Minutes of an extraordinary meeting of the Waitākere Ranges Local Board held in the Waitākere Ranges Local Board Office, 39 Glenmall Place, Glen Eden on Thursday, 3 December 2020 at 10.06am.

Chair Greg Presland opened the meeting and welcomed those present.
Specifically, members are asked to identify any new interests they have not previously disclosed, an interest that might be considered as a conflict of interest with a matter on the agenda.

Resolution number WTK/2020/155 MOVED by Chairperson G Presland, seconded by Member M Allen: That the Waitākere Ranges Local Board: a) note the unsatisfactory timeframe to respond to the Mayor’s 10-year Budget 2021-2031 Proposal. b) approve local consultation document content and local supporting information content for inclusion in the 10-year Budget 2021-2031 consultation material. c) delegate authority to Chair Greg Presland to approve any changes required to finalise the local consultation document and supporting information content for the Waitākere Ranges Local Board for the 10-year Budget 2021-2031. d) approve the following formal Have Your Say event in the local board area during the 10-year Budget 2021-2031 consultation period: i) Hearing-style event, Thursday, 25 February 2021, 4.00 – 5.00pm. e) note that the Board will engage with its community about the 10-year budget 2021-2031 and ways to provide feedback. f) delegate authority to the local board Chair to approve any changes required to the Have Your Say events. g) delegate to the following elected members and staff the power and responsibility to hear from the public through “spoken (or New Zealand sign language) interaction” in relation to the local board agreement at the council’s public engagement events during the consultation period for the 10-year Budget 2021-2031: i) local board members and chairperson ii) General Manager Local Board Services, Local Area Manager, Local Board Senior Advisor, Local Board Advisor, Local Board Engagement Advisor iii) any additional staff approved by the General Manager Local Board Services or the Group Chief Financial Officer. h) delegate feedback on the Mayor’s 10-year Budget 2021-2031 Proposal to Chair Greg Presland and Deputy Chair Toms. |
Resolution number WTK/2020/156 MOVED by Chairperson G Presland, seconded by Deputy Chairperson S Toms: That the Waitākere Ranges Local Board: a) agree to adjourn the meeting until 2.30pm on 3 December 2020. |
The meeting adjourned at 10.38am and reconvened at Item 11 on 3 December 2020 in the Boardroom at the Waitākere Ranges Local Board office, 39 Glenmall Place, Glen Eden at 2.42pm. |

Resolution number WTK/2020/157 MOVED by Chairperson G Presland, seconded by Member S Coney: That the Waitākere Ranges Local Board: a) endorse the proposed approach to the long-term plan consultation. b) welcome the opportunity to give the following feedback on the allocations and delegations in the decision-making policy. c) request that clear advice be provided around delegations and allocations, and that sufficient resourcing of budget and advice is provided with these delegations and allocations. d) request further clarity on those responsibilities delegated by the Governing Body to council-controlled organisations to ensure that the public understands who is responsible for what, and that expectations around communication and accountability of Council Controlled Organisations to local boards are met. e) request that a simple process for dispute resolution around delegations and allocations be developed and clearly communicated to local boards. f) note that Auckland Council’s commitments to Māori under Te Tiriti o Waitangi are not visible in these allocations and support further consideration being given to how Māori, whether via the Independent Māori Statutory Board, through formal relationships with mana whenua entities, or other representative mechanisms can be involved in Auckland Council’s decision-making. g) support consideration of delegations to local boards around the development of area plans, noting in particular the Waitākere Ranges Local Board’s concern to see spatial planning in the Glen Eden area which ensures that growth currently underway achieves good community outcomes, and that essential infrastructure, community assets, accessible green space, canopy cover, and the need to mitigate against the impacts of climate change and reduce carbon emissions are given adequate consideration. h) support consideration of increased support and empowerment for local boards around local economic development, noting that this has always been a priority for local boards, but that organisational support and resourcing has been lacking in this area for a long time. i) request that the delegation to local boards to provide input into notification decisions for resource consent applications be expanded to include input on the application from a local point of view. j) request that the delegation to local boards to make objections to liquor licensing applications under the Sale and Supply of Alcohol Act 2012 be expanded to include special liquor licenses. k) note that local boards have been delegated the power to propose the revocation of reserve status (s.24(1)) under the Reserve Act 1977) for local reserves and considers that the Governing Body should not have the power to revoke Reserve Act status or sell a reserve over the objections of a local board. l) request that local boards be allocated the power to make formal submissions to government on legislation in their own right. m) request that Auckland Unlimited recognise the role of and work more collaboratively with local boards with regard to major events, tourism and visitor centres, and business attraction and development. n) request that local boards are allocated or delegated the responsibility for the divestment of all local park land, including the disposal of surplus parks. o) request that local boards have greater input into the process of decisions around notable trees and historical heritage sites. p) request that local boards are allocated or delegated the responsibility to make decisions on all local procurement, in particular local boards should have a much larger role in determining levels of service. q) request that local boards are allocated the responsibility for open cemeteries. |
