Public feedback on proposal to amend the Alcohol Control Bylaw 2014

MOVED by Chairperson R Northey, seconded by Member J Sandilands:  

That the Waitematā Local Board:

a)            receive the public feedback to the proposal to amend Te Ture ā-Rohe Whakararata Waipiro / the Alcohol Control Bylaw 2014 by 82 people from the local board area in this agenda report

b)           note that the age group most likely to be affected by these changes is underrepresented in the feedback and that more effort ought to be made in future consultations to ensure a better response from affected and underrepresented groups

c)            provide the following local board views on the public feedback to assist the Bylaw Panel in its deliberations on all public feedback to the proposal:

I)             support feedback by people from the Waitematā Local Board area for new temporary alcohol bans for all major events at Pukekawa / Auckland Domain in the bylaw including the Lantern Festival and Christmas in the Park

II)            support the feedback by people from Waitematā Local Board area for new temporary alcohol bans for all major events at Waiōrea / Western Springs Stadium in the Bylaw, and note that the area of this proposed ban includes the stadium, lakeside (including quarry) and outer fields.

III)           note that the proposal is for major events at Western Springs stadium and not at other parts of Western Springs

IV)          Do not support Auckland Unlimited’s proposal to include major events at Western Springs outer fields in the bylaw and recommend that temporary alcohol bans continue to be considered by the local board specific to each event

V)           note public concerns of people consuming alcohol to and from major events at Western Springs Stadium and recommend the inclusion of any associated fan trails in the ban should there be any in the future

VI)          support the public feedback for new temporary alcohol bans for all major events at Eden Park and Rarotonga / Mount Smart Stadium in the Bylaw

VII)         support the inclusion of specific fan trails if they are activated as part of major events at Eden Park particularly along Ponsonby Road and recommend that it include the side streets

VIII)       support the feedback in favour of ensuring that the bylaw is clear, uses simple language and avoids duplication and possible inconsistencies

d)      appoint the local board chair Richard Northey to present the local board views to the Bylaw Panel on Friday 19 March 2021.

That the Waitematā Local Board:

e)        note that the Bylaw is to prevent disorderly behaviour, the board recommend that enforcement is led by behaviour rather than age, gender or race.

That the Waitematā Local Board:

 

c)      support feedback by people from the Waitematā Local Board area for new temporary alcohol bans for some major events at Pukekawa / Auckland Domain in the bylaw, however excluding Christmas in the Park and other family focused events.

That the Waitematā Local Board:

Request for temporary alcohol ban at Western Springs Stadium and Outer Fields

That the Waitematā Local Board:

a)      adopt a temporary alcohol ban for the Outerfields 2021 festival at Western Springs Outer Fields for the area shown in Attachment A, from 7am on 6 March 2021 (day of event) to 7am on 7 March 2021 (day after event), or alternative date if rescheduled.

Auckland Transport February 2021 Update to Waitematā Local Board

That the Waitematā Local Board:

a)         receive the Auckland Transport February 2021 report

b)         request urgent consideration be given to opening up completed sections of the Karangahape Road development now including painting, and enforcement of bus lanes, to reduce congestion and improve safety for buses, cyclists and vehicles

c)         request advice regarding the city gateways treatments about the original design brief,     who designed and approved it, and what stakeholders were consulted

d)         request advice as to whether consultation for Connected Communities Great North Road did start on 2 February or when it has been deferred until

e)         request identification of the locations within the Waitematā Local Board area that are experiencing or causing bus unreliability and what actions are proposed to resolve these 

f)          request an update on the West Lynn cycleway remediation

g)         request information on street tree planting for this upcoming autumn.

That the Waitematā Local Board:

h)        note the value of these regular meetings with AT and note their continuation is helpful to meet recommendations of the CCO Review to enable collaboration between elected members and CCOs.

i)          note the importance to the board of tactical urbanism project in Saint George Bay Road and Faraday Street and that progress be reported to the board in monthly reports.
