Resolution number GBI/2021/20 MOVED by Deputy Chairperson L Coles, seconded by Member S Daly: That the Aotea / Great Barrier Local Board: a) note that transitional rates grants are ending 30 June 2021. b) note that the local board retains the budget for the transitional rates grants as Asset Based Services (ABS) budget as a separate line item, with discretion over its future allocation. This will enable the grants to be considered as part of the Governance Framework Review on funding for asset-based services. c) agree to reallocate the budget through the local work programme process.

Local board input into preparation of the draft 2021 Regional Parks Management Plan |

Resolution number GBI/2021/21 MOVED by Deputy Chairperson L Coles, seconded by Member P O'Shea: That the Aotea / Great Barrier Local Board: a) resolve the following formal feedback to inform the preparation of the draft Regional Park Management Plan 2021: i) acknowledge the importance of mana whenua input into regional parks. ii) Support for greater collaboration and investment with mana whenua for telling stories of the land and use of Maori names. iii) Support the protection of cultural heritage sites and sites of significance within regional parks. iv) Support the focus for the prioritisation of the environment and restoration programmes. v) Support for an eco-climate response considering the impacts and identifying mitigation options for climate change and pest control which includes DoC and private landowners than border on regional parks. vi) Support opportunities to leverage low-carbon transport within and between regional parks. vii) Support the recommendation outlined within the submission from the Hauraki Gulf Forum that all Hauraki Gulf-facing regional parks are included within the Hauraki Gulf Marine Park. viii) Recommend marine protection measures are included in the plan to protect and enhance coastal and marine ecosytems in waters adjacent to coastal regional parks, in partnership with mana whenua and central government. ix) Support a permanent water supply at Glenfern Sanctuary as the importance of a supply of non-potable water at Glenfern was noted during the pandemic in 2020. x) Support for stock at regional parks if appropriately managed with riparian measures in place. xi) Request that the Glenfern Sanctuary operational model and the Deed of License be revisited and revised. xii) Recommend that the daily operations of Glenfern Sanctuary be fully funded with an on-site ranger.

2021 Local Government New Zealand Conference and Annual General Meeting |

Resolution number GBI/2021/22 MOVED by Deputy Chairperson L Coles, seconded by Member S Daly: That the Aotea / Great Barrier Local Board: a) endorse Chairperson I Fordham as board representative to attend the Local Government New Zealand 2021 Conference and Annual General Meeting b) note the budget constraints in the current financial year and the recommended process for the appointment of attendees and delegates to the Local Government New Zealand 2021 Conference and Annual General Meeting in Blenheim from 15 to 17 July 2021. c) note the process to submit remits to the Annual General Meeting and entries for the 2021 Local Government New Zealand Excellence Awards has been communicated to elected members on 2 March 2021. d) confirm that conference attendance including travel and accommodation will be paid for in accordance with the current Auckland Council Elected Member Expense Policy. e) note that all local board members who are appointed to attend the conference will be confirmed to the General Manager Local Board Services by 15 April 2021 at the latest to ensure that they are registered with Local Government New Zealand. f) note that any member who wishes to attend the conference using their Individual Development Budget (IDB) allocation will need to subsidise the cost and must contact the General Manager Local Board Services by 8 April 2021 to make the necessary arrangements. g) note that the Governing Body will be appointing delegates to the 2021 LGNZ Annual General Meeting at their 25 March 2021 meeting, with the recommendation being to appoint Mayor Phil Goff as presiding delegate, and to appoint Chief Executive Jim Stabback and up to two other Auckland Council conference attendees as delegates. h) note that conference attendees can attend the 2021 Local Government New Zealand Annual General Meeting in an advisory capacity provided their names are included on the Annual General Meeting registration form, which will be signed by the mayor.

Local board feedback on the Climate Change Commission's draft advice to Government |

Resolution number GBI/2021/23 MOVED by Deputy Chairperson L Coles, seconded by Member P O'Shea: That the Aotea / Great Barrier Local Board: a) adopt its feedback (Attachment A of the report) on the He Pou a Rangi – the Climate Change Commission’s 2021 draft advice to Government on climate action in Aotearoa provided to the Environment and Climate Change Committee for inclusion in the Auckland Council submission which was submitted on Monday 15 March 2021.

Resolution number GBI/2021/24 MOVED by Deputy Chairperson L Coles, seconded by Member P O'Shea: That the Aotea / Great Barrier Local Board: a) note its Governance Forward Work Calendar for the political term 2019 - 2022 as at March 2021. b) approve that the board take a recess from council business for the period Monday 28 June 2021 to Friday 9 July 2021 (inclusive).
