MOVED by Chairperson C Makoare, seconded by Deputy Chairperson D Burrows:  

That the Maungakiekie-Tāmaki Local Board:

a)         confirm the ordinary minutes of its meeting, held on Tuesday, 24 November 2020 and the extraordinary minutes of its meeting, held on Tuesday, 1 December 2020, including the confidential section, as true and correct.

a)         acknowledge the passing of Ms Sievasina Huka. The Huka family have been long-term residents and are well-known in the community. Thoughts and prayers are with the whanau and friends of Sievasina at this time.

Meadowbank and St Johns Residents Association

 

Chairmaine Vaughan of the Meadowbank and St Johns Residents Association was present to discuss proposed bike trail and walking trail options with the board.

 

A presentation and document was tabled at the meeting. A copy can be found in the official minutes attachment on the Auckland Council website.

MOVED by Chairperson C Makoare, seconded by Member N Henry:  

That the Maungakiekie-Tāmaki Local Board:  

a)      receive the performance report for July to October 2020;

b)      reallocate the following 2020/2021 locally driven initiative operating expenditure budgets to the activity, responsible pet ownership SPCA cat desexing and microchipping programme:

i)       $10,000 from the activity, Point England North Planting project (ID 15240)

c)      reallocate the following 2020/2021 locally driven initiative operating expenditure budgets to the activity, safeswim sign at Point England:

i)       $11,500 from the activity, Te Kete Rukuruku tranche two (ID 172)

d)      reallocate the following 2020/2021 locally driven initiative operating expenditure budgets to the activity, Low Carbon Lifestyles:

i)       $2,000 from the activity, Point England North Planting project (ID 15240)

ii)      $11,500 from the activity, Te Kete Rukuruku tranche two (ID 172).

Approval of the Waikaraka Park Reserve Management Plan and Masterplan

 

Elaine Lee, Service and Asset Planner, Regional Service Planning, Investment and Partnerships, was in attendance to speak to this item.

MOVED by Deputy Chairperson D Burrows, seconded by Chairperson C Makoare:  

That the Maungakiekie-Tāmaki Local Board: 

a)      approve the Waikaraka Park Reserve Management Plan;

b)      approve the Waikaraka Park Masterplan;

c)      delegate to the local board chair and deputy chair approval of any minor amendments to the Waikaraka Park Reserve Management Plan and Masterplan, prior to uploading the plans on the council’s website for the public.

Proposed Glen Innes Business Association BID expansion project

That the Maungakiekie-Tāmaki Local Board: 

a)      approve the proposed 2021 boundary map expanding the Glen Innes Business Improvement District programme, as shown in the map (Attachment A to the agenda report).

Public feedback on proposal to amend the Alcohol Control Bylaw 2014

Resolution number MT/2021/9

MOVED by Member MM Meredith, seconded by Member T Woodcock:  

That the Maungakiekie-Tāmaki Local Board: 

a)        note the public feedback to the proposal to amend Te Ture ā-Rohe Whakararata Waipiro / the Alcohol Control Bylaw 2014 by people from the local board area in this agenda report;

b)        adopt the following views on the public feedback in (a) to assist the Bylaw Panel in its deliberations on all public feedback to the proposal:

                        i.                   endorse the public feedback that the alcohol bylaw change will be useful and important as it works towards a healthier lifestyle, reduces social harm and creates clearer, more efficient and enforceable rules;

                      ii.                   note the bylaw change as it aligns with the Maungakiekie-Tāmaki Local Board Plan 2020 Outcome 1: our diverse communities are active, involved and engaged;

iii.        support the proposed amendments to Te Ture ā Rohe Whakararata             Waiprio / the Alcohol Control Bylaw 2014.

Local board input into preparation of the draft 2021 Regional Parks Management Plan

Resolution number MT/2021/10

MOVED by Chairperson C Makoare, seconded by Member P McGlashan:  

That the Maungakiekie-Tāmaki Local Board: 

a)         provide the following feedback to inform the preparation of the draft Regional Park Management Plan 2021:

i)      recommend an increased focus on:

                 A)        making regional parks more suitable for native species by                               creating appropriate native ecosystems and by planting native                         trees;

             B)        increasing the visibility and investment of Mutukaroa - Hamlins                         Hill Regional Park as it has significant heritage values for mana                         whenua and untapped potential;

ii)     endorse community’s feedback to:

             A)        create a more connected and integrated network between                                regional and local parks for walking/cycling;

             B)        emphasize the role regional parks can play in educating the                            community around nature, culture and historical heritage.
