Caroline Greig presented a petition on behalf of a group of residents requesting the reinstatement of a walking path.

Local board input into preparation of the draft 2021 Regional Parks Management Plan

 

Resolution number FR/2021/24

MOVED by Member A Kinzett, seconded by Member L Soole:  

That the Franklin Local Board:

a)      resolve the following as formal feedback to inform the preparation of the draft Regional Park Management Plan 2021:

Activities within Regional Parks

             i)      support appropriate commercialisation ie when a commercial activity complements the environment, enables educational opportunities or enables access to recreational or cultural experiences eg glamping, events, guided tours, bike hire

            ii)     support dedicated dog walking and off-lead sites in regional parks if there are no similar public facilities nearby, noting that current information about dog rules are not very accessible or clear

          iii)     suggest investment in the future provision of recreation, cultural and educational amenity should be informed by the wider network of recreational, community and cultural facilities, including local parks and private facilities services, rather than on an ad hoc basis, with a view to spreading investment and managing impact on the parks themselves

          iv)     note that the Hūnua Ranges as Auckland’s largest native forest, home to Auckland’s highest mountain (Kohukohunui) and site of significant environmental preservation initiatives, has capacity and potential to develop facilities and services that will service the recreational needs of growing South Auckland and North Waikato communities, and to respond to regional and national recreational and environmental tourism

Access to, within and between parks

              v)      recommend an enhanced emphasis on the use of communication tools to promote parks and enhance the visitor experience eg how to prepare for a visit, how to get to a park and how to experience once at a park

             vi)      recommend that digital connectivity within parks should be proactively enabled to enhance park experiences and safety through digital platforms eg mobile phone applications (apps)

           vii)      note that regional parks are often important links to and along the coastline and that development of coastal corridors should be considered in terms of future land acquisition eg in Orere

Management and governance

          viii)      note that the regional parks management approach is siloed and suggest that regional and local parks should be more closely aligned to both create management efficiencies and to support a consistent baseline visitor experience

             ix)      suggest that a management approach that enables regional park staff in isolated areas to take responsibility for other local council assets and programmes outside of regional park boundaries would be a pragmatic approach to the allocation of Council resources

              x)      note that regional parks appear to operate in isolation to the communities adjacent to them. An increased emphasis on engaging local communities/villages in the management of and protection of parks and regional park programmes is suggested. Friends of Hunūa is a positive example, with a focus on conservation, that is not known about within the wider community

             xi)      note that the local board and mana whenua both have governance interests in regional parks and recommend that a mechanism for enabling an enhanced governance role for local boards and mana whenua be explored.

b)    request that Franklin Local Board feedback on the regional parks management plan is shared with all other local boards for consideration, noting that the 10 regional parks within the Franklin Local Board area are important resources for Auckland and neighbouring communities and have significant potential to contribute to enhanced well-being regardless of local board boundaries.

Local Board views on Plan Change 55 (Private) Patumahoe South

MOVED by Member A Cole, seconded by Member A Kinzett:  

That the Franklin Local Board:

a)      provide the following local board views on private plan change 55 by Askew Consultants Limited in relation to 34.5ha of land at Patumahoe South:

             i)      are concerned at possible inappropriate development in areas of elite and high quality soils and the void that exists in anticipation of the adoption of national policy guidelines on the issue but note the varying technical and possibly scientific views on this particular land holding and suggest the conflicting arguments are best determined by way of expert evidence produced at the scheduled hearing

            ii)    note previous planning decisions in Patumahoe that has allowed development adjacent to the site which may impact on the ability to allow the soil types to be used for maximum benefit because of reverse sensitivity issues

           iii)    defer to expert input from Watercare, Auckland Council (Healthy Waters) and Auckland Transport staff will inform consideration of water supply, wastewater capacity, stormwater management and traffic and transport issues

           iv)    are concerned at the effects of cumulative stormwater discharge into the already compromised Whangamaire stream by way of this possible development and those already consented within the catchment in Patumahoe

            v)    are concerned at the cumulative effects of increased traffic volumes on existing roading networks, in particular the railway level crossing  and capacity of the village centre to accommodate extra vehicle use

           vi)    note ongoing concern for the cumulative impact of greenfield development on unbudgeted local community facilities and social infrastructure and suggest that provision should be made to enable advancement of local projects to accommodate new residents (beyond the development footprint) e.g. an extension of the Patumahoe Football Club facilities.

b)      decline the opportunity to appoint a local board member to speak to the local board views at a hearing on Private Plan Change 55.

