Public feedback on proposal to amend the Alcohol Control Bylaw 2014 |

Resolution number PPK/2021/13 MOVED by Member S Smurthwaite, seconded by Deputy Chairperson J Robinson: That the Papakura Local Board: a) note the public feedback to the proposal to amend Te Ture ā-Rohe Whakararata Waipiro / the Alcohol Control Bylaw 2014 by people from the local board area in this agenda report b) adopt the following views on the public feedback to the proposal to amend Te Ture ā-Rohe Whakararata Waipiro / the Alcohol Control Bylaw 2014 to assist the Bylaw Panel in its deliberations on all public feedback to the proposal: i) Note that of the 881 submissions received on the proposal to amend Te Ture ā-Rohe Whakararata Waipiro / the Alcohol Control Bylaw 2014, 24 submissions were received from the Papakura Local Board area. ii) The number of submissions from the Papakura Local Board area was a low sample size, 24 submissions equating to three percent of the number of submissions received. iii) It is noted that not all submitters responded to the proposal to introduce temporary alcohol bans for major events at four regional venues, meaning the response numbers were even lower. iv) The board support the proposal to introduce new temporary alcohol bans for major events at four regional venues (Rarotonga / Mount Smart Stadium, Waiōrea / Western Springs Stadium, Eden Park and Pukekawa / Auckland Domain), to reduce alcohol-related crime and disorder, noting there was marginal agreement by Papakura Local Board submitters. v) The board support proposal 2 and 3 to amend Te Ture ā-Rohe Whakararata Waipiro / the Alcohol Control Bylaw 2014, to make it easier to read and understand. |

Local board input into preparation of the draft 2021 Regional Parks Management Plan |

Resolution number PPK/2021/14 MOVED by Member F Auva'a, seconded by Member G Hawkins: That the Papakura Local Board: a) provide the following formal feedback to inform the preparation of the draft Regional Park Management Plan 2021:
i) It is noted that Papakura Local Board area does not have any regional parks located within its area, however, many of its residents enjoy regional parks in neighbouring local board areas and further afield.
ii) The Papakura Local Board Plan, outcome 3, “a well-connected area where it’s easy to move around”, has an initiative to connect the Papakura town centre to Clevedon via the Hunua cycle trail which is situated in the Hunua Ranges regional park and asks that the regional parks management plan considers opportunities to support and promote this type of walking / cycling access and connectivity
iii) The board believe people highly value the natural undeveloped nature of the regional parks. With significant growth forecast for Auckland, regional parks must be retained and maintained for future generation’s enjoyment and use.
iv) The board believes green belts must be protected from encroachment of future developments, including roads.
v) The board believe there is a great learning opportunity for city dwellers to be close to farm animals, as happens at Ambury Park.
vi) Regional parks must be able to be accessed easily and adequate parking to accommodate visitors is a necessity. Alternative travel opportunities to regional parks may need to be investigated in the next ten years to reduce visitor vehicle emissions and requirements for parking spaces.
vii) The board support track closures to prevent the spread of kauri dieback but does acknowledge the frustration these track closures bring to the public.
viii) The board support measures to limit vehicles on beaches.
ix) The board believe measures are required to limit visitor impacts on wildlife in regional parks.
x) The board support the need for greater plant and animal pest control in regional parks.
xi) The board support regional parks playing a positive role in mitigating climate change impacts. The planting of more trees has a two-fold benefit, creates shade and neutralises carbon.
xii) The board support farming practices that are more sustainable, regenerative and diverse.
xiii) The board support regional parks playing a role in active recreation, such as: horse riding, mountain biking, tramping, day walks, cycle links as well as camping opportunities.
xiv) The board agree that regional parks play an important role in connecting and educating people about nature, Māori heritage, and farming.
xv) The board agree that volunteering and partnership opportunities could support the connecting and educational role of regional parks.
xvi) The board support regional parks playing a role in people understanding and connecting with the heritage and history of the whenua, particularly Māori history.
xvii) The board felt there are other areas, whilst not deemed regional parks, that should be considered for regional park status given the public view these areas as regional assets: · Maraetai · Kawakawa Bay · Hatfields Beach
xviii) The board members had mixed views in relation to koha as a revenue stream: · Some members supported a koha opportunity for people using regional parks · Other members felt regional parks should be funded from rates · There was also a view that there could be security issues with a koha system and a question relating to how koha collected would be allocated for specific use within the parks. |
