Resolution number PPK/2020/219 MOVED by Chairperson B Catchpole, seconded by Deputy Chairperson J Robinson: That the Papakura Local Board: a) acknowledge the recent Sikh Games at Pulman Park over the weekend of 28 November 2020. The event was a huge success in bringing together people into the board area from all of New Zealand, a big thank you to the many organisers. |

Acknowledgement - Anniversary of Whakaari/White Island volcanic eruption |

Resolution number PPK/2020/220 MOVED by Chairperson B Catchpole, seconded by Member G Hawkins: That the Papakura Local Board: a) acknowledge the anniversary of the tragic and fatal explosive volcanic eruption from vents in the 1978/90 Crater Complex on Whakaari/White Island at 2:11pm on Monday 9 December 2019. Tragically a number of visitors and guides on the island at the time were injured and killed, with some also dying later from their injuries. A tragic day for New Zealand and all the affected families. |

December 2020: Auckland Transport monthly update to the Papakura Local Board |

Resolution number PPK/2020/225 MOVED by Member F Auva'a, seconded by Member G Hawkins: That the Papakura Local Board: a) receive the Auckland Transport December 2020 monthly update report b) request Auckland Transport (Planning and Investment team and Parking Services team) present in a local board workshop options for the use of the legacy Papakura District Council Parking Reserve Fund of approximately $800,000 (excluding interest) c) thank Auckland Transport for the site visit to understand the bus layover issues in Opaheke Road and look forward to the report back on measures taken to ensure the bus drivers fully utilise the bus layover area on Opaheke Road d) note that the option of utilising the corner of Great South Road and Settlement Road as a bus layover requires further investigation and that the board requests a cultural assessment be undertaken to inform solutions e) request an assessment of the missing street signs and replacement procedures in Papakura. |

Resolution number PPK/2020/226 MOVED by Deputy Chairperson J Robinson, seconded by Member G Hawkins: That the Papakura Local Board: a) receive the Papakura Local Board Transport Capital Fund Allocation report to progress Greenways projects 12 and 13 b) approve $44,219 to fund the completion of the design aspects of the Papakura Greenway projects 12 and 13 c) request Auckland Transport provide options for the remaining Local Board Transport Capital Fund at the Papakura Local Board February 2021 business meeting. |

Resolution number PPK/2020/228 MOVED by Member G Hawkins, seconded by Member K Mealamu: That the Papakura Local Board: a) approve the revised Papakura Youth Councils Terms of Reference (Attachment A to the agenda report), noting the following additional changes: i) delete reference to the Youth Advisory Panel as they do not operate on a local board representative structure any longer ii) any reference to Community Empowerment Unit (CEU) staff be replaced with the words “Auckland Council” to counter act any further council structure changes. |

Resolution number PPK/2020/230 MOVED by Deputy Chairperson J Robinson, seconded by Member F Auva'a: That the Papakura Local Board: a) note the public notification, under the Local Government Act 2002, of council’s intention to enter into a lease for part of the land at 76 Chichester Drive, Papakura described as Lot 22 Deposited Plan 77148, comprising 782 square meters, (more or less) NA33C/524 (as outlined in red and hatched on the map in Attachment A to the agenda report) b) grant, subject to any objections being resolved, under section 73(3) of the Local Government Act 2002, a new community ground lease to Te Whānau Tupu Ngātahi O Aotearoa – Playcentre Aotearoa for the land at 76 Chichester Drive, Papakura (marked in red and hatched on the map attached as Attachment A) and described as Lot 22 Deposited Plan 77148 (comprising 782 square meters) NA33C/524 i. term – two (2) years commencing 1 October 2020 and final expiry on 30 September 2022, under the following terms: ii. rent – one dollar ($1.00) plus GST per annum, if requested iii. permitted use – community use. iv. no community outcomes plan is required. c) grant, under section 61(2A)(a) of the Reserves Act 1977, a new community ground lease to Te Whānau Tupu Ngātahi O Aotearoa – Playcentre Aotearoa for the land at 1R Great South Road, Papakura being 305 square metres (more or less) (marked in red and hatched on the map attached in Attachment B to the agenda report) and described as Part Allotment 5 Section 12 Village of Papakura, under the following terms: i. term – two (2) years commencing 1 October 2020 and final expiry on 30 September 2022 ii. rent – one dollar ($1.00) plus GST per annum, if requested iii. permitted use – community use iv. no community outcomes plan is required. d) all other terms and conditions in accordance with the Auckland Council Community Occupancy Guidelines 2012, the Local Government Act 2002 and the Reserves Act 1977. |

Resolution number PPK/2020/231 MOVED by Member F Auva'a, seconded by Chairperson B Catchpole: That the Papakura Local Board: a) note the public notification under the Local Government Act 2002 council’s intention to enter into a lease for part of the land at 17 Ray Small Drive, Papakura described as Lot 2 Deposited Plan 93036, comprising 1,804 square meters (as outlined in red and hatched on the map in Attachment A to the agenda report) b) grant under Section 138 of the Local Government Act 2002, subject to any objections being resolved, a new community building-lease to The Girl Guides Association New Zealand Incorporated (Pahurehure Girl Guides) (marked in red and hatched on the map in Attachment A to the agenda report) for part of the land described as Lot 2 Deposited Plan 93036, comprising 1,804 square meters (more or less) subject to the following terms and conditions: i. term – five (5) years commencing 1 February 2021 with a single five-year right-of-renewal and final expiry on 31 January 2031 ii. rent – one dollar ($1.00) plus GST per annum, if requested iii. rent review date – on renewal iv. permitted use – as a girl guide hall and ancillary purposes v. the approved community outcomes plan (Attachment B), to be included in the lease agreement as Schedule 3. c) all other terms and conditions in accordance with the Auckland Council Community Occupancy Guidelines 2012 and the Local Government Act 2002. |

Auckland Council's Performance Report: Papakura Local Board for July to October 2020 |

Resolution number PPK/2020/234 MOVED by Deputy Chairperson J Robinson, seconded by Chairperson B Catchpole: That the Papakura Local Board: a) receive the performance report for the period July to October 2020 c) approve the reallocation of $25,000 locally driven initiative (LDI) capex from the ’Papakura – “Broadway Papakura shared space” contribution’ work programme line 3504 back to the LDI Capex fund for allocation in FY22 as the ‘Broadway Papakura shared space’ Innovating Streets project did not proceed in 2020 d) approve the reallocation, within the ‘Commercial Project Group Implementation’ work programme line 1918, of the additional $2,000 previously apportioned to the developers evening to the “Why Papakura” publication rewrite e) note the cancellation of the Hingaia Park sod turning event and the use of that budget to offset the Armistice Day event overspend both within the ‘Local civic events Papakura’ work programme line 975 f) approve the allocation of $3,000 within the ‘Responding to Māori Aspirations’ work programme line 965 for the purpose of supporting Papakura Local Board’s Tuia rangatahi mentoring programme, and that it be noted that this budget is primarily to support rangatahi travel arrangements to attend Tuia wānanga on marae at different locations throughout New Zealand, with arrangements made by Local Board Services. |