Local board views on private plan change 45 for 272, 274 and 278 Clevedon-Kawakawa Road

 

Resolution number FR/2021/26

MOVED by Member L Gedge, seconded by Member A Kinzett:  

That the Franklin Local Board:

a)      provide the following local board views on Private Plan Change 45 by Stratford Properties Limited for 272, 274 and 278 Clevedon-Kawakawa Road:

             i)        have concern that an approved plan change will set a precedent for other landowners, resulting in more requests for rural land to be used for housing and unmanaged (ribbon) development to evolve

              ii)      acknowledge community concern for the extra traffic and volume of traffic movements on Clevedon-Kawakawa Bay Road and other feeder roads noting that these roads are of insufficient design to safely support increases in traffic volume

             iii)      acknowledge concern for the ecological impact on the Wairoa River and beyond the immediate development footprint.

b)      decline the opportunity to appoint a local board member to speak to the local board views at a hearing on Private Plan Change 45.

Local board views on a Notice of Requirement for a new primary school and early chilldhood centre at 1043 Linwood Road, Kingseat.

 

Resolution number FR/2021/27

MOVED by Member A Cole, seconded by Member A Kinzett:  

That the Franklin Local Board:

a)      provide the following local board views on the Notice of Requirement for a new primary school and early childhood education centre at 1043 Linwood Road Kingseat.

               i)      support the Ministry of Education acquisition of land for a school at Kingseat,  noting that a school will be an important centre of this growing community

              ii)      recommend that the design of the space is reviewed so that the designated reserve adjacent to the proposed school property is adjoined with the school and separation by road avoided

             iii)      strongly recommend that access to the school is off a side-road and not off Linwood Road to ensure safety of the community

             iv)      request that the Ministry of Education work with Auckland Transport proactively to identify a suite of actions needed to be addressed by the Ministry in the development of the site eg pedestrian crossings, footpath network, cycling infrastructure.

b)      decline the opportunity to appoint a local board member to speak to the local board views at a hearing (if one is held) on the Notice of Requirement.

Approval for one new private road name and the extension of an existing public road at 26, 42 & 44 Collingwood Road, Waiuku

 

Resolution number FR/2021/28

MOVED by Member S Druyven, seconded by Member M Murphy:  

That the Franklin Local Board:

a)      approves the name Manga Toitoi Place (Ngāti Te Ata Waiohua and Applicants preferred name) for the new private road, a commonly owned access lot, created by way of subdivision at 26, 42 & 44 Collingwood Road, Waiuku, in accordance with section 319(1)(j) of the Local Government Act 1974 (resource consent references BUN60318108 and SUB60317687).

b)      approves the name Hamilton Drive for a new section of public road, being an extension of the existing public road ‘Hamilton Drive’ providing access to the new subdivision at the end of this road, in accordance with section 319(1)(j) of the Local Government Act 1974 (resource consent references BUN60318108 and SUB60317687).

2021 Local Government New Zealand Conference and Annual General Meeting

Resolution number FR/2021/29

MOVED by Member L Gedge, seconded by Member A Kinzett:  

That the Franklin Local Board:

a)      note the budget constraints in the current financial year and the recommended process for the appointment of attendees and delegates to the Local Government New Zealand  (LGNZ) 2021 Conference and Annual General Meeting in Blenheim from 15 to 17 July 2021.

b)      nominate the Franklin Local Board Chair as the representative of the rural cluster, to be confirmed at the Local Board Chairs’ Forum and agree to put nominations for cluster representatives through the local board chair for consideration at their April 2020 meeting.

c)      strongly encourage local board representation at the LGNZ conference if that local board’s project is a finalist in the LGNZ awards.

d)      note the process to submit remits to the Annual General Meeting and entries for the 2021 Local Government New Zealand Excellence Awards has been communicated to elected members on 2 March 2021.

e)      confirm that conference attendance including travel and accommodation will be paid for in accordance with the current Auckland Council Elected Member Expense Policy.

f)       note that all local board members who are appointed to attend the conference will be confirmed to the General Manager Local Board Services by 15 April 2021 at the latest to ensure that they are registered with Local Government New Zealand.

g)      note that any member who wishes to attend the conference using their Individual Development Budget (IDB) allocation will need to subsidise the cost and must contact the General Manager Local Board Services by 8 April 2021 to make the necessary arrangements.

h)      note that the Governing Body will be appointing delegates to the 2021 LGNZ Annual General Meeting at their 25 March 2021 meeting, with the recommendation being to appoint Mayor Phil Goff as presiding delegate, and to appoint Chief Executive Jim Stabback and up to two other Auckland Council conference attendees as delegates.

i)       note that conference attendees can attend the 2021 Local Government New Zealand Annual General Meeting in an advisory capacity provided their names are included on the Annual General Meeting registration form, which will be signed by the Mayor.
