period for the 10-year Budget 2021-2031:

i)          local board members and chairperson

ii)         General Manager Local Board Services, Local Area Manager, Local Board Senior Advisor, Local Board Advisor, Local Board Engagement Advisor

iii)       any additional staff approved by the General Manager Local Board Services or the Group Chief Financial Officer

f)          notes the limited amount of time that the board has had to consider the Mayoral proposal on the 10-year Budget 2021-2031. (Attachment C)

g)        supports, in principle consultation on a 5% rates increase for financial year 2021/2022, noting the intention to fully fund climate action proposals within the rates increase amount, as business as usual.

h)        provides additional feedback on the Mayoral proposal and the potential regional consultation topics for the 10-year Budget 2021-2031, in the attachment tabled at the meeting entitled “Puketāpapa Local Board feedback on key regional topics (2 December 2020)”

i)          thank officers Samantha Tan Rodrigo, Mary Hay and the other council officers who supported in bringing this piece of work together.

Auckland Council's Performance Report: Puketāpapa Local Board for July to October 2020

 

Mary Hay, Senior Local Board Advisor and David Rose, Lead Financial Advisor were in attendance to speak to the report.

MOVED by Deputy Chairperson H Doig, seconded by Member F Lai:  

That the Puketāpapa Local Board:

a)         receive the performance report for July to October 2020.

b)        thank Mary Hay and David Rose for their attendance

Local board views on plan change to enable rainwater tank installation for the Auckland region

 

Resolution number PKTPP/2020/177

MOVED by Member E Kumar, seconded by Chairperson J Fairey:  

That the Puketāpapa Local Board:

a)    support the council’s proposed change to the Auckland Unitary Plan to enable rainwater tank installation for the Auckland region as an effective way to allow onsite, local rainwater collection as a mitigation to the ongoing drought challenges facing Tāmaki Makaurau.

 

b)    appoint Member J Turner and Member B Shen to speak to the local board views at a hearing on council’s enabling rainwater tanks plan change for the Auckland region.
