6          Acknowledgements

 

·          2020 was a difficult year due to COVID19 Impacts.  Community need to remain vigilant

·         MOLB Members attended the Community Meeting with AT project team Cycleways through Mangere Bridge on 14 Dec 2020.  AT members completed the Community consultation.  Mangere Bridge residents (<100) asked to be kept up to date with developments. Through the QnA session fronted by AT staff, many questions were raised on location design and information to the community.  AT officers will report back to the local board in the New year

·         Opening Powhiri/Hui at Maguika Maunga Devonport with Tupuna Maunga Authority and mana whenua, a grand event in conjunction with opening race days of the America’s Cup 

·         Mangere Arts Centre 10th year celebration December 2020

·         Good Seed Trust 15 years celebration held in Manukau recently

·         Fale Pasifika Women’s Refuge opening and the partners who continue to work providing services to these women and children

·         Cook Island Consul-General Keu Mataroa who has now been appointed in the role. Previously Mama Rosie Blake was in the role, now retired

·         Community celebration, Age-Friendly Plan launched in Mangere Bridge recently

·         Jean Batten Primary School 50 years celebration December 2021

·         Fr Frank Roach Passed away 18 Dec 2020, aged 89 years. The funeral was held on 22 Dec 2020 at St Therese, Wickman Way, Mangere. Fr Roach served at St Therese for two terms namely 1990-1996 and 1998-2001

·         Dr Lynaire Ann Doherty on graduating in Doctor of Philosophy - PhD from Faculty of Medical and Health Sciences in department of Psychological Medicine, University of Auckland

·         Meeki Copper-Nicola and Apryl Trego of the Otahuhu Softball Club on being named to play for the Junior White Sox at the recent Roper Tournament. 

·         Ōtāhuhu College on achieving 90 years' contribution to the education of our community

·         The passing on Mrs Meliame Fihaki, wife of Aotearoa NZ Tongan Synod Superintendent Rev Kalolo Fihaki.

·         To all public members that stood for the by election. Congratulations to our newly elected board member Papaliitele and his family and community network. We acknowledge the courage, passion and calibre of our community committed to engaging in the democratic process

·         A special mention to Eddie Tuiavii and the by election team whom facilitated two well attended events

·         26th portage crossing regatta over the weekend

·         Nga Whare Waatea Marae - Foodbank services

Te Kete Rukuruku programme - adoption of te reo Māori names, receipt of associated narratives and installation of bilingual signs at Moyle Park

 

Resolution number MO/2021/10

MOVED by Chairperson L Sosene, seconded by Member N Bakulich:  

That the Māngere-Ōtāhuhu Local Board:

a)      adopt 62 te reo Māori names as dual names for parks as outlined in Attachment A

b)      receive the narratives which tell the story behind each of the names as outlined in Attachment A

c)      acknowledge that Auckland Council has agreed to enter into a mātauranga agreement that commits to upholding the correct use of the name and use it only for purposes that have a community outreach or educational purpose (non-commercial use)

d)      authorise the gazettal of park names listed in Attachment A, for parks classified under the Reserves Act 1977, in accordance with section 16 (10) of the Reserves Act   

e)      approve Moyle Park as the preferred location for the installation of bilingual signage. 

f)       acknowledge the hard work and support from Te Ākitai o Waiohua and Ngāti Tamaoho, the iwi who have special interest in this local board area and who considered and provided relevant names for these sites

g)      note that the receiving of te reo Māori names for local parks in Māngere-Ōtāhuhu is of great significance for the board and local communities. This marks an important and historic occasion to establish the first bi-lingual signage at a local park

h)      approve organising in partnership with mana whenua, a celebratory community civic event on the occasion of the unveiling of the bi-lingual signage at Moyle Park and ask staff to work closely with the local board to plan the delivery of the event

i)       thank council staff for all the hard work on this project.

Classification of Mayflower Park and part Moyle Park

That the Māngere-Ōtāhuhu Local Board:

a)      classify Mayflower Park described as Lot 167 DP 55383 and Lot 2 DP 435787 comprising 2839m2 contained in RT535267 as a recreation reserve under section 16(1) of the Reserves Act 1977

b)      classify part of Moyle Park located at 33R Watchfield Close, Mangere being Lot 36 Deposited Plan 66356 comprising 101m2, contained in NA45A/347 as a recreation reserve under section 16(1) of the Reserves Act 1977.

Changes to the Community Facilities work programme 2020-2023

MOVED by Chairperson L Sosene, seconded by Member C O'Brien:  

That the Māngere-Ōtāhuhu Local Board:

a)      agree to cancel the community facilities work programme activity line Māngere Arts Centre - upgrade heating, ventilation and air conditioning (HVAC) system SharePoint ID 3325 approved under MO/2020/106 with a local renewals budget (ABS Capex) of ‘$100,000 in financial year 2020/2021, due to the works no longer being required

b)      approve the reallocation of local renewals funding (ABS Capex) of $100,000 from the Māngere Arts Centre - upgrade heating, ventilation and air conditioning (HVAC) system SharePoint ID 3325] and local renewals funding (ABS Capex)  of $54,000 from [Mangere Centre Park - renew and upgrade park assets SharePoint ID 2704 to the ‘Otahuhu Community Centre [former Library] - roof renewal’ (SharePoint ID 2894)

c)      approve the variation of the scope to the existing activity SharePoint ID 2894 Otahuhu Community Centre - roof renewal to reflect the change more accurately to ‘Otahuhu Town Hall and Community Centre [former Library] – renew roof’

d)      approve the deferral of the 2020/2021 capital expenditure local renewals budget (ABS Capex) for the following capex projects:

