Resolution number HB/2021/5 MOVED by Member G Holmes, seconded by Member A Dunn: That the Hibiscus and Bays Local Board: a) approve Option 3 of the agenda report, to remove the tree limb and restore full access to the boardwalk at Waiake Beach in Torbay. Consultation with the community, noted within the report, showed that the majority of respondents indicated that the low hanging tree limb affects their use of the boardwalk and that the majority of users always or usually use the boardwalk when visiting the reserve. b) request that before any action is taken regarding the shed positioned next to the boardwalk on Waiake Beach Reserve in Torbay, staff be directed to liaise with the Torbay Sailing Club on their needs and provide the Hibiscus and Bays Local Board with an update and options as soon as possible c) note the content of the Arboricultural, Structural, Coastal and Risk assessments as well as the Legal Advice relating to the Pōhutukawa tree that is creating access issues on the Waiake Beach boardwalk in Torbay d) note that the Hibiscus and Bays Local Board support the application for removal of the tree limb proceeding on a non-notified basis given the public consultation that has already taken place e) note the concerns raised by Glenn Wilcox, member of the Independent Māori Statutory Board, that the submission mentioned in point 101 of the agenda report was not intended to be a cultural values assessment but rather an opening Korero and lacked an authorised translation in order to give this due consideration within mātauranga Māori. |