i)    SharePoint ID 2704 ‘Mangere Centre Park - renew and upgrade park assets’ deferral of $140,000 in financial year 2020/2021 to financial year 2021/2022

ii)   SharePoint ID 3076 ‘David Lange Park - develop destination playground’ deferral of $120,000 in financial year 2020/2021 to financial year 2021/2022

iii)  SharePoint ID 3078 ‘Cyclamen Park - Playground Renewal’ deferral of $107,343 in financial year 2020/2021 to financial year 2023/2024

e)      agree to bring the following approved ‘Risk-Adjusted Programme (RAP) Projects’ forward, to enable the urgent and necessary delivery:

i)    SharePoint ID 3375 Moana-Nui-A-Kiwa Leisure Centre - renew various asset components – brought forward from financial year 2022/2023, to the value of $125,000

ii)   SharePoint ID 2705 ‘Mangere East Library - comprehensive renewal’ – brought forward from financial year 2021/2022, to the value of $128,533.

Local board views on private plan change 57 for 57 Grange Road, 2 Grange Road and 69A Omana Road, Papatoetoe

 

Resolution number MO/2021/13

MOVED by Chairperson L Sosene, seconded by Member C O'Brien:  

That the Māngere-Ōtāhuhu Local Board:

a)      provide the following feedback on private plan change 57 by the Royal Auckland and Grange Golf Club, 57 Grange Road, Grange Road, 2 Grange Road and 69A Omana Road, Papatoetoe:

i)       the local board oppose the proposed Plan Change 57 and support the major share of the public submissions in objecting to, the plan change application from the Royal Auckland and Grange Golf Club to rezone the sites from Residential status, to Open Space – Sport and Active Recreation

ii)      the board fully supports the provision of public open space in the local board area, however, this plan change won’t maximise public open space as the land remains private, exclusive and unavailable to the vast majority of our residents

iii)     many locals aspire to become homeowners however this is difficult due to many factors including the availability of affordable land parcels for development. The local board will strongly advocate for cost-effective housing provision for locals to become successful homeowners if the residential zoning remains   

iv)     the local board’s position to retain residential zoning aligns with the Auckland Unitary Plan – Homes and Places outcome, highlights Maori housing aspirations, and the National Policy Statement on Urban Development which prioritises adequate land for development opportunities that meet the community, business, and housing needs

v)      place-making contributes to wellbeing and supports the way we live. The board acknowledges the PC area as a prime location for future development and residential intensification that is nearby to transport links, medical services, education institutes, and shopping options. A successful PC will drastically remove these opportunities in supporting community objectives in our local board plans

 vi)    the local board’s views resonate with the Otara-Papatoetoe local board’s opposition to the zone change and favour opportunities to construct affordable and equitable housing options for our local communities

b)      appoint Deputy Chairperson Togiatolu Walter Togiamua to speak to the local board views at a hearing on private plan change 57

c)      delegate authority to the chairperson of the Māngere-Ōtāhuhu Local Board to make a replacement appointment in the event the local board member appointed in resolution b) is unable to attend the private plan change hearing.

Local board views on a Notice of Requirement for alterations to Designation 6302 for the North Island Main Trunk (NIMT) Railway Line from Middlemore Station to Wiri Junction

MOVED by Chairperson L Sosene, seconded by Deputy Chairperson W Togiamua:  

That the Māngere-Ōtāhuhu Local Board:

a)      support in principle and provide the following  views on the Notice of Requirement for an alteration to designation 6302 by KiwiRail Holdings Ltd between Middlemore Station and Wiri Junction:

i)          request that KiwiRail minimise the impact to the local community during construction that timetable schedules for public transport are not disrupted, local congestion are not made worse during construction, and health and safety practices are implemented in particular noise and dust pollution that may impact local schools and residents

 

ii)        advocate that KiwiRail identify and promote the local procurement network to support the North Island Main Trunk (NIMT) Railway Line from Middlemore Station to Wiri Junction development

 

iii)       require KiwiRail to regularly update the local board throughout the project’s construction and when required to support community engagement

 

iv)       request KiwiRail ensure mana whenua tikanga principles are sought in a separate forum and incorporated for all of its work  in the  Māngere-Ōtāhuhu rohe, and specifically minimise negative impacts on the local environment in particular fresh water streams and stormwater infrastructure

 

b)      appoint Member Kolo to speak to the local board views at a hearing on the Notice of Requirement

c)      delegate authority to the chairperson of Māngere-Ōtāhuhu Local Board to make a replacement appointment in the event the local board member appointed in resolution b) is unable to attend the private plan change hearing.

Public feedback on proposal to amend the Alcohol Control Bylaw 2014

That the Māngere-Ōtāhuhu Local Board:

a)      note the public feedback to the proposal to amend Te Ture ā-Rohe Whakararata Waipiro/the Alcohol Control Bylaw 2014 by people from the local board area in this agenda report

b)      adopt the following views on the public feedback in (a) to assist the Bylaw Panel in its deliberations on all public feedback to the proposal:

i)     support the Auckland Council’s proposals on the Alcohol Control Bylaw 2014 and adopt the following views on the public feedback in (a) to assist the Bylaw Panel in its deliberations the local board provides the following:

a)    more controls on alcohol consumption such as designated areas and in     particular at family events

b)    considered prevention and intervention on our public transport networks and ‘fan trails’ as negative alcohol effects are not limited only to the stadiums

c)      appoint Member Bakulich and Member Peo  to present the views in (b) to the Bylaw Panel on Friday 19 March 2021

d)      delegate authority to the local board chair to make replacement appointment(s) to the persons in (c) if a member is unavailable.
